About this file
This document is a Use of a Single Source Below the Simplified Acquisition Threshold (SAT) form dated 4 Jan 2021, justifying a sole-source procurement for Mission Team Readiness Kits. The Air Force's 1 ACOS is seeking to purchase 12 each of tablets, RF shielded bags, and miscellaneous components (batteries, solar panels, SD cards) from Phoenix Thrivers, the only vendor meeting specific operational security and mission requirements. The acquisition is for deployable JWICS equipment to be used exclusively on commercial networks, focusing on emission security, emergency communications, and support for U-A A2 mission sets in European theaters.
The procurement aligns with multiple Department of Defense instructions (DODD 3002.01, DODI 2310.05, etc.) and addresses unit capability gaps for personnel deployed to austere locations. The contracting activity (700 CONS/PKB) conducted market research via NASA SEWP and vendor correspondence, ultimately determining that Phoenix Thrivers is the sole source capable of providing the customized equipment with the required size, agility, durability, and resilient form factor. The Contracting Officer, Drake R McCoy, signed the determination on 22-Jul-2025, confirming that only a single source is reasonably available under FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 700 CONS/PKB
Project/Program Name: Mission Team Readiness Kits - Shielded Bags With Tablets
Purchase Request / Local ID Number: F3N6035037AW05
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
In this acquisition, we are purchasing through a DoD approved vendor and all technical equipment will only be used on commercial networks and will not connect to any DoD network. Item description below:
Tablets - Unspecified brand -Qty 12 RF Shielded Bags - Qty. 12 Misc Components - Batteries, Solar Panels, SD Cards - Qty 12 Ea
Salient Characteristics attached to this Notice.
Section C: Rationale for Soliciting from a Single Source or Brand Name
After in depth market research it was not possible to find the exact specifications and requirements from a single vendor that meets our mission needs for deployable JWICS regarding OPSEC and readiness standards. Only one vendor, Phoenix Thrivers, is able to provide the correct package with quotes that properly fit the requirements. The attached LOM/Quote highlights the customized equipment (Size, Agility, Durability and Resilient agile form factor) and it highlights the full scope of requirements for this mission purpose. This purchase aligned for UTC updates that support U-A A2 mission sets in the theater.
Lastly, this vendor is the only company that meets our deliberate OPSEC guidelines for operational planning and preparation.
Having these items tie into 1 ACOS' mission by ensuring the reduction/elimination of the emissions security of team members/customers, while on mission or in garrison, are obfuscated from a mobile device standpoint to include when near the operations of the TS networking equipment which is required by the USAFE SSO. This vendor is the only one to make the handheld devices for survival and custom bags to facilitate the security of team members in the event of communications outages, emergency events and to provide a non-networked mobile device that can provide local information to the environment in which they are operating while in which ever European country. These items facilitate the elimination of unit capes gaps requirements in DODD 3002.01, DODI 2310.05, DODI 3002.02, DODI 3002.04, DODI O-3002.05, and DODI 3033.01 with the deployment of personnel to austere locations with little to no notification.
Section D: Efforts to Obtain Competition

Section E: Steps to Preclude Future Single Source or Brand Name Awards
1 ACOS encourages soliciting from as many authorized sources as necessary to maximize competition while also making sure that the systems meet all mission requirements of function, cost and compatibility with both existing systems and technicians. 1 ACOS strives to purchase systems which decrease proprietary restrictions on repair and technical support, balanced against the need to meet mission requirements and cost limitations. Efforts will continue to research and determine potential future sources and brands which will meet the network standard and permit potential vendors to compete. In addition, we will continue to determine potential future sources, including identification of what is needed to permit potential sources to compete such as additional data, material furnished as government furnished property (GFP), or a shorter production or contracting lead time and identify components of the acquisition which can be competitively acquired, if at all possible.
