Solicitation Number SFJ60017R0010 Questions and Answers
1. Item C.1.1 states:
“The Contractor shall designate an English speaking representative who shall supervise the Contractor's workforce and be the Contractor's liaison with the U.S. The designated person shall be located on-site in an office designated by the Contracting Officer during normal Embassy working hours and shall have supervision as his/her sole function during the times s/he is on duty.”
Is an in-office administrator needed for water tank inspection and cleaning?
This is just a guideline but any other form of minimum supervision may be acceptable. Submit alternate form of supervision for approval.
2. Can the post provide a confined space attendant?
This is contractor responsibility. Contractor must assign an attendant. Submit alternate form of confined space attendant. Dual role staff is acceptable.
Post has a POSHO who will oversee all safety requirements for this project.
3. Can the post provide two six foot ladders, a confined space tripod and rescue winch?
Post can provide ladders only. Contractor may require a side arm lowering system as the tripod rescue system won’t work with inner tank platform.
Environment and Return to Service.
4. Appendix A, 4D, states:
“Following any maintenance measures necessary, the interior walls and floor should be rinsed with fresh water and any remaining residue and water should be removed.”
How should the remaining water be removed? Are drains located at the bottoms of the tanks? Can this water be removed using the drain? If it must be pumped out, where can the water be disposed of? Any methodology for removal, pump or vacuum is acceptable. The drain outlets are located on the lower extreme sides of the tanks. There are numerous drains and overflow outlets which can be used to drain the water out.
5. Appendix A, 4H, states:
“After 24 hours, if local environmental regulations allow, drain the chlorinated water from the tank into the storm sewer or sanitary sewer. Contact with grass or other vegetation may cause an adverse effect due to presence of chlorine. Add 0.11 pounds (50 grams) of sodium meta-bisulfite per 1,000 gallons to dechlorinate the water. Let stand for 2 hours.”
Do environmental regulations allow for the draining of the chlorinated water into the storm sewer or sanitary sewer? Negative. Dechlorinate before discharging to storm sewer.
6. Will post provide the calcium hypochlorite and sodium meta-bisulfite to be used for chlorination and dechlorination? Negative. Vendor is responsible for materials/equipment.
Project Schedule.
7. Will all water tanks be empty at project start? If not, in what sequence will the tanks be emptied and what is the timeline for this procedure?
This will need to be carefully planned and coordinated with zero disruptions to Embassy operations. Fire pump water tanks can be done first followed by the potable water tanks. Potable water tank works will need to be coordinated after regular business hours (Mon - Thurs: 08:00 to 17:30 and Friday: 08:00 to 15:00).
Contract Terms.
8. Item G.4.0. Organizational Conflicts of Interest states:
“Neither the Contractor nor any of its employees, affiliates, or related entities may perform on any water tank repairs which are not firm fixed priced optional contract line items under by this contract. The Contractor, its employees, affiliates, or related entities may not provide consulting or subcontract services related to any repairs to Embassy water tanks outside of this contract.
The Contractor shall include this clause in all subcontracts, purchase orders, and consulting agreements for service.”
Does this mean that if CMT completes this cleaning and inspection contract that it is prohibited from bidding on future repair work on the tanks?
Correct.
