About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document issued by the Federal Bureau of Prisons Field Acquisition Office for a Comprehensive Medical Services (CMS) contract at FCI Sheridan in Sheridan, Oregon.
The Federal Bureau of Prisons seeks to continue CMS with the incumbent contractor, Integrated Medical Services (IMS), through a single-source procurement under FAR DEVIATION 6.103-1(b). The proposed performance period is May 1, 2026, through July 31, 2026, with an estimated total cost of $810,410.04. Services include inpatient and outpatient facility and physician services, as well as outpatient institution services in specialties such as general surgery and optometry. IMS will continue providing services at rates consistent with option year four of contract 15B61220D00000001, which were established under competitive conditions and determined to be fair and reasonable. The Contracting Officer analyzed current market trends by comparing option year four rates against historical prices and confirmed both are fair and reasonable. IMS will continue providing monthly firm-fixed-unit-price purchase orders at Medicare benchmark rates.
The justification asserts that IMS is the only responsible source capable of providing seamless service delivery without lapses in performance, particularly given the urgent nature of healthcare delivery and the need for immediate availability of community-based medical services. The incumbent has maintained provider credentialing, background clearances, and an established network of local medical facilities and physicians over five years of service. Market research confirms comprehensive medical services are commonly available from multiple vendors in the commercial marketplace; however, IMS's existing infrastructure prevents disruption to inmate medical care. The Field Acquisition Office is actively pursuing a competitive CMS contract with an anticipated indefinite delivery/requirements structure and Firm Fixed Unit Pricing. Upon award of the competitive contract, further justification for other than full and open competition will no longer be necessary.
