Q.1 How can a broker obtain a quote from an insurance company if they are also participating?
A.1 The current health and life insurance contract is handled directly with the vendor. A broker must submit a proposal on behalf of a particular insurance provider as opposed to representing various insurance provider’s coverage and pricing from which we must choose. The actual insurance company would be required to have the necessary licenses and permits and would sign the SF 33. A broker’s proposal must comply with the solicitation requirements and would be evaluated in accordance with the solicitation requirements. We would not deviate from the terms and conditions of the solicitation, and payments would be made in accordance with the solicitation requirements. As a practical matter, the entity signing the SF 33 and certifications normally the insurance company.
Q.2 Do we have to choose one insurance company or do we ask a quote from all of them?
A.2 See response to Q&A 1.
Q.3 Should the claim representative speak English?
A.3 No, the contract terms do not specify that the claims representative needs to speak English.
Q.4 How are you going to evaluate the technical and price for this offer?
A.4 Section M indicates the evaluation factors and how the USG will evaluate offers.
Q.5 Is there a limit for salary range for retired employees?
A.5. There is no limit for retired employees.
Q.6 What is the plan for employees or do you have more than one?
A.6. All benefits for the health and life insurance are described in Section C.
