About this file
This Shipping Instructions document outlines mandatory delivery requirements for the Iowa Department of Administrative Services (DAS) procurement with the Iowa DCI Crime Laboratory. The document establishes that all successful bidders must comply with comprehensive shipping specifications to be deemed responsible, including requirements that all freight charges and fuel costs be incorporated into bid pricing with delivery to the designated warehouse. Products must arrive within 30 days of purchase order receipt, be palletized and shrink-wrapped, transported in insulated and clean trailers, and meet USDA grade standards for both product and container condition. Bidders may be required to submit samples for testing and must provide proof of pack dates, pack origins, and pack date code keys upon request. All products must be properly labeled, and consideration will be given to items packed in the USA.
The shipping instructions establish that bidders are responsible for all product quality, damage assessment, and replacement costs, with damaged freight or late deliveries potentially resulting in award to the next lowest bidder or rejection of the entire load at the bidder's expense for pickup. Canned products cannot be received in frozen condition, and bidders must ship only the products specified in their submitted bids. Any damaged packages within a pallet will be set aside for credit or the entire load may be refused with the bidder bearing all associated costs and pickup expenses. The agency reserves the right to require bidders to pick up and replace defective products and cover any costs incurred by the CDC Warehouse.
