About this file

This is a pre-application conference presentation file for the Maryland Department of Health's Behavioral Health Administration, which issued a Request for Applications (RFA) for Alcohol, Tobacco, and other Drug Prevention Centers. The RFA seeks to identify one accredited higher education institution in Maryland's Central Region (Howard, Cecil, Baltimore County, Baltimore City, and Harford counties) to provide substance use prevention services on campus targeting college students. The services aim to prevent and reduce substance use, misuse, and risk-taking behaviors among the student population through evidence-based strategies at both individual and environmental levels. The contract term is three years with a one-year renewal option available. Applications must be submitted through the eMaryland Marketplace Advantage platform by April 22, 2026, at 2:00 p.m. The presentation included introductions to key personnel managing the solicitation, including Grant Monitor Helene Hornum and Contract Monitor Crystal Hack.

Contingent upon funding availability, each award is valued at up to $159,700 per year, with the option year included in the total budget amount. Applicants must be accredited higher education institutions certified by the Middle States Commission on Higher Education with a minimum of zero to two years of experience implementing substance use prevention programs and a proven history of reaching at-risk populations. Applications require three letters of reference, compliance with Americans with Disabilities Act requirements, and alignment with SAMHSA's Strategic Prevention Framework model and Center for Substance Abuse Prevention strategies. Submissions must include two components: a technical proposal and a budget/budget narrative. Technical proposals will be evaluated by committee using criteria outlined in Section 5.2 of the RFA, with funding awarded to the applicant with the highest total average score. The budget and narrative will be evaluated based on reasonable costs relative to the project narrative's described time and effort.
