About this file
This is a Request for Information (RFI) issued by the California Strategic Growth Council (SGC) under the Governor's Office of Land Use and Climate Innovation seeking input from potential technical assistance providers regarding Implementation Technical Assistance (TA) services for Round 6 of the Transformative Climate Communities (TCC) Program and Round 2 of the Community Resilience Centers (CRC) Program. The RFI solicits feedback on proposed TA services to inform potential future solicitations and identify vendors capable of supporting grantees. Key services include project management, grant administration support, pre-development phase project management and subject-matter expertise, capacity-building technical assistance, and hosting annual in-person grantee convenings. The contractor would provide individualized support to approximately 3-8 TCC Planning Grantee Teams, 3-6 TCC Project Development Grantee Teams, 3-4 TCC Implementation Grantee Teams, approximately 10 CRC Planning Grantee Teams, and approximately 6 CRC Implementation Grantee Teams. An optional informational webinar is scheduled for July 8, 2026 at 2:30 PM PT, with a question submission deadline of July 17, 2026 at 5:00 PM PT. Responses to the RFI are due by August 3, 2026 at 5:00 PM PT. The anticipated contract period extends from April 2027 through July 2032, with varying timeline phases for different program activities.
Respondents are requested to provide non-binding budgetary pricing information for planning purposes only, which will not constitute a binding proposal or bid. The RFI establishes potential minimum qualifications including at least three years of experience with under-resourced California communities, implementation technical assistance for infrastructure or climate-related grants, budget development and management, capital project implementation, urban planning, grant management, complex project management with multiple organizations, capacity-building programs, and data management. Desired qualifications include willingness to travel, cultural competency with California Native American Tribes, experience with all TCC Strategies and project types, GHG quantification experience, and convenings management. Funding is provided by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (Climate Bond). The RFI explicitly states that responses are non-binding, not an offer, and will not enhance future solicitation evaluations; however, not responding will not disadvantage future proposals. Responses must be submitted to Contracts@lci.ca.gov in PDF format with a maximum of seven pages in 11-point font, addressing one or more of eight optional questions regarding implementation capacity, individual grantee assistance, subcontractors, Tribal collaboration experience, budget estimates, solicitation information needs, small business and disabled veteran business enterprise participation capability, and general feedback on the proposed scope.

RFI Solicitation SGC26001
A. BACKGROUND
The California Strategic Growth Council (SGC) is a cabinet-level committee that is tasked with coordinating and collaboratively working with public agencies, communities, and stakeholders to achieve sustainability, equity, economic prosperity, and quality of life for all Californians.
The Transformative Climate Communities (TCC) Program is administered by the SGC and implemented by the Department of Conservation (DOC). The TCC Program furthers the purposes of AB 32 (Nunez, Chapter 488, Statutes of 2006) and AB 2722 (Burke, Chapter 371, Statutes of 2016) by funding projects that reduce greenhouse gas (GHG) emissions through the development and implementation of neighborhood-level transformative climate community plans that include multiple, coordinated GHG emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities. Funding for this round, Round 6, of the TCC Program is provided by the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024, commonly known as the “Climate Bond.” Previous rounds of funding for the TCC Program were provided by the General Fund (Rounds 4 & 5) and by the Greenhouse Gas Reduction Fund (GGRF) (Rounds 1- 3).
The Climate Resilience Centers (CRC) Program is administered by the SGC. SB 155 (2021) created the CRC Program with funding for new construction and upgrades of neighborhood-level resilience centers to provide shelter and resources during climate and other emergencies. The CRC Program also funds ongoing year-round community services and programs, such as food distribution and workforce development training, that build overall community resilience. The Climate Bond also provides funding for Round 2 of the CRC program. Round 1 was previously funded by the General Fund.
TCC will award Planning Grants of up to $300,000 each (2-year grant term), Project Development Grants of up to $5 million each (2-year grant term), and Implementation Grants of up to $27.5 million each (6-year grant term). CRC will award Planning Grants of up to $500,000 each and Implementation Grants of up to $10 million each.
All applicants selected for award will go through a Post-Award Consultation (PAC) Process (3-6 months for Planning Grants and Project Development Grants and 2-3 months for Implementation Grants), then execute a grant agreement with SGC and begin their grant term (Figure 1). Implementation Grantees will then begin a Pre-Development Phase during which they will complete Pre- Development Requirements prior to entering the Implementation Phase. For TCC, the Pre-Development Phase will last 9 months, followed by a 3-month administrative transition to the Implementation Phase, a 4-year Implementation Phase, and a 1-year Evaluation Phase. CRC Grantees have up to one year to https://sgc.ca.gov/
RFI Solicitation SGC26001 complete the Pre-Development Phase. For a full description of the TCC and CRC programs, read the Program Guidelines and Notices of Funding Availability available at https://sgc.ca.gov/grant-programs/tcc/round-6/ and https://sgc.ca.gov/grant-programs/crc/application/.
Figure 1: TCC Implementation Grant Approximate Timeline
SGC intends to provide Implementation Technical Assistance to TCC Round 6 grantees and CRC Round 2 grantees to build capacity and assist them in implementing their grant-funded work.
TCC Grantee Teams are made up of one Lead Grantee and several Partner (subrecipient) organizations (Figure 2). Planning Grants and Project Development Grants typically have 2-6 Partners in each Grantee Team.
Implementation Grants typically have 6-10 Partners in each Grantee Team.
Similar to TCC, CRC Grantee Teams are made up of one Lead Grantee and several Partner organizations. Planning grants have 1-4 Partners and Implementation Grants have 2-6.
For both programs, the Lead Grantee has the sole contractual relationship with SGC and is ultimately responsible for successful execution of the TCC grant. The Contractor Team shall support both Lead Grantees and their Partners. The Contractor Team should include the Lead Grantee on all communications to Partners.
Each TCC Implementation Grant must include at least 3 Projects. Each Project must fall under one of the 13 TCC Strategies (Figure 3). Each Project is led by an organization serving as a Project Lead, who may be the Lead Grantee or a Partner. Most TCC Implementation Grants have 6-12 Projects. Project Leads may lead multiple Projects. Each TCC Implementation Grant also includes three funded Transformative Plans, each led by a Plan Lead who is either the Lead Grantee or a Partner. The Transformative Plans are the Community Engagement Plan, Displacement Avoidance Plan, and Workforce Development and Economic Opportunities Plan. There may be Partners who do not serve as a Project Lead or Plan Lead but rather have a non-lead role for one or more Projects or Plans.

B. PURPOSE
SGC may solicit a vendor to provide Implementation Technical Assistance services to TCC Round 6 grantees and CRC Round 2 grantees, likely with support from a team of subcontractors. SGC invites vendors to review and respond to this non-binding Request for Information (RFI), which will provide information to SGC to inform planning, design, development, and launch of Round 6/Round 2 Implementation Technical Assistance. SGC may solicit for Implementation Technical Assistance services in the future and may use information from the RFI responses in the development of the solicitation.
Specifically, this RFI will help SGC:
• Identify vendors who are prepared to provide Implementation Technical Assistance services to SGC
• Inform a potential future solicitation
SGC is also interested in sharing potential minimum qualifications and requirements of a future solicitation to determine if requirements can be met by the bidder community. Potential minimum qualifications, desired qualifications, and desired knowledge are described below. SGC encourages a team-based approach to technical assistance, with various entities collaborating to contribute specific expertise. The Contractor should assemble a team that collectively meets the required and desired experience. The Contractor should identify an individual to serve as the project manager and primary point of contact for SGC.
This RFI is issued for information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Responding vendors are solely responsible for all expenses associated with responding to this RFI.
Responding vendors must be aware that responses to this RFI are the property of the State and are subject to the California Public Records Act (Government Code Section 7920 et seq.) and responses may be subject to disclosure. As such, do not include any proprietary, trade secret or confidential information in your response to this RFI.
Submitting a response to this RFI will not enhance the review of that respondent’s proposal(s) to any future solicitations. Not submitting a response to this RFI will not prohibit a response to any future solicitations, nor disadvantage the evaluation of a response to any future solicitation. By submitting a response to this RFI, a responding vendor is implicitly agreeing with these conditions.
SGC asks willing responding vendors to share non-binding budgetary pricing information. Pricing is only for planning purposes. Any pricing provided in response to this RFI will not be considered a proposal/bid on the part of the responding vendor.
