About this file

This is a Contractor Procedures document issued by Springfield Hospital Center (SHC) in Maryland, effective November 2025, establishing mandatory safety and operational protocols for all contractors, sub-contractors, vendors, and repair personnel working on the SHC campus. The procedures apply to all renovation, construction, and repair work regardless of project type or service initiator. All contractors must check in at the Administration Building located at 6939 4th Street, Sykesville, MD 21784, present a current photo ID, and receive an "Authorized Contractor Badge" from security before accessing any work site. Contractors must wear the badge visibly above the torso at all times and return it upon completion of work. The responsible department will provide escort to the work site, and the security switchboard can be reached at (410) 970-3333 or extension 3333 from campus phones in emergencies.

The procedures establish strict operational requirements to protect SHC employees, patients, and contractors. Contractors are prohibited from fraternizing with patients and must redirect any patient interactions through the contract monitor or clinical team; aggressive or violent patient behavior requires immediate notification to security. All tools, equipment, and materials must remain secured and unattended items such as ladders, scaffolding, and lifts cannot be left unsupervised during work hours, with daily tool counts required. All patient-related information is confidential, and photographing patients or disclosing patient information is strictly prohibited; prior written approval from the COO's Office is mandatory for any work-related photography or videography. These procedures were approved by William Liston, Director of Environmental Safety & Emergency Management Department.

Springfield Hospital Center

Environmental Safety & Emergency Management

Contractor Procedures

I. Overview:

It is the responsibility of Springfield Hospital Center (SHC) to provide information regarding work safety in a psychiatric facility environment to those contractors, sub-contractors, vendors and others doing renovation, construction, and repair work on the SHC campus. For the safety of SHC employees and patients as well as the contractors, the procedures outlined below must be strictly adhered to at all times. The policy applies to all contractor activities, regardless of the type of work or who has initiated the call for contractor services.

II. Procedure:

a. All contractors, sub-contractors, vendors, and repairmen must arrive at the Administration Building, 6939 4th Street, Sykesville, MD, 21784, before going to any work site. There, SHC security will have them sign in and they must provide a current photo ID. Once signed in, they will be issued an “Authorized Contractor Badge” by security. This badge must be worn at all times, visible and above their torso. The security switchboard will notify the responsible department to come and escort the contractor/vendors to the worksite. At the end of the workday, the contractor/vendor will report back to the Administrative Building and return the badge to the security switchboard.

b. No employee or representative of any contractor/vendor shall fraternize with any patients. If approached by a patient, the contract monitor or designee must redirect the patient or seek assistance from the clinical team.. If a patient becomes aggressive or violent, the contract monitor or designee should call (410) 970-3333 or X3333 from a campus phone or knock the phone off the hook.

c. The contractor must keep all tools, equipment, and materials secured at all times in such a manner as to prevent access to these items by the patient population. When ladders, scaffolding, lifts and the like, are being used during work hours, they shall not be left unattended. A tool

“count” should be performed at the end of the day to assure all items are accounted for.

d. All information and issues involving patients are considered strictly confidential. Photographing of patients or disclosing patient information is a VIOLATION of patient confidentiality. Prior approval must be obtained from the COO’s Office if the contractor is required to photograph or videograph their work.
