About this file

This is a Notice of Intent from the Massachusetts Office of Grants and Research announcing a federal grant award to the Sex Offender Registry Board (SORB). The grant, totaling $135,000 in Federal Fiscal Year 2025 funds, is designated for the Support for Adam Walsh Act (AWA) Implementation Grant Program administered by the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART). SORB will utilize these funds for the SORB Public Website Modernization Project, which involves redesigning and modernizing the agency's ten-year-old public website that currently provides access to level 2 and level 3 sex offender registration information. The project is designed to address deficiencies identified in SMART's recent SORNA substantial implementation review and will enhance user accessibility, reliability, and public safety functionality. The anticipated project period extends from September 2026 through December 31, 2027.

The funding amount of $135,000 is derived from federal Support for AWA Implementation Grant Program appropriations, which are specifically designated to assist jurisdictions in developing and enhancing programs that implement the Sex Offender Registration and Notification Act (SORNA). This grant supports SORB's efforts to comply with the comprehensive national standards for sex offender registration and notification established under SORNA (34 U.S.C. 20901 et seq.). The modernized website will serve as a public safety resource for parents, caregivers, community-based organizations, and the general public seeking information about registered sex offenders. Inquiries regarding the program should be directed to Jenny Barron at jenny.barron@mass.gov.

Program

The Office of Grants and Research intends to award $135,000 in federal FY 2025 Support for

Adam Walsh Act (AWA) Implementation Grant Program funds to Sex Offender Registry Board

(SORB).

The Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking

(SMART) Support for AWA Implementation Grant Program assists jurisdictions with developing and/or enhancing programs designed to implement the Sex Offender Registration and

Notification Act (SORNA). SORNA (34 U.S.C. § 20901 et seq.) was enacted to protect the public by establishing a comprehensive national system of standards for the registration and notification of convicted sex offenders.

Funds from this grant will be used by SORB for the SORB Public Website Modernization

These funds will bring the jurisdiction closer to implementing SORNA by addressing deficiencies identified in SMART’s most recent SORNA substantial implementation review for the jurisdiction.

This project will benefit parents, care takers, community-based organizations and members of the public interested in obtaining information as it will make it more user friendly, reliable and ensure safety for family and friends.
