1. INTRODUCTION:
The US Coast Guard Surface Forces Logistics Command, Oakland Detachment
(SFLC) is relocating from the Oakland Federal Building, 1301 Clay Street, Suite 800 North, Oakland, California, to Building 55 on Coast Guard Island, Alameda, California.
1.1. OBJECTIVE:
The objective of this contract is to provide full moving services for approximately
120 US Coast Guard SFLC personnel and all their associated Coast Guard property. Coast Guard property shall include but not limited to computers, boxes, storage shelving, filing cabinets and other office equipment. The Contractor shall also dis-assemble, palletize, and deliver to Bldg. 42 Coast Guard Island all furniture in the suite not moved to Bldg.55 Coast Guard Island.
1.2. CONTRACT TYPE:
This is a firm-fix priced, contract for services via GSA Schedule 71, Comprehensive Furniture Management Services (CFMS), and Category 712-3:
Office Relocation/Reconfiguration Management Services.
1.3. TASK ORDERS:
Individual tasks order assignments will be forward in writing to the contractor by the contracting officer. The basic contract includes task order 0001, the move from 800N Oakland Federal Building, 1301 Clay St. Oakland, CA 94612 to building 55 on Coast Guard Island.
Additional task orders may be established. If additional services are required, the
Coast Guard will issue a request for quotation with a statement of work to the contractor. The contractor shall be required to submit a pricing and technical proposal in response to the request for quotation. Upon completion of any necessary negotiations, the Coast Guard will issue a firm fixed price task order for requested services. The contractor shall not commence work on a task until a task order is issued.
Before submitting a quotation, the contractor shall take into consideration the amount and character of work to be done and the difficulties involved in its proper execution. Include and quantify in your quotation all costs deemed proper and sufficient to cover any contingencies essential to the relocation as specified. All labor, equipment, supervision /and materials not specified in your quotation, yet necessary to complete the job are deemed part of the Scope of Work and are included in the quoted price.
Task orders will be fixed-price in nature.
1.4. SERVICES AND PRICES:
The contractor shall provide a firm-fixed price in accordance with block 20, Contract Line Item 0001, Schedule of Supplies/Services, for relocation from 800N Oakland Federal Build 1301 Clay St. Oakland, CA 94612 to building 55 Coast Guard Island Alameda, CA 94501.
The contractor shall provide a firm-fixed price in accordance with block 20, Contract Line Item 0002, Schedule of Supplies/Services, for disassembly, packaging, and shipment of residual furniture from 800N Oakland Federal Build 1301 Clay St. Oakland, CA 94612 to building 42 Coast Guard Island Alameda, CA 94501.
2. STATEMENT OF REQUIREMENTS:GENERAL MOVING REQUIREMENTS:
The contractor shall provide all necessary transportation, supervision, labor, materials, equipment and services to provide high quality commercial moving services to execute the successful and timely move.
Protect all property from inclement weather during loading and unloading. Move all property in closed trucks or trailers.
The contractor shall disassemble and reassemble all equipment, including shelving, printers, TV and transport all property as required and any additionally specific equipment as described in the following subparagraphs for specific equipment. Property requiring disassembly and reassembly shall be left in the same condition it was prior to disassembly. The contractor shall be responsible for repairing or replacing any property damaged during disassembly, transport or reassembly. Typical items that may require disassembly include, but are not limited to shelving units and storage racks. The Coast Guard will be responsible for all electrical and mechanical preparations of all equipment for moving as noted in the listing below. For some equipment, the unit will prepare them ahead of time or be available to prepare them accordingly as delineate in the sub-paragraphs below. A complete listing of all equipment to be moved shall be made available to the contractor. (See attachment B)
The Coast Guard will provide a detailed equipment listing (see Attachment A), floor and space drawing (attachments C) to support move planning. The contractor shall be responsible for the placement and positioning (at destination) of all items per the construction drawings of building 55, unless otherwise directed by the Coast Guard. The contractor shall secure and pay for any permits (if applicable) required in accomplishing the move and comply with all state and federal laws pertaining to movers.
The contractor shall provide floor protection for floors in the hallways and office areas at all spaces. The contractor shall be responsible for the protection of existing structure and finishes of walls, doors, and floors to prevent damage at both the of old and new sites. The contractor shall provide temporary floor protection and corner protectors. (Pre-move meetings with US Coast Guard will determine areas requiring protection). Wheels of dollies shall be free of grease, tar and similar matter. The contractor shall be solely responsible for removal of any move-related debris at all origin and destination locations and shall remove packing crates and boxes from the premises each day after every move.
The contractor shall be responsible for the placement of equipment and boxes as indicated on floor plans, directional signs and placards placed in the new facility.
Position all pieces as specified. The contractor shall provide placement and assistance to correct any furniture placements that do not correspond to the placards.
The contractor shall provide bubble wrap and moving cartons for all computers, fax machines, and other office area equipment prior to moving from the current location and unwrap upon arrival at its destination after located in the proper space/room at the new location and then remove wrappings from the premises.
The contractor is not required to plug or unplug any office area equipment. The Coast Guard is responsible for insuring equipment is ready for packing and moving with all related items.
The contractor shall be liable for external and internal damages to equipment and other items and loss of property. The Coast Guard will alert the contractor of such damages or loss of property and the cost of repair or replacement within 14 calendar days of the movement of property, if necessary. The extent of the contractor's liability shall be repair or replacement cost, whichever is less. The contractor shall reimburse the Coast Guard within 30 calendar days of submittal of claim.
The Coast Guard will take care of the packing and unpacking of staff offices and associated paper files into contractors supplied totes. The Coast Guard will take care of the removal of all pictures, cork and white boards, TVs and other object off the wall in order to be packed up and moved.
The use of the freight elevator in Oakland Federal Building all day Saturday and
Sunday. The elevator in Building 55 Coast Guard Island is 7’-11” X 6’-1” X 10’ passenger type.
Representatives of the Coast Guard and the contractor shall inspect the condition of the current location and the subject property, as well as the condition of the destination location, and the moving routes. The Contractor shall document any existing damage or unusual conditions and provide a report to the Coast Guard. Similarly, a post move walk-through and report will be required.
Any damages incurred shall be the responsibility of the contractor.
3. RESIDUAL FURNITURE DISPOSAL REQUIREMENTS:
3.1. Disassembly:
After the removal of property from 800N OFB, and the disconnection (by others) of the power and telecom connections from the cubicles, the contractor shall disassemble the modular furniture cubicles, the private office furnishings (including removal of wall mounted units from the interior walls), and the conference room furnishings to the extent necessary to pack them for shipping.
Attachment D is an inventory of the residual furniture.
3.2. Packaging:
Package and wrap the residual (remaining in 800N OFB after property move) modular furniture by components. Do not mix components within a packaging parcel (pallet or box).
Other residual furniture components (tables, chairs, private office furnishings) shall be packaged for long term indoor storage per industry standards.
Label all packaging parcels with their contents.
Provide a complete inventory of all components.
3.3. Shipping:

3.4. PROJECT MANAGR:
3.4.1. The contractors shall designate an on-site Project Manager for this relocation. Responsibilities include overseeing, coordinating and administering all aspect of the project and serving as a single point of contact for its duration. The Project Manager shall be available at all times to the Coast Guard and shall attend pre-move logistics meetings as required by the Coast Guard. The individual shall be responsible for day-to-day management of the scheduled activities and must be on-site during all moves; this person shall serve as the primary point of contact for communication with the Coast Guard during move activities. The individual shall be qualified and experienced in the managing of similar scale projects.
The individual shall have full authority to act on the contractor's behalf.
3.4.2. The contractor shall provide the name and cell phone number and resume of the Project Manager who shall have the responsibility for task orders 0001 and 0002 and any future task orders. Do not reassign the manager and supervisor without prior notification of the Coast Guard.
3.4.3. Project management support is crucial to successful coordination of the Coast Guard moving efforts and therefore a back-up point of contact, with similar qualifications and experience is mandatory and shall be approved in advance be the Coast Guard. The contractor shall provide an overview of their proposed project management structure and the administrative support.
3.5. PERIOD OF PERFORMANCE:
3.5.1. The Pre-Move Inspection under Task Order 0001 shall be held no more than 10 business days after contract award. The Contractor shall deliver reusable totes for the self-packing of cubicle contents on 31 July 2020. The actual move under Task order 0001 shall begin on 21 August 2020, Friday with in Suite 800 move prep and staging of the furniture and totes to be move from 8am to 6pm. The move of the furniture and equipment to Coast Guard Island on Saturday and Sunday 22-23 August between 8am to 6pm.
The service date for task order 0001 may change if required due to unanticipated events, upon mutually agreement between the Coast Guard and the contractor.
3.5.2. Task order 0002 can begin on 28 August 2020 8 am to 6 pm with the dismantling of cubicles and remaining office furniture in Suite prepped for the loading on to trucks and move to Coast Guard Island Bldg. 42 . Loading and transportation and delivering on Saturday and Sunday 29-30 August 2020 between the hours of 8am-6pm. The disconnection of the power and telecom connections from the cubicles will be done before by GSA
3.5.3. Any future tasks orders will specify their applicable performance dates and times.
3.6. CONTRACTOR FURNISHED PROPERTY:
The contractors shall furnish all required packing materials to include but not limited to, the following materials.
Packing totes Crane and/or rigging equipment Security ties for packing crates Cardboard packing cartons for office area equipment and materials Color-coded packing labels Dollies for cardboard boxes · Plastic zip-lock bags to transport a key board tray, mouse and computer cables, Approximately (14"x 24 ') Cordless, rechargeable drills and other tools Bubble wrap for breakables Shrink-wrap Paper wrap

3.7. SECURITY REQUIREMENTS:
The contractor shall comply with all levels of security required for these task orders, including but not limited to:
3.7.1. The Contractor shall comply with all security requirements (positive identification of workforce, vehicle inspections, prior notice, etc.) for access to USCG Base Alameda, see https://www.dcms.uscg.mil/Our- Organization/Director-of-Operational-Logistics-DOL/Bases/Base- Alameda/Alameda-Base-Access/
3.7.2. The contractor shall provide to the Contracting Officer the following information prior to the start of work: full name, date of birth and Driver’s License of all personnel assigned to the Coast Guard relocation. All personnel working on the Coast Guard premises will be required to present valid identification upon request (Real ID required). Personnel may be required to sign in and out when entering or exiting the Coast Guard premises. The contractor shall be required to use the same pool of employees throughout the entirety of the project. Under no circumstance, will the Contractor use temporary employees for this project.
3.7.3. The contractor shall require all employees to wear identifying shirts so that contractor personnel are easily identifiable. In addition, all contractor personnel shall be equipped with safety shoes, rainwear, and other safety equipment to obtain access to Coast Guard premises. Supervisors should be easily distinguished from other contractor employees. The Coast Guard may issue additional access guidelines and/or security requirements upon start of the move activities.
3.8. QUALITY CONTROL:
The contractor shall develop and maintain a quality control program to ensure provision of qualified and professional personnel, with performance in accordance with the criteria stated within this performance work statement and commonly accepted commercial practices. At a minimum, the contractor shall develop quality control procedures that address the areas identified in the performance work statement.

3.9. CONTRACTOR’S RESPONSIBILITY:
3.9.1. All contractor personnel are required to act in a courteous and professional manner while on Coast Guard premises. The Coast Guard reserves the right to require the removal by contractor Project Managers of any contractor employee who is found to be using profanity, harassing Coast Guard employees, appears to be under the influence of alcohol or other substances, or acting in any manner that is deemed unacceptable by the Coast Guard .
3.9.2. The contractor shall be responsible for maintaining standards of employee competencies, conduct, appearance, integrity, and sobriety, and shall be responsible for taking such disciplinary action as may be necessary. The contractor shall ensure their employees do not engage in unauthorized use of Coast Guard property, and not open desk drawers or cabinets unless authorized. All persons employed in the performance of this contact while on Government premises shall comply with all building regulations. The Coast Guard move coordinator(s), or a designated representative, may require the contractor to remove an employee from the building/facility should it be determined that the individual is not suitable to work on Coast Guard property. The Contractor shall provide Full-time supervisors at both the loading and unloading points during the entire move. Supervisors shall be easily distinguished from the other move employees. The contractor shall possess cellular phones to communicate with the Coast Guard Project Manager, the contractor's Project Manager, Project Supervisors and truck drivers.
3.9.3. The contractor shall be responsible for inspecting the existing location and new locations with a Coast Guard representative before and after the move to assess any damage to property.
3.9.4. The contractor is responsible for cleaning and repairing, to the Coast Guard’s satisfaction, any damages caused by the contractor's employees during the move; this includes cleaning and repairing, walls, floors, aisle ways, elevators, and any other part of the building to the satisfaction of the Coast Guard. The contractor must employ environmentally safe and acceptable products and methods at both loading and unloading points.
3.9.5. The contractor assumes full responsibility for replacement value, and shall indemnify the Coast Guard for any and all loss or damage of any nature to any and all Coast Guard property, including any equipment, supplies, accessories, or parts furnished, while in its custody and care under the terms of this contract, resulting in whole or in part from the negligent acts or omissions of contractor, any subcontractor, or employee, agent, or representative of contractor or subcontractor.
3.9.6. The contractor shall save and hold harmless and indemnify the Coast Guard against any and all liability, claims, and cost of any kind and nature for injury to or death of any person (s) and for loss or damage to any property occupancy, use, service, operation, or performance of work under the terms of this contract resulting in whole or in part from the negligent acts or omissions of the contractor, any subcontractor employee, agent, or representative of the Contractor or subcontractor.
3.9.7. Nothing in the above paragraphs shall preclude the Coast Guard from receiving the benefits or any insurance the contractor may carry which provides for indemnification for loss or destruction of, or damage to Coast Guard property. The contractor shall do nothing to prejudice the Coast Guard's right to recover against third parties for loss, destruction of, or damage to Coast Guard property, and upon request of the Contracting Officer shall, at the Coast Guard’s expense, furnish to the Coast Guard reasonable assistance and cooperation (including assistance in the prosecution of suit and execution of instruments of assignments in favor of the Coast Guard) in obtaining recovery.
3.9.8. Notwithstanding any other provisions of this contract, the Coast Guard shall in no event be liable or responsible for any injury or damage to any person or property arising from any action of the contractor, its employee or agents, including but not limited to the operation of motor vehicle or other equipment, in performing any services for the Coast Guard.
3.10. COAST GUARD INSPECTION OF WORK:
The Coast Guard project officer is responsible for the day-to-day inspection and monitoring of the contractor's work. The responsibilities of the project officer inspectors include, but are not limited to: inspecting the work to ensure compliance with contract requirements; documenting, through written inspection reports, the results of all inspections conducted; following through to assure that all defects or omissions are corrected; recommending deduction from contract payment for non-performance or unsatisfactory performance; conferring with representative of the contractor regarding any officer in carrying out his/her responsibilities. None of this diminishes the contractor's overall responsibility for overseeing the project and complying with the performance work statement.
