About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Federal Bureau of Investigation (FBI), a component of the Department of Justice. The FBI's National Acquisition Program Unit seeks to award a firm fixed price contract to ProCom Painting, LLC for gym wall painting services at the FBI's Salt Lake City Division headquarters facility. The estimated contract value is $19,360.00, with an expected completion date of September 30, 2026.

The J&A justifies the use of other than full and open competition under the authority of 41 U.S.C. 3304(a)(1), citing that ProCom Painting, LLC is the sole responsible source capable of meeting the agency's requirements. The contractor was identified by the facility lessor as the preferred vendor and is described as a fully licensed, insured, and bonded small business painting company in the Salt Lake Metropolitan area. No competitive solicitation was posted, and market research was limited to obtaining a quote from the identified contractor based on the lessor's preference. The J&A requires coordination and approval signatures from multiple parties including the Contracting Officer, Team Lead, Unit Chief, Office of the General Counsel, Deputy Competition Advocate, Bureau Procurement Chief, Competition Advocate, Head of Contracting Agency, and DOJ Senior Procurement Executive. A related Notice of Intent to Sole Source was published, allowing responsible sources to submit capability statements or quotations to Contracting Officer Hong Nguyen at HNGUYEN2@FBI.GOV prior to the closing deadline.
