About this file

The document is a Single Feasible Source (SFS) solicitation (No. SFS580410424002350) issued by the Missouri Department of Health and Senior Services (DHSS) for the Commodity Supplemental Food Program (CSFP). The solicitation seeks to procure food packages for vulnerable populations, including low-income pregnant women, postpartum and breastfeeding women, infants, children up to age 6, and elderly persons over 60. The procurement is open from May 20, 2024, at 10:00:00 AM CDT to May 28, 2024, at 2:00:00 PM CDT, with delivery terms specified as Free On Board (FOB) Destination.

The solicitation is uniquely structured as a single feasible source contract under Missouri statute 34.044 RSMo, effectively limiting participation to Missouri food banks. These food banks are the only eligible non-profit organizations authorized to operate the CSFP within their specific service areas, as mandated by federal regulations. The food banks were selected based on their unique capacity to warehouse and handle large quantities of food in compliance with food industry standards and federal donated food program requirements. No specific contract value, budget range, or detailed pricing terms are disclosed in the document. The procurement is designed to enhance nutrition for vulnerable Missourians by providing targeted commodity food packages through local food bank networks.
