About this file

This document is a Justification for Other Than Full and Open Competition written by the Federal Bureau of Investigation (FBI) Tactical Training Unit (TTU) for the procurement of 1,638 Yellow DSM Police Safety Banners with Belt Pouch.

The justification outlines that the specific DSM Police Banners are required with no substitution due to their unique features, including large reflective "Police" lettering on the front and back for 360-degree visibility, and a compact belt pouch design. The FBI determined that DSM Safety Products, Inc. holds the patent for this banner design, and no other companies make an equivalent product. The anticipated contract value is $59,977, and the government intends to determine fair and reasonable pricing based on vendor quotes and commercial pricing. The FBI conducted market research by obtaining quotes from two small business vendors, DSM Safety Products, Inc. and ADS, who can provide the required brand name item.
