About this file
This file is a Questions and Answers document from the Massachusetts Department of Revenue (DOR) in response to a Request for Information (RFI) regarding a SharePoint migration project. The project involves migrating approximately 30 terabytes of data from 23 network file servers and 730 top-level folders to Microsoft SharePoint Online within the mass.gov tenant. The scope of work includes project planning, pilot migrations, phased migration execution by business unit, permissions restructuring, governance configuration, wave closeout reports, and post-migration support. Approximately 1,800 users across 12 business units and multiple bureaus will be affected. The vendor will be responsible for executing the migration, maintaining project documentation, coordinating staff notifications, and providing Tier 2 support post-migration, while DOR's A&F IT team will develop the Requirements Document and provide Tier 1 support. The RFI response deadline was November 5, 2026, and a future RFQ resulting from this RFI will determine the specific procurement vehicle, contract terms, budget range, and evaluation criteria.
DOR has not yet established a fixed project start date, completion timeframe, or budget range; vendors were requested to provide estimated project duration and budgeted costs in their RFI responses. The migration tools Microsoft Migration Manager and Sharegate are available through EOTSS, with costs to be covered by the Commonwealth; vendors should not include tool licensing in their estimates. The project will utilize fixed-price engagement with milestone-based payments, with costs broken down by phase. All vendor work must be performed remotely with staff located within the continental United States; offshore resources are prohibited. Federal Tax Information handling requirements apply, necessitating DOR background checks, fingerprinting, and security training for all vendor personnel, with no data removal from DOR-provided laptops or the DOR network permitted. Data cleanup, archival, records management, end-user training, Microsoft Purview configuration, and travel costs are out of scope. DOR prefers a single prime vendor but allows subcontracting subject to Commonwealth terms and conditions. The procurement vehicle and eligibility requirements remain to be determined, with the future RFQ to contain full specifications, budget information, and evaluation criteria.
