About this file
This document is a detailed scope of work for a turf management program for the Commonwealth of Massachusetts Bureau of the State House. The program encompasses a natural turf management approach focused on creating healthy soils and strong grass plants through a systems-based approach. The contract addresses the input side of management, with cultural practices to be addressed separately. The program includes five site visits between April and September, with specific product applications and rates detailed for each visit. The contractor will be required to provide a list of brand names for the approved products. The contractor will work with a consultant representing the Commonwealth's interests. The program is designed to deliver 2.94 pounds of actual nitrogen and correct a slight phosphorus deficiency, while adhering to state fertilizer laws that prohibit the use of phosphorus. The related state and local contract opportunity is for green lawn care services in the state of Massachusetts.
The pricing terms, set-asides, funding sources, and other salient information are not provided in the given document. The document focuses on the technical specifications and scope of work for the turf management program.

Turf Management 2015 32,000 ft.²
This program is a natural turf management program based on a systems approach to management. Unlike a product-centered approach that addresses the cosmetic and functional needs of the turfgrass, this program encompasses a focus on the creation of healthy soils and strong grass plants. This contract addresses the input side of management and cultural practices will be addressed separately.
The program will be based on five site visits. The dates presented below should be considered general in nature. There may be variations with dates one way or the other based on weather conditions.
The area referenced above is broken up into multiple small to medium-sized lawn areas. Work should be completed early in the morning prior to traffic congestion. Arrangements will be made for access to facilitate both granular and liquid applications.
This program is specific regarding timing, product, and rates of application. The company that secures the contract will be required to provide a list of brand names associated with individual products for approval. While specific brand names are not included in this document, it is acknowledged that all product is not created equal and oversight and approval of materials should be expected.
The company that is awarded the contract will be working with a consultant that represents the interests of the Commonwealth of Massachusetts. The consultant should be considered the liaison in all matters regarding the turf and applications.
As part of this proposal is required that you submit at least three references from clients that you have worked with in the last three years in either product sales, service providing, or natural turf consulting.
The Commonwealth of Massachusetts has fertilizer laws in place that govern the use of phosphorus in turfgrass situations. Soil testing has determined that phosphorus levels are slightly deficient and that will be corrected with the use of the microbial inoculation specified below. It is imperative that granular fertilizer is a zero phosphorus product. This program is designed to deliver 2.94 pounds of actual nitrogen.
