About this file
This is a Justification and Approval (J&A) document for a sole-source procurement by the Federal Bureau of Investigation for trailer refurbishment services.
The FBI Los Angeles Division is acquiring trailer refurbishment services from 360 Custom Trailers under a firm fixed-price contract valued at $30,000.00, with delivery required by September 30, 2026. The LA SWAT TOC (Tactical Operations Center) Trailer requires new leveling jacks, fabricated TV vaults, an external awning, and replacement of internal systems damaged by water leaks, including onboard electronics and power systems. The trailer is mission-critical equipment for the LA SWAT Team's emergency response operations and will also support the UAS/CUAS senior team leader, Crisis Response Team, multi-location SWAT operations, and security responsibilities for the FIFA World Cup, Super Bowl, and 2028 Olympics. Refurbishment of this trailer will enable transfer of a SWAT Sprinter van to the Crisis Negotiation Team as a Negotiation Operations Center, avoiding a new vehicle procurement and saving the Los Angeles Field Office over $180,000.
The procurement utilizes 41 U.S.C. 3304(a)(1) authority for sole-source acquisition based on limited vendor availability. Market research identified that most vendors capable of providing this specialized service are not registered on Sam.gov. The contracting officer determined that 360 Custom Trailers represents the only responsible source that can fulfill the requirement based on logistics and cost reasonableness. All required approvals were obtained on September 24, 2026, from the Technical Point of Contact, Contracting Officer, Team Lead, and Unit Chief.

Justification for Other than Full and Open Competition in Accordance With 41 U.S.C. 3304(a)(1)
Requisition Number: SHOP-PR-26-001659
Title: Trailer Refurbishment Date: 09/24/2026 Estimated Contract Dollar Value: $30,000.00
1. Identification of the agency and the contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), National Acquisition Program Unit, has prepared this Justification for Other than Full and Open Competition for Trailer Refurbishment on behalf of the FBI Los Angeles Division.
2. The nature and/or description of the action being approved, i.e. sole source, limited competition, establishment of a new source, etc.
It is the intent of the Los Angeles Field Office SWAT TOC Team to acquire a firm fixed price contract for $30,000.00 with the 360 Custom Trailers and will be provided by September 30, 2026.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value)
As a responder to critical incidents, the LA SWAT team is required to deploy at a moment’s notice anywhere in the Los Angeles AOR. As such, LA SWAT must maintain necessary mission critical gear and equipment to ensure the mission of the FBI can continue unhindered wherever they may be deployed.
A large component of critical gear is the SWAT TOC Trailer.
The legacy trailer requires new leveling jacks, fabricated TV vaults, and an external awning. Water leaks damaged onboard electronics and power systems — a new roof has been installed, but all damaged internal systems must be replaced. Prior to this request, the trailer suffered multiple power failures during live operations, including one complete, unrecoverable loss. Degraded TOC capability is a direct risk to field personnel.
Beyond SWAT, the refurbished TOC will support the UAS/CUAS senior team leader, the Crisis Response Team, multi-location SWAT operations, and LAFO's security responsibilities for the FIFA World Cup, Super Bowl, and 2028 Olympics.

Most critically, refurbishment frees the SWAT Sprinter van — currently used as a makeshift second TOC
— to be transferred to the Crisis Negotiation Team (CNT) as a Negotiation Operations Center (NOC), eliminating the need to procure a new CNT vehicle and saving LAFO in excess of $180,000.
The requirement is to provide a refurbished trailer at an estimated total cost of $30,000.00 by September 30, 2026. This will allow the LA SWAT Team, UAS/CUAS, and CNT to accomplish its mission of obtaining a refurbished mission critical trailer for operational readiness.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
Along with the field office Market Research, CO Nguyen identified a limited list of vendors with active registration on Sam.gov that can fulfill this requirement. 360 Custom Trailers is the awarded vendor based on logistics and cost.
5. Demonstrate that the proposed contractor’s unique qualifications or the nature of the acquisition requires using the authority cited.
Due to the limited option and urgency of this requirement. 360 Custom Trailers is the only vendor that can fulfil the requirements based on logistics and cost.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will not be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
The Los Angeles Field Office ET team has reached out to multiple different vendors requesting a quote.
Most of the vendors are not registered on Sam.gov. CO Nguyen searched on the SBA website to identify a few vendors that are registered in Sam.gov. 360 Custom Trailers is the awarded vendor based on logistics and cost.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost of this requirement is $30,000.000 and should be received by September 30, 2026.
The Contracting Officer determined after considering the level of skills available for the tasks needed, that the proposed vendor represents a reasonable total price and will be the best value for the FBI.

8. A description of the market research conducted and the results.
The requester conducted market research for vendors around the area and determined it is difficult to identify a vendor that is active on Sam.gov. CO Nguyen also conducted additional market research through the SBA website and contacted vendors with active Sam.gov requesting a quote. 360 Custom Trailers is one of the few that is reasonable in price and logistically closer to LAFO.
9. Any other facts supporting the use of other than full and open competition.
Not Applicable
10. A listing of any sources, if any, that expressed a written interest in the acquisition.
Multiple vendors responded with a quote but are not registered in Sam.gov.
11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
The Government will continue to research the market to obtain as many available sources as required in accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
