About this file

This is a Justification and Approval (J&A) document for a sole-source federal procurement. The Federal Bureau of Investigation's Finance and Facilities Division is seeking to award a firm fixed-price contract to ProCom Painting, LLC for gym wall painting services at the Salt Lake City Headquarters Complex facility. The estimated contract value is $19,360.00, and the requisition number is SHOP-PR-26-002391, with an anticipated completion date of September 30, 2026.

The procurement is being pursued as a sole-source acquisition under the authority of 41 U.S.C. 3304(a)(1), justified on the basis that ProCom Painting, LLC was identified by the facility's lessor as the preferred vendor and possesses the necessary qualifications as a fully licensed, insured, and bonded small business painting company in the Salt Lake Metropolitan area. No competitive solicitation will be posted, and the contracting officer has determined the anticipated cost to be fair and reasonable. The document includes approvals from the Technical Point of Contact, Contracting Officer, Team Lead, and Unit Chief, all obtained between September 2-8, 2026. Higher-level approvals from the Office of the General Counsel, Competition Advocate, and DOJ Senior Procurement Executive were not required for this acquisition.
