About this file

This is a Shipping Instructions document for the State of Iowa's food items procurement for the CDC Warehouse in Woodward, Iowa. The document outlines mandatory requirements that all bidders must meet to be deemed responsible and eligible for award. All freight charges and fuel costs must be included in the bid price, with delivery required to the warehouse. Products must be delivered on pallets and shrink-wrapped using insulated, clean trailers within 30 days of purchase order receipt; deliveries received after this period are considered late and will be awarded to the next lowest bidder or re-bid. All products must be clearly labeled with pack date codes and pack origin information available upon request, and bidders may be required to submit samples for testing to verify compliance with USDA grade standards for both product and container condition.

The solicitation prioritizes domestic packing, with consideration given to products packed in the USA. Bidders are responsible for ensuring all USDA standards are met and must ship exactly what was indicated in their submitted bid. Damaged or frozen canned products will be refused; if damage is discovered mid-pallet, those packages will be set aside for credit or the entire load may be refused at the bidder's expense for pickup and replacement. All documentation, quality assurance, and replacement costs associated with non-compliant shipments are the bidder's responsibility. Vendors must register on the IMPACS Electronic Procurement System at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=DASIowa, with proposals due August 24, 2026.
