About this file

This Shipping Instructions document outlines mandatory requirements for the State of Iowa's CDC Warehouse food procurement, establishing standards that bidders must meet to be deemed responsible. The solicitation pertains to food items for delivery to the CDC Warehouse located in Woodward, Iowa, with proposals due September 11, 2026. Bidders must comply with comprehensive shipping, quality, and documentation standards to qualify for award. All products must be delivered on pallets and shrink wrapped in clean, insulated trailers, with all freight charges and fuel costs included in the bid price. Products must meet USDA grade standards, be properly labeled with accompanying pack date codes and origin documentation available upon request, and be packed within the United States when possible. The state reserves the right to request product samples for testing and will refuse any freight that does not meet specifications or contains damaged products.

Pricing must include all freight and fuel costs on a delivered basis to the warehouse. Late delivery—defined as more than 30 days from purchase order receipt—will result in the contract being awarded to the next lowest bidder or placed out to bid again. All bid prices must reflect the exact products indicated in the submitted bid, and bidders are responsible for pickup and replacement of non-conforming products as well as any costs incurred by the CDC Warehouse. Canned products cannot be received frozen, and if damaged packages are discovered mid-pallet, either the damaged items will be set aside with credit issued or the entire load may be refused at the bidder's expense for pickup and replacement.
