About this file
This is a Justification and Approval (J&A) document for a sole-source procurement by the Federal Bureau of Investigation (FBI), Miami Field Office, for one DRACO Gas Delivery System manufactured by J&N Tactical, Inc. The requisition number is SHOP-PR-26-002318, with an estimated contract value of $26,665.00 and a performance period from September 1, 2026, to September 30, 2026. The FBI seeks to award a Firm-Fixed-Price purchase order for the integrated vehicle-mounted system, which includes mounting hardware, DFS-10 wireless and DFS-8 mechanical backup firing systems, operator accessories, one-day Train-the-Trainer certification, and manufacturer's warranty. The system will be installed on an FBI armored tactical vehicle to enable remote deployment of up to six command-initiated indoor-safe baffled chemical munitions and two exterior-mounted noise flash diversionary devices (NFDDs) during high-risk tactical operations including barricaded subject incidents, hostage rescue operations, and warrant service.
The justification for sole-source procurement is based on 41 U.S.C. 3304(a)(1), supporting the finding that only one responsible source can satisfy the government's minimum operational requirements. Market research conducted by the Program Office confirmed that J&N Tactical is the sole manufacturer and distributor of the proprietary DRACO Gas Delivery System with no authorized resellers or representatives. No commercially available alternative integrated vehicle-mounted gas delivery and breaching system capable of meeting the FBI's specific requirements was identified. A Request for Information was not issued because preliminary market research indicated only one source could satisfy requirements. The Contracting Officer will establish price reasonableness prior to award through review of the commercial quotation, comparison with an Independent Government Cost Estimate (IGCE) using current commercial pricing directly from the manufacturer, and evaluation of current pricing for the system configuration and associated components. All required approvals were obtained on July 23, 2026, by the Technical POC, Contracting Officer, Team Lead, and Unit Chief.

Update: 06/22/2026
Justification for Other than Full and Open Competition in Accordance With 41 U.S.C. 3304(a)(1)
Requisition Number: SHOP-PR-26-002318
Title: Miami SWAT DRACO Gas Delivery System Date: 07/23/26 Estimated Contract Dollar Value: $ 26,665.00
1. Identification of the agency and the contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Miami Procurement Unit, has prepared this Justification for Other than Full and Open Competition for a DRACO Gas Delivery System procurement on behalf of the SWAT Team, Miami.
2. The nature and/or description of the action being approved, i.e. sole source, limited competition, establishment of a new source, etc.
It is the intent of the FBI Miami Procurement Unit to award a Firm-Fixed-Price (FFP) sole-source purchase order to J&N Tactical, Inc. for one (1) commercially available DRACO Gas Delivery System, including required mounting hardware, installation components, DFS-10 wireless firing system, DFS-8 mechanical backup firing system, operator accessories, one-day Train-the-Trainer certification, and manufacturer's warranty. Delivery is required between September 1, 2026, and September 30, 2026.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The Federal Bureau of Investigation (FBI), Miami Field Office, requires the acquisition of one (1) DRACO Gas Delivery System (GDS), manufactured by J&N Tactical, including all required mounting hardware, command-initiated firing systems, accessories, operator training, and warranty support. The system will be installed on an FBI armored tactical vehicle to provide a remotely operated capability for the deployment of indoor-safe baffled chemical munitions and breaching operations during high-risk tactical incidents.
The requirement supports tactical operations involving barricaded subjects, hostage rescue, high-risk warrant service, and other critical incidents where the ability to safely deploy chemical agents from a protected position reduces operator exposure while increasing tactical effectiveness. The system enables personnel to deploy approved chemical munitions and noise flash diversionary devices (NFDDs) without requiring officers to approach the objective structure or vehicle during deployment. The total estimated cost is $26,665 with a performance period from 09/01/26-09/30/26.
Procurement Section Format
The required system provides an integrated vehicle-mounted capability to remotely deploy up to six (6) command-initiated indoor-safe baffled chemical munitions, deploy two (2) exterior-mounted noise flash diversionary devices (NFDDs), and incorporates redundant electronic and mechanical firing systems. The system is designed for integration with the FBI Miami Division's armored tactical vehicle to reduce operator exposure during high-risk tactical operations.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
A Request for Information (RFI) was not issued because preliminary market research, including a review of commercially available products and manufacturer information, indicated that only one source could satisfy the Government's minimum requirements. Accordingly, additional market research through an RFI was not expected to identify additional responsible sources.
5. Demonstrate that the proposed contractor’s unique qualifications or the nature of the acquisition requires using the authority cited.
Based on the market research conducted, the Government determined that J&N Tactical, Inc. is the only known source capable of satisfying the FBI's minimum operational requirements.
J&N Tactical is the sole manufacturer and distributor of the proprietary DRACO Gas Delivery System.
The manufacturer's sole-source certification confirms that the company does not utilize authorized resellers, dealers, distributors, agents, or representatives. Accordingly, the required system may only be acquired directly from J&N Tactical.
The Government reviewed commercially available product literature, technical specifications, and manufacturer documentation to evaluate available products. Market research did not identify another commercially available integrated vehicle-mounted gas delivery and breaching system capable of meeting the FBI's minimum operational requirements, including vehicle integration, redundant firing capability, and remote deployment of approved chemical munitions. Therefore, no other responsible source is known to satisfy the Government's minimum requirements.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will not be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
Procurement Section Format
The Program Office conducted market research in accordance with FAR Part 10 to identify commercially available products capable of meeting the Government's minimum operational requirements. The market research included consultation with the assigned Contracting Officer regarding the acquisition strategy, review of manufacturer technical literature and product specifications, review of the manufacturer's sole-source certification, and evaluation of commercially available information regarding similar capabilities. Based on the results of the market research, no commercially available alternative capable of meeting the FBI's minimum operational requirements for an integrated vehicle-mounted gas delivery and breaching system was identified.
The Contracting Officer reviewed and evaluated the market research results and determined that the required system is proprietary and available only from J&N Tactical, Inc. Accordingly, obtaining competition beyond the identified responsible source was not practicable for this acquisition.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
Prior to award, the Contracting Officer will determine that the proposed price is fair and reasonable based on an evaluation of the contractor's commercial quotation, comparison with the Independent Government Cost Estimate (IGCE), and any other price analysis techniques determined appropriate under FAR Part 13.
Price reasonableness will be established through review of the contractor's commercial quotation, comparison with the Independent Government Cost Estimate (IGCE), and evaluation of current commercial pricing for the required system configuration, accessories, installation components, and Train-the-Trainer certification. The IGCE was developed using current commercial pricing obtained directly from the manufacturer and will serve as the primary benchmark during negotiations. Based on this analysis, the Contracting Officer expects to determine that the proposed price is fair and reasonable prior to award.
8. A description of the market research conducted and the results.
The Program Office conducted market research in accordance with FAR Part 10 to determine the availability of commercial products capable of meeting the FBI's minimum operational requirements.
Market research included consultation with the assigned Contracting Officer regarding the acquisition strategy, review of manufacturer-provided technical specifications, product literature, installation information, operator training information, warranty information, and the manufacturer's sole-source certification. The Program Office also reviewed publicly available commercial information regarding the operational capabilities of the required system to assess its commercial availability and suitability for the FBI's mission requirements.
Procurement Section Format
The market research confirmed that the DRACO Gas Delivery System is a commercially available product and that J&N Tactical, Inc. is the sole manufacturer and distributor of the proprietary system.
The manufacturer's sole-source certification states that J&N Tactical does not utilize authorized resellers, dealers, distributors, agents, or representatives for the sale of the DRACO Gas Delivery System.
Based on the results of the market research, the Government did not identify another commercially available, integrated vehicle-mounted gas delivery and breaching system capable of meeting the FBI's minimum operational requirements. Accordingly, the Contracting Officer determined that only one responsible source is capable of satisfying the Government's requirement, and a sole-source acquisition is justified.
9. Any other facts supporting the use of other than full and open competition.
This is a new procurement with no previous contract or acquisition history for this requirement. The FBI Miami Division SWAT Team identified an operational need for a commercially available, vehicle-mounted gas delivery and breaching system to enhance officer safety during high-risk tactical operations, including barricaded subject incidents, hostage rescue operations, and other critical law enforcement missions. Market research was initiated to identify commercially available products capable of meeting the Government's minimum operational requirements and to determine the appropriate acquisition strategy.
The acquisition supports an immediate operational requirement for the FBI Miami Division SWAT
Team and will enhance officer safety by providing a remotely operated capability for deployment of approved chemical munitions during high-risk tactical operations.
10. A listing of any sources, if any, that expressed a written interest in the acquisition.
Because this requirement was not synopsized and no Request for Information (RFI) was issued, no other sources expressed written interest in the acquisition.
11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
The FBI will continue to research market conditions to determine whether alternative services might be able to fulfill future requirements. For newer requirements, the FBI will conduct a thorough review of the marketplace to identify and remove any barriers to competition that can be achieved to the maximum extent practicable. Research will be conducted through methods such as requesting information from various vendors. Prior to any future acquisition, the FBI will conduct new market research to determine whether additional responsible sources or alternative commercial solutions have become available.
