Task 3 provides for additional temporary containers at various Shasta Dam locations with two working days' notice. Task 4 requires weekly service at the Keswick complex (16515 Keswick Dam Road, Redding, CA 96003) with one six-yard container. Task 5 addresses additional services for special projects at Keswick and remote locations requiring two working days' notice. Contractor personnel must comply with local security policies and safety requirements, including operable parking systems, backup alarms, and wheel chocks on large vehicles. The contractor must comply with state, county, and city sanitation laws and prevent litter at loading and disposal locations. Performance is assessed monthly through periodic inspection, with acceptable quality levels set at 95% timeliness for scheduled and emergency pickups and 95% compliance with industry standards. The Contracting Officer's Representative will monitor performance and may recommend disincentives for non-compliance, with determinations provided within 45 calendar days of each evaluation period.

Draft Performance Work Statement

NCAO Solid Waste Disposal

5/21/2026

1.0 Background

The Bureau of Reclamation, Northern California Area Office (NCAO) is responsible for Shasta Dam, Keswick Dam, Spring Creek Powerplant, Whiskeytown Dam, J. F. Carr Powerplant and the area surrounding each location. NCAO has a solid waste disposal service requirement for the above areas. The services will be on a set schedule or on an on-call basis, depending on the location.

2.0 Scope

The Contractor shall furnish all labor, personnel, materials, transportation, equipment, bins, roll-offs, and supervision to provide solid waste disposal services at NCAO sites.

3.0 Type of Contract

The government will award a firm, fixed-price contract.

4.0 Period of Performance

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The period of performance reads as follows:

5.0 Administrative Information

5.2 Hours of Operations

The contractor is responsible for conducting business, between the hours of 7:30 am to 4:00 pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

5.3 Place of Performance

The work to be performed under this contract will be performed at the designated facilities at the NCAO, main complex, 16349 Shasta Dam Blvd. Shasta Lake, CA 96019-8400, Keswick location at 16515 Keswick Dam Road, Redding, CA 96003, and other locations serviced by NCAO.

5.4 Security

The contractor personnel must adhere to the local policy site access. The driver must check in at the security check point before enter in the facility.

5.5 Safety Requirements

In an effort to better protect the Government and contractor personnel, the successful contractor shall ensure that their driver follow all prudent safety practices while operating a motor vehicle. All large vehicles shall have operable parking and emergency parking systems, backup alarms, and wheel chocks.

5.6 Environmental Quality Assurances

5.6.1 Contractor shall fully comply with all state, county and city laws and regulations regarding sanitation and solid waste disposal.

5.6.2 Contractor shall not create any litter at loading locations during any transportation, and/or disposal locations. The Contractor shall take all necessary provisions to prevent losing trash and debris along roadside during container transport.

6.0 Government-Furnished Property

The Government shall provide designated location for waste bins dumpster and roll-offs as needed.

7.0 Applicable Publications (Current Editions)

Contractor shall follow EPQ regulations outlined in the Code of Federal Regulations 40, parts 241 and 257.

8.0 Objectives

The objective is to remove generated universal waste and dispose of in accordance with the regulations.

9.0 Tasks

Task 1: Weekly Service - Shasta Dam Area

The Northern California Area Office main complex, located at 16349 Shasta Dam Blvd., Shasta Lake, CA 96019-8400 has the following garbage containers that shall be placed on-site and emptied weekly on a regularly scheduled day during normal hour of operations.

Shasta Maintenance Center

Shasta Power Plant

One (1) six (6) yard container

One (1) six (6) yard container

One (1) four (4) yard container

Task 2: On-Call Services-Shasta Dam Area

20 yard roll-off container to be dumped within 2 working days of service requested

Shasta Maintenance Center One (1) twenty (20) yard container

Task 3: Additional Services - Shasta Dam Area

Additional services include additional garbage containers for special projects needed on a short or long term temporary basis. Depending on the requirement, waste pickup could be regularly scheduled or on-call. The additional containers could be placed at various locations throughout the Shasta Dam areas where the Northern California Area Office performs business. Additional services also included waste pickup required in addition to the regularly scheduled pickup of the permanently placed waste containers. The contractor shall be given

2 working days notice prior to a requirement of additional services.

Task 4: Weekly Service-Keswick Area

The Northern California Area Office Keswick complex, located at 16515 Keswick Dam Road, Redding, CA 96003 has the following garbage containers that shall place on-site and emptied weekly on a regularly scheduled day and during normal hour of operations.

Task 5: Additional Services - Keswick Area and Remote Locations

Additional services include additional garbage containers for special projects needed on a short or long term temporary basis. Depending on the requirement, waste pickup could be regularly scheduled or on-call. The additional containers could be placed at various locations throughout the Keswick areas and remote areas, such as Spring Creek Powerplant, J. F.

Powerplant, and Whiskeytown Lake, where the Northern California Area Office performs business. Additional services also included waste pickup required in addition to the regularly scheduled pickup of the permanently placed waste containers. The contractor shall be given 2 working days notice prior to a requirement of additional services.

10.0 Performance Assessment and Disincentives

(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.

(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.

(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors.

The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.

(d) Payment Determination. The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding Disincentives are unilateral decisions made solely at the discretion of the Government.

(e) Deduction. Notwithstanding any other clause of this contract, deduction of the Disincentive will be made within the later of 60 days after the end of the evaluation period or 30 days after receipt of an approved invoice.

(f) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
