About this file
This is a Justification and Approval (J&A) document for a sole-source acquisition by the Federal Bureau of Investigation's Los Angeles Field Office Division.
The FBI seeks to procure a Cuattro EOD 14"x17" Glass Free X-ray Panel System for $109,930.52, with delivery required by September 1, 2026. The system will support the FBI Los Angeles SABT (Special Agent Bomb Technician) Team during render safe operations on explosive devices and weapons of mass destruction threats. The equipment enables technicians to capture X-ray images for rapid assessment while minimizing exposure time near hazards. The acquisition is being pursued as a sole-source contract under the authority of 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1, which permits procurement when only one responsible source can satisfy agency requirements. Cuattro is deemed the sole qualified source based on its proprietary software, hardware, firmware, and imaging integration components; TAA-compliant detector panels featuring glass-free substrate technology with a 99-micrometer minimum pixel pitch; and durability specifications meeting a 1.5-meter drop height requirement without loss of calibration. The Los Angeles SABT Team currently operates existing Cuattro systems, making additional procurement necessary for interoperability, compatibility, standardized training, and maintenance continuity. Market research conducted over four years reviewed commercial catalogs, industry publications, and manufacturers including Novo, Logos, Scanna, and Nexray Systems, with no alternatives identified meeting the government's minimum technical and operational requirements. A Notice of Intent to Sole Source will be posted to SAM.gov per FAR 5.201 to provide interested vendors an opportunity to submit capability statements. The Contracting Officer will determine price fairness and reasonableness through comparison to historical pricing, commercial market pricing, and an Independent Government Cost Estimate.

FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN
FULL AND OPEN COMPETITION GUIDE AND TEMPLATE
Attachment M – J&A Guide & Template Version 4 Page 1
Requisition Number: SHOP-PR-26-001588
Date: 4/15/2026
Estimated Contract Dollar Value: $109,930.52
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), National Acquisition Program Unit, RCO has prepared this justification for other than full and open competition for Cuattro EOD 14”x17” Glass Free X-ray Panel System on behalf of the Los Angeles Field Office Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
It is the intent of the Los Angeles SABT Team to acquire a firm fixed price contract for $109,930.52 with Cuattro. The products will be provided by September 1, 2026.
3. A description of the supplies or services required to meet the agency’s needs.
The requirement is to provide EOD X-ray Panels to FBI Los Angeles at an estimated cost of $109,930.52 for delivery by September 1, 2026. This will allow the FBI Los Angeles SABT team to safely utilize the equipment during render safe operations. The systems deployed and used by the SABTs would protect the SABTs when conducting passive diagnostics during render safe operations by limiting the time required downrange near/at the explosive hazard/devices, including weapons of mass destruction. The system would enable SABT to quickly capture the X-ray image of the item for SABT to rapidly make an assessment before conducting render safe operations.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of authority.
FULL AND OPEN COMPETITION
Attachment M – J&A Guide & Template Version 4 Page 2
Cuattro is uniquely qualified to provide these services to FBI Los Angeles SABT Team based upon the following:
Cuattro is the sole source provider of the proprietary Cuattro software, hardware, firmware, and imaging integration components associated with the required EOD X-ray system. The Cuattro detector panels are Trade Agreements Act (TAA)-compliant and utilize a glass-free detector substrate with a minimum pixel pitch of 99um, a capability not identified in competing systems reviewed during market research. The systems also meet the operational durability requirement of surviving a minimum drop height of 1.5 meters without loss of calibration or functionality.
The FBI Los Angeles SABT Team currently operates existing Cuattro systems. Procuring additional Cuattro systems ensures interoperability, compatibility, standardized training, maintenance continuity, and operational consistency with existing FBI-owned equipment
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
The Los Angeles FBI SABT Team Leader conducted market research to identify potential sources capable of satisfying this requirement. Research included a review of commercial databases, industry catalogs, and known vendors in the portable X-ray industry market. No other manufacturer was identified as producing the specific detector requirements and specifications required for this X-ray system. No additional or similar requirements are anticipated that would support the development of competitive procurement at this time.
A Notice of Intent to Sole Source will be posted to SAM.gov in accordance with FAR 5.201 to provide interested vendors an opportunity to submit capability statements for Government consideration.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated dollar value of the Cuattro EOD X-ray system is $109,930.52. The Contracting Officer will determine the proposed price to be fair and reasonable in accordance with FAR 15.404-1(b) through comparison to historical pricing, commercial market pricing, and the Independent Government Cost Estimate (IGCE).

8. A description of the market research conducted and the results.
Market research was conducted by FBI SABT Team Leader on regular basis over the past 4 years and consisted of the following:
• Review of commercial and law enforcement equipment catalogs and industry publications in the X-ray systems.
• Internet-based research identifying manufacturers of X-ray systems including Novo, Logos, Scanna and Nexray Systems;
Direct inquiry to Cuattro systems regarding product availability
• Review of prior Government procurement history for X-ray systems for public safety bomb tech requirements.
Results of the market research confirmed that Cuattro Systems is the only manufacturer capable of providing the exact specs for the requested items and satisfy agency's technical, security, X-ray precautions and procedure requirements.
9. Any other facts supporting the use of other than full and open competition.
Cuattro systems are TAA compliance. Use of other systems not uniquely qualified in capabilities or those sourced from China will increase threat to Government technology and procedures surrounding the highly sensitive render safe operations in the Weapons of Mass Destruction threat. The Cuattro panels have proprietary integration that allows tightly controlled and high degree of integrity/security in high threat or sensitive environments.
10. A listing of any sources that expressed a written interest in the acquisition.
Marking research was conducted for this requirement. No other vendors were able to provide exact specs to No other vendors were identified that could meet the Government’s minimum technical and operational requirements.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FBI will continue to monitor commercially available EOD X-ray technologies during future acquisition planning efforts to determine whether additional manufacturers can satisfy the Government’s minimum operational, interoperability, durability, and security requirements.
