The purpose of this amendment is to amend the solicitation and to extend the proposal submission date.

GENERAL ORDERS AND POST ORDERS
GENERAL ORDERS
1. PURPOSE:
General Orders: General Orders for the guard force provide directions and instructions of general application to all members of the Local Guard Force (LGF). Each member of the guard force is responsible for being fully familiar with and responsive to the General Orders. Failure to comply with any General Order may result in the permanent removal of the delinquent guard. These orders will not be modified or revised without the written authority of the Regional Security Officer (RSO), American Embassy, Helsinki.
2. MISSION:
The primary mission of the LGF operation is to provide protection for United States personnel and U.S. Government employees and to protect U.S. Facilities and equipment from damage or loss due to violent attack and theft. The local guards act as an early warning signal to the MSG (Marine Security Guard) on duty and the RSO. The LGF also will carry out specific actions as described in these orders and individual Guard Post orders in case of emergencies.
3. MANNER OF PERFORMANCE OF DUTY AND UNIFORM:
a. All guard personnel will be firm yet courteous, efficient and tactful at all times while in the performance of their duties. The guards will never engage in arguments with any person, and will refer disagreements and misunderstandings to the RSO through the LGF Supervisor. They must read, fully understand and comply with all General and Post Guard Orders. Failure to comply with any General or Post Guard Order may result in the permanent removal of the delinquent guard.
b. All guard personnel will, at all times, maintain a neat and clean appearance and, while on uniform duty, be fully equipped and dressed in the prescribed uniform. The guard(s) will be subject to inspection at any time.
c. The guards must not participate in or support any activities which would be disruptive to the performance of their security duties or would decrease the efficiency of the LGF operation.
d. All guard personnel will perform only those security duties identified by the RSO and the LGF Project Manager. The guards will not perform any other non-security related or unauthorized functions during duty hours, i.e., gardening, housekeeping chores, maintenance duties, or any other duty or act which distracts the guard from his/her intended purpose.
e. Where appropriate, the guards will maintain in a neat, orderly, legible fashion, all log books, ledgers, record books, incident reports, or any other written record of duties performed or of any security event.
f. All guard personnel will not offer or divulge any information about the American Embassy operations or personnel to anyone. Any attempt by individuals to solicit information regarding U.S. Government personnel or facilities will be reported immediately to the RSO through the LGF Supervisor.
g. The relief guard will take complete charge of duties from the guard he/she relieves; including the Post Log Books and all other equipment maintained at the post.
h. The guards will brief and pass on any special instructions to their relief guard concerning outstanding or significant events that occurred during the previous shift.
i. The guards will be alert to their surrounding area and report to the LGF Supervisor any vehicles or individuals acting in a suspicious manner.
j. All guard personnel will control access to U.S. Government facilities and properties, protect life, maintain order, resist criminal attacks against the Mission personnel, visitors, dependents and property, and resist any other form of violent attacks against same to include terrorist attacks all in accordance with Departmental and Mission policies.
k. All guard personnel will intercept, identify, and make the proper log entries for visitors and other appropriate persons to U.S. Government facilities. Further, the guards will conduct inspections of persons, property, or vehicles, confiscate unauthorized items, and issue appropriate access control identification badges according to Departmental and Mission policies.
l. The guards will ensure that only authorized persons displaying a valid form of identification and legitimate visitors enter the area they are assigned to protect. They will not hesitate to challenge persons who do not have proper identification or who attempt to avoid specified access control procedures or policies.
m. The guards will conduct periodic, non-routine inspections of their areas of responsibility and immediately report any unusual incident or circumstance (any incident or circumstance not of a routine nature) or emergency situation to the MSG on duty at Post # 1 and the RSO through the LGF Supervisor.
n. The guard(s) will not leave his/her assigned post until he/she is properly relieved by the relief guard.
o. All guard personnel will maintain a high standard of professionalism while on duty. The guards will be polite and courteous in the performance of their duties. They will not i.e. use abusive language, be late for work, or be inattentive, etc. They will not act in any manner detrimental to the reputation of the LGF Contractor or the United States Government.
p. All guard personnel at U.S. Government facilities must be able to demonstrate a working knowledge of Post's emergency action plans (fire, bomb, intruder, etc.). Basic training in emergency action response is the responsibility of the LGF Project Manager.
q. The guards will comply with all orders and/or instructions given to them by the RSO, LGF Supervisor, and the LGF Project Manager.
r. The guards will not abuse their authority for personal or monetary gain.
s. All guard personnel will not gamble or engage in any illegal activity while on duty or while in uniform.
t. All guard personnel will not provide information about U.S. Government personnel or the American Embassy -controlled facilities to anyone without the specific approval of the RSO.
u. All guards will get 15 minute break once every 4 hours during the tour of duty to allow for comfort, personal needs, stress, or other required or requested absences from the Exhibit A assigned port. Meal breaks shall be scheduled at an appropriate time during tour of duty and shall be at a minimum 30 minutes in length. The guard on duty is responsible for ensuring a proper post relief takes place including passing all pertinent information and the turn over all post property prior to departing post. Guards who leave with post property will be responsible for returning it immediately.”
4. GUARD CONDUCT:
a. General and Post Orders: The LGF will follow the General Orders and Post Orders for each guard post.
b. Report for Work: All guard personnel will be punctual in reporting for duty at least fifteen (15) minutes prior to the start of each shift. During this time, the guard(s) will participate in Roll Call (Daily) Briefing as directed by the LGF Supervisor. The oncoming reliefs will secure on time to insure their presence at the assigned posts.
c. Honesty: The guard(s) will not remove any item from an office, room, residence or compound, except under the instructions of the LGF Supervisor or the RSO; nor shall false statements of any kind be tolerated.
d. Proper Use of Official Time: The guards will remain alert and vigilant at all times. They will, i.e., not nap or sleep on post, engage in personal conversations in person or on the telephone, read newspapers, watch TV, or attend to any other personal business act which distracts the security guard(s) from his/her intended purpose during duty hours. Engaging in any of these activities may be cause for immediate dismissal. The guards will report to the LGF Supervisor when their assignments are accomplished.
e. Responsibility for Assigned Uniforms and/or Equipment: The guards are responsible for the uniforms and/or equipment assigned to them and for property and real items in their custody. The guards will wear clean, neat and complete uniforms while on uniform duty.
f. Support of the U.S. and Host Government Relations: The guards must not become involved in any activities which would prompt public criticism, or cause discredit or interference with U.S. - Host Government Relations.
g. Personal Activity on Post: The guards will not engage in any unofficial business on post; i.e., soliciting, canvassing, peddling, sales promotion of a commercial item, loan-money for interest and etc.
h. Sexual Harassment: All guard personnel will not engage in any conversation or activity which may be interpreted as sexual harassment against members of the opposite sex.
i. Countermanding of Orders: Any countermanding of orders by anyone other than the RSO or his designated representatives, must be reported to the RSO through the LGF Supervisor.
j. Guard Post Bound Logs: The guards maintain the Post Log upon assuming duty, during the time assigned, and at the time of relief as prescribed in the General Orders.
k. Incident Reports: The guard prepares immediately an Incident Report after observing a security incident. The Incident Report will be given to the LGF Supervisor without a delay.
l. Report to the RSO: The guard reports immediately to the RSO (through the LGF Supervisor) any attempt to elicit information regarding any of the Embassy/USIS/USAID/DAO/Peace Corps/Consulate programs or personnel.
m. Surveillance Detection: The guard(s) will be aware of and attempt to detect surveillance directed at U.S. Government facilities and personnel. If surveillance is detected, the information will be entered in the Log Book and an Incident Report will be prepared. The RSO will be notified immediately through the LGF Supervisor.
5. Alcoholic Beverages/Narcotics and Dangerous Drugs:
a. The drinking of intoxicating beverages on duty, or eight (8) hours prior to assuming duty, by all guard personnel, is prohibited. Any guard who is incapacitated, or who has consumed alcoholic beverages during this period, will not be posted on duty. The guard(s) will not drink alcoholic beverages on duty or off duty while in uniform.
b. Relief by an intoxicated person is prohibited. If the guards has reason to believe that their relief is intoxicated, they will not allow themselves to be relieved and will immediately notify the LGF Supervisor.
c. The use of illegal substances, such as narcotics, dangerous drugs, marijuana, hashish, etc., at any time, by members of the LGF, is strictly prohibited. Any guard who is observed using, or in possession of, an illegal substance shall be removed from the LGF immediately.
d. When the guard is required to take medication on the order of his/her physician, the LGF Supervisor must be notified. Where it is determined that such medication may adversely affect the guard's ability to perform his/her duties, the guard will be prohibited from being assigned to post.
6. Roll Call (Daily) Briefing:
The Roll Call (Daily) Briefing will be conducted for ten (10) to fifteen (15) minutes when the guards report for duty. The guards will brief and pass on any special instructions to their relief guard concerning any outstanding or significant events considered to be of a security nature, unusual incidents or circumstances (incidents or circumstances which are not of a routine nature), or emergency situations that occurred during the previous shift. It is important that all available information will be briefed and passed on. The LGF Supervisor will be assigned to each shift and he/she will be responsible to the LGF Project Manager. He/she is responsible for supervising Roll Call (Daily) Briefing for his/her shift on a daily basis. The Roll Call (Daily) Briefing may include the review of General and Post Orders.
7. Post Logs:
Each guard post is provided with a Post Log. Post Logs provide specific instructions relative to the guard service to be provided at the guard post. It is the responsibility of each guard assigned to maintain the Post Log in the following manner:
a. Upon assuming the duty, the guard must enter the time, date and his/her name.
b. Upon assuming duties at a post, the relief guard will inspect the post to insure that all guard equipment and supplies are present, and that all guard/security equipment is in good working condition. Such equipment may include telephones, flashlights, vehicle inspection mirrors, hand held metal detectors(HHMDs)/walk-through metal detectors (WTMDs), CCTV monitors and vehicle barriers. Any malfunctioning or broken security equipment will be noted in the Post Log and will be reported to the Superior(s) immediately, and an Incident Report will be prepared.
c. During the time assigned, the guard is required to note the time and make an entry as to the nature of any event considered to be of a security nature. Examples are: an attempt to enter the facility or destroy government property by an outsider; and direct attacks by force on the guard post or guard personnel.
d. Where any security event occurs, the guard:
1) Notifies LGF Supervisor and others as instructed in the Post Orders.
2) Makes the appropriate entry in the Post Log.
3) Prepares an Incident Report.
4) Reports orally to the LGF Supervisor as instructed in the Post Orders and provides him/her with the Incident Report.
e. During the time assigned, when the LGF Supervisor provides specific instructions for the guard, such instructions are to be entered in the log, with the time indicated when they are received.
f. If, at any time, the guard is relieved on post for any reason, the guard assigned in relief must enter the time, his/her name and the reason for the relief.
g. At the end of the assigned tour of duty, the guard must initial the log, assuring that all entries have been made properly during his period of assignment.
h. The Guards will not falsify or unlawfully conceal, remove, mutilate or destroy any official document such as Post Logs or Incident Reports.
8. Responsibility of the Superior Officer during the shift:
The LGF Supervisor is responsible for assuring the Post Logs are properly maintained and that all appropriate entries are made in accordance with the foregoing instructions. The LGF Supervisor must:
a) Inspect the guard post,
b) Examine the Post Log,
c) Enter the time; and
d) Sign his/her name attesting to the fact that he/she has successfully completed his/her inspection and that there have been no deficiencies.
9. The Official Incident Report:
a. The Official Incident Report will be prepared in all cases where an incident arises which is not of a routine nature. The report will be available to the RSO within twenty four (24) hours of the incident.
b. The Official Incident Report will be prepared as a supplemental report to the required entries in the Post Log. In no case will they be utilized in lieu of an entry in the Post Log.
c. It is important that all available information will be recorded. Frequently, this is the sole source of information on which a more complete investigation can be based. Accuracy is of prime importance in all cases.
d. When it appears that immediate action is required concerning any incident which arises, the MSG on duty at Post # 1 and the RSO will be notified through the LGF Supervisor at once.
10. Identification of Persons:
All staff members or employees of the American Embassy are required to show proper identification or authorization before being permitted to enter the American Embassy Compound. The Proper Identification to the American Embassy will be either one of the following:
U.S. Embassy ID Card
Current U.S. Military ID Card or Department of Defense (DoD) Dependent ID Card
All U.S. Passports
Passes authorized by the RSO
11. Improper Identification Card or No Identification Card:
a. A person without an ID card or a person in possession of a card which differs from that above, will be required to furnish the guard with the name of the person or office they wish to visit. The guard will call the person or office concerned and state the circumstances involved.
b. When notified by either a section chief or the person concerned that a visitor has arrived at the post, the RSO will give permission for the visitor to proceed to the office or person concerned, or the guard will be advised that someone from that office will come to the gate to escort the visitor. The visitor's identity will be recorded by the guard.
12. Telephone Communication:
a. The guard while on duty and handling official telephone calls or inquiries, will be courteous and polite and assist the caller if possible. All official information calls and inquiries will be referred to the proper person or the MSG on duty at Post # 1.
b. Requests from the Host Government Law Enforcement Agencies concerning personnel will be limited to acknowledging that the person is a member of the American Embassy staff. If persons other than the American Embassy employees and/or unknown persons request telephone numbers, the guard will take the caller's name and office or home telephone number and advise the caller that the employee will call him/her back. If further information is requested, the caller will be referred to the MSG on duty at Post # 1.
c. The telephone located on guard will be used for official business and emergency situations only.
13. . Safeguarding Official Information, Records and Documents:
The guards must not disclose official information, records and documents to unauthorized personnel. The guards will not discuss the nature of their duties, nor repeat to others what they may have seen or heard while on duty except as necessary to conduct their duties. The guards will provide correct and valid information and documents required in connection with their duties only to the LGF Supervisor. Should the guards be questioned as to their duties by unauthorized personnel, they will bring it to the attention of the RSO through the LGF Supervisor immediately.
14. Removal of Government Property:
The guards will be observant of all employees or visitors departing the Embassy compounds to prevent unauthorized removal of any U.S. Government property. Any property being removed from the Embassy or other official facilities by Foreign Service Nations or Third Country Nationals, will be properly authorized by a memorandum signed by the American supervisor. The memorandum sill be retained by the guard and delivered to the Shift Commander or Supervisor at the time of his/her next post inspection.”
15.
The Use of Force:
Guards are unarmed.
The use of force is defined as the physical application of violence upon or against a person in any way including the use of the pepper gas. The pepper gas serves as a defensive weapon for the guards. It’s use by the guards is defined as follows:
a. The pepper gas will only be used after all non-violent efforts are exhausted to quell a disturbance at any post manned by the guards.
b. The pepper gas will only be used to protect the guard or persons on the post from actual bodily harm by another person(s). The oral threat of bodily harm is insufficient justification for the use of the pepper gas.
c. Abusive and/or obscene language directed at the guard or a third party is insufficient justification for the use of the pepper gas.
d. Any person attempting to strike the guard, in the performance of duty or to forcibly detain him, causing a serious disturbance on the post by striking or assaulting the guard or another party, or in any way causing injury, constitutes sufficient justification to use the pepper gas.
e. Only the minimum use of force necessary for the restoration of order is authorized.
16. Fire Prevention and Reporting:
The guards will frequently review the General and Post Orders in case of emergencies. It is important that only correct and prescribed procedures are followed in order to minimize the emergency. More specific instructions, concerning emergencies, for each guard post are in the Post Orders.
a. General: The objectives of fire prevention and reporting, in the order of their importance are to:
1) If the guard discovers a fire, he/she should report it immediately and request assistance - inform MSG on duty at Post #1 or activate the fire alarm, prior to attempting to extinguish the fire.
2) Prevent the fire from starting.
3) Inform employees in the immediate vicinity of the fire and order them to evacuate the area immediately.
4) Prevent the loss of life and property in case a fire should start.
5) Confine the fire to its place of origin.
b. Preventive Measures:
1) Proper fire prevention measures, coupled with common sense will prevent most fires from starting. It is imperative that the guard will constantly be on the look out for fire hazards, particularly in waste cans and electrical equipment. Overloaded electrical outlets are among the leading causes of fire. Whenever a fire hazard is discovered, it will be immediately reported to the MSG on duty on Post #1, and the RSO through the LGF Supervisor. Appropriate entries are to be made in the Post Log and an Incident Report will be prepared.
2) Know where the various types of fire extinguishers are located, particularly those nearest to the guard's assigned post. Know which is appropriate for the type of fire being fought.
c. Know Whom to Contact:
The following contacts will be made in case of fire.
1) Fire Department: 112
2) The MSG on duty at Post #1 and the RSO through the LGF Supervisor.
d. Sounding Alarm: Once a fire is discovered, the first thing the guard(s) must do is to sound the fire alarm. Any person available may be instructed to sound the alarm while the guards carry out the instructions set forth in the preceding paragraphs. If an alarm system is not available, the guard(s) must shout "fire."
e. All guards will read and must have full knowledge of the American Embassy Fire Plan.
17. Bombs, Incendiary Devices and Firearms:
a. If a bomb or incendiary device, or what may have the appearance of a bomb or incendiary device, is discovered, the guard(s) will immediately activate the duck and cover alarm and clear the area and notify the MSG on duty at Post #1 and the RSO through the LGF Supervisor.
"Under no circumstances [will] the guard[s] touch or in any way disturb the suspicious article or package." DO NOT TOUCH or move any item suspected to be a bomb or incendiary device. The guard(s) will stand by to prevent its being touched or disturbed by other persons.
b. Explosive disposal assistance will be obtained by calling the MSG on duty at Post #1.
The RSO will determine when to call the local police bomb disposal unit.
c. Should the guard(s) on duty receive a bomb threat from any source, he/she will immediately contact the MSG on duty at Post #1 and the RSO through the LGF Supervisor. If the guard receives a bomb threat, the guard will try to determine where the bomb is located, when the bomb is set to detonate, what it looks like, who placed the bomb and why the bomb was placed. The most important information is when the bomb is set to detonate and where the bomb is located. Other information like the description of the voice and background noise is important for the guard to determine. This information will be reported in the Post Log and an Incident Report prepared.
d. Should a bomb explode on or near the guard post, keep the area clear of people. REMEMBER, DURING THE CONFUSION OF A BOMB BLAST, THE GUARDS MUST STILL PROVIDE SECURITY FOR EMPLOYEES OR OTHER PEOPLE IN THE AREA.
e. The guards will not allow anyone to enter the American Embassy compound or other official facilities, who has an open or concealed firearm, knife, explosive or any other type of weapon in his/her possession except for authorized American Embassy personnel. The guards will be especially watchful for attempted entry of firearms or explosives under cover. In the event such devices are detected, the guard will immediately report it to the MSG on duty at Post # 1 and the RSO through the LGF Supervisor.
18. Chemical and/or Biological Awareness and Countermeasures:
a. .All guard personnel shall stay on alert for indications of Chemical and/or Biological Attack or Agent, which could include the following:
Unexplained dead or dying animals in the area;
· Unusual liquid sprays or vapor or suspicious devices;
· Unexplained droplets or oily film on surfaces;
· Unexplained odors or low flying clouds/fog unrelated to weather, some of which would be similar in scent to bitter almonds, peach kernels, newly mown hay or green grass;
· Large numbers of strange or unseasonal insects or vermin not typical for the time of day or year;
· Individuals displaying symptoms of nausea, difficulty breathing, convulsions, disorientation or patterns of illness inconsistent with natural disease, unexplained blisters or rashes or sudden difficulty in seeing, especially dimness of vision while in broad daylight;
· Unexplained casualties.
If any of the conditions identified above is discovered, the guard(s) must immediately notify the MSG on duty at Post #1 and the RSO through the LGF Supervisor.
The guard must not touch or in any way disturb the suspicious article or package. DO NOT TOUCH or move any item suspected to be a possible chemical and/or biological device. The guard(s) will stand by to prevent its being touched or disturbed by other persons.
b. If the guard(s) on duty receive a chemical and/or biological threat from any source, the guard must immediately contact the MSG on duty at Post #1 and the RSO through the LGF Supervisor. Relay all pertinent information, including the type of chemical and/or biological agent, the location and time of the attack, if known, the description of the voice and background noise is important. This information will be reported in the Post Log and an Incident Report prepared.
c. If a chemical and/or biological threat or attack occurs, keep the area near the guard post clear of people. REMEMBER, DURING THE CONFUSION OF THIS TYPE OF ACT, THE GUARDS MUST STILL PROVIDE SECURITY FOR EMPLOYEES OR OTHER PEOPLE IN THE AREA.
d. The guards will not allow anyone to enter the American Embassy compound or other official facilities, who has an open or concealed firearm, knife, explosive or any other type of weapon or container that could carry chemical and/or biological agents in powder, liquid, or aerosolized form (i.e. aerosol cans, perfume bottles, thermos jugs, glass/plastic bottles, etc.) in his/her possession unless authorized by the RSO. The guards must be especially watchful for attempted entry of firearms or explosives or chemical/biological agents under cover. The presence of breathing devices, air filters, nose clips, hospital masks, rubber gloves, etc., must be cause for immediate concern and requires further investigation. If such devices are detected, the guard(s) must immediately report the situation to the MSG on duty at Post # 1 and the RSO through the LGF Supervisor.
e. All guards shall be aware when performing grounds/ perimeter patrols of the following:
· Be alert to use of any device inside or outside the building perimeter that could be used to spray a toxic cloud toward the building. This could include commercial spraying equipment, paint, insecticide or garden sprayers, air pumps, or even a crop duster-type airplane. When possible, persons conducting such spraying should be challenged and in all cases, supervisors, RSO immediately alerted through the LGF Supervisor.
· When patrolling public areas look for abandoned spray devices or liquid containers. If found immediately alert the RSO through the LGF Supervisor. Particular attention must be paid to insure buildings air vents cannot be approached by anyone using such devices.
· Non-employees requiring access to or near building air intake vents or drinking water storage tanks must be authorized by the GSO and coordinated with the RSO through the LGF Supervisor. In all cases, these non-employees shall be escorted by the LGF or employee personnel.
· At posts with wells or accessible water storage tanks, regular patrols of those areas are required.
POST ORDERS:
The purpose of Post Orders is to provide the guard force with specific directions and instructions in order to perform specified duties and tasks at specific posts or assignments. Each member of the guard force is responsible for being fully familiar with and responsive to those Post Orders that apply to them. Failure to comply with any Post Order may result in the permanent removal of the delinquent guard. These orders will not be modified or revised without the written authority of the RSO.
Special Post Orders –Supervisor

1. Function: The Supervisor is defined as the senior supervisory officer present, provides overall supervision and control of all guards and supervisors assigned.
2. Hours: As set forth in Exhibit A.
3. Specific Duties: The following instructions will be observed by the Supervisor
a. The SUPERVISOR must be familiar with all aspects of the operational guard program, to include the General Orders and the Post Orders, as well as knowledge of the characteristics of each post.
b. The SUPERVISOR will insure that all guards and supervisors report to their post on a timely basis and that all senior guards and supervisors have carried out their responsibilities.
c. The SUPERVISOR will question the senior member of the previous shift as to any unusual occurrences or incidents which may have taken place.
d. The SUPERVISOR serves as the direct link between the Contract/Project Manager, the MSG on Post # 1 and the RSO, ARSO or designee. Any unusual occurrence or incident will be reported to one or more of these officers.
e. The SUPERVISOR will randomly check guards as well as supervisors to insure that there are no problems requiring resolution and that all guard personnel are performing their assigned tasks.
f. The SUPERVISOR will maintain contact with the locations set forth in Exhibit A.
g. The SUPERVISOR will insure that Incident Reports are properly written and disseminated and insure that any reports required to be submitted to the RSO’s office are accomplished on a timely basis.
h. The SUPERVISOR must be available at all times to respond to any problems or situations that occur during his tour of duty.
i. The SUPERVISOR will report all infractions of the General or Post Orders to his Contractor’s Project Manager and to the RSO.
j. Any person demanding to speak to an American official during the day will be immediately referred to the RSO’s office. After hours, they should be referred to the MSG on duty.
4. Emergencies: During an emergency situation the SUPERVISOR is expected to take charge, issuing appropriate orders to subordinates to eliminate the problem, or executing any orders given to him by the RSO, ARSO or designee.
5. Surveillance: The SUPERVISOR will impress upon his supervisors and guards the need for all guards to be on the constant alert for any criminal or terrorist surveillance directed against the Embassy or other official facilities, or its personnel, and that all guards have been properly trained in recognizing surveillance.

Special Post Orders –VEHICLE AND PEDESTRIAN GATE CONTROL

1. Function: To control pedestrian access of persons desiring to enter the Embassy Compound.
2. Hours: As set forth in Exhibit A.
3. Specific Duties: The following instructions will be observed by the access control guards, whether assigned to the Main gate or Chancery entrance guard posts:
a. Assure that appropriate entries are made in the Post Log in accordance with the General Orders.
b. Consular Business: The guard will control and grant access to those persons requesting Consular business as in applying for visas or American citizens wishing to enter the Consular Section of the Embassy. Guards must not give information to visitors concerning consular operations or assist in filling out visa applications. Visitors with questions about non-immigrant visas must be referred to the information sheets available at the entrance or advised to call the Consular Section during business hours. Finnish visa applicants. – Advise them that visa applications should be submitted by mail. Check with the Consular Section if they say they have an appointment. Non-Finnish visa applications. – Permit them entry to the Consular Section for an interview from 0900-1200, Monday thru Friday, if on the schedule provided by Consular Section. Americans seeking assistance. – Advise to make an appointment. In case of emergency call the Consular Section.
c. The guard will visually inspect the contents of purses and briefcases belonging to the Consular Section visitors. These items will be left on the counter and if possible tested with the x-ray machine and, at need, the ITMS. The visitor will be requested to pass through the walk-through metal detector (WTMD). If the visitor clears the WTMD the purses/briefcases will be returned and the visitor will be directed to the Consular waiting area.
d. Packages and bags, other than purses and briefcases, are not allowed inside the Consular Section, and they will be retained by the guard for return when the visitor departs. All packages left with the guards will be x-rayed, and, ,if necessary, tested with the ITMS. The visitor will then be directed to the Consular waiting area. The RSO/ARSO is the only person who can override this order.
e. In the event the visitor activates the alarm of the WTMD, he or she will be politely requested to place any large metallic objects he/she may be carrying on the counter and pass through the WTMD again. If the alarm again activates, the hand metal detector (HHMD) will be used. If it cannot be resolved, the RSO must be notified.
f. The guard will not physically touch a visitor or request that the visitor remove any article of clothing such as belts or shoes.
g. In the event a weapon or suspicious object is discovered the guard will seize the weapon/object and notify the RSO, SUPERVISOR and the MSG on duty at Post # 1. Also, the guard will deny entry to the visitor and await further instructions.
h. Any electronic devices, such as phones, cameras, recording devices etc. and knives are not allowed in the Consular Section without the approval of the RSO, and the guard will retain such items for return when the visitor departs the Consular Section; unless given specific instructions by the RSO.
i. Non-Consular visitors: Visitors who have business with another section of the Embassy will be processed in the same manner as Consular visitors, but will then be politely requested to wait to be escorted to the office or section. Access should be verified through the system in place via email and if a question arises the RSO office should be contacted for verification. Once access has been verified, the section being visited will provide appropriate escort for the visitor to and from that section. The AEEA Special Unescorted Access Program and the VIP Access program (RSO will give further guidance on the program).
j. Official Americans: Official USG visitors with Diplomatic or Official Passports and prior access clearance from the RSO office should be treated the same as Embassy employees. If there is no prior approval and they are not on official business then contact the RSO office for further guidance.
k. The guard will deny access to unauthorized persons attempting to penetrate the Embassy perimeter by using the minimum amount of force required to prevent entry. If assistance is necessary the guard should contact the SUPERVISOR or summon a member of the local police authority assigned to the Embassy.
l. The guard will immediately notify the RSO in the event force is used to deny entry to the Embassy compound.
m. The guard will be on constant alert for criminal or terrorist surveillance directed at the Embassy or Embassy personnel. If surveillance is detected, the guard will report it to the RSO, the SUPERVISOR and the SD, during business hours. After business hours, the guard will report the information to the RSO, the SD, the SUPERVISOR, and the MSG on duty at Post # 1. Also, an Incident Report will be prepared and an entry in the Post Log will be made.
4. Emergencies: Should any of the events listed below occur, the gate guard must make an appropriate entry in the Post Log, following instructions in the General Orders, and is required to prepare an Incident Report as directed by the Supervisor.
a. In case of a fire there is a fire extinguisher in the guard post. Know where it is located and how to operate it for the type of fire being fought. Suppress the fire, using the fire extinguisher, and notify the MSG on duty at Post # 1 and the RSO or his designee.
b. If a bomb or incendiary device is discovered, or if an attack appears imminent the guard must immediately initiate a “duck and cover” –response for all personnel. The guard will notify the RSO or designee, and if possible the MSG on Post 1. If a suspected device is found, the guard will not touch the suspected device. The guard will clear the area, seek cover and make the proper notifications. If a bomb or incendiary device is discovered, the guard will notify the RSO or designee.
c. If the Embassy is attacked, maintain the order and security of the Embassy compound. The guard will notify the MSG on duty at Post # 1 and the RSO or designee.
d. If a chemical and/or biological device is discovered, or if a threat or attack occurs, the guard will notify the MSG on duty at Post # 1 and the RSO or designee. The guard will clear the area. The guard will not touch the suspected device.
5. Supervision: The Guards are supervised by their Contractor’s Security Supervisors. They are not supervised by any FSNs or other American Officers of the Embassy. Any guard who receives an order contrary to the General Post Orders will politely refuse and request the person to contact the RSO.

SPECIAL POST ORDERS - PERIMETER SECURITY/ROVER

The following Special Orders contain instructions for the guards assigned to the Chancery Compound as Perimeter Security Rovers. These are 24 h 7 day posts and all guards assigned are responsible for knowing and Implement these Special Orders and the Guard General Orders.

1. Function: Escort of applicants to the Consulate from the Main gate, provision of access control for the Freight facility, control pedestrian traffic, patrol the facility, maintain surveillance of the facility and deny unauthorized access to the Embassy compound.
2. Hours: As set forth in Exhibit A.
3. Specific Duties: the Rover positions will observe the following instructions:
a. Assure that appropriate entries are made in the Post Log in accordance with the General Orders.
b. The guard will patrol his/her area or sector of responsibility, as deemed by the RSO, and will maintain constant surveillance of the exterior of the facility, being alert for any problems or disturbances. In the event of a disturbance, the guard will immediately notify the RSO, ARSO or designees, and the MSG on duty at Post # 1.
c. Roving guards will ensure that Consular visitors are conveyed to and from the consulate under direct escort. Consular business will be the only visitors to be routinely escorted by LGF personnel. Roving guards may, under the direct instruction of the RSO, oversee the conveyance of large groups to and from the EMR for official Embassy Functions.
d. Roving guards will perform access control functions for the freight facility, allowing RSO authorized delivery vehicles to park in the freight delivery area. Roving guards will also open the freight bay doors, to facilitate delivery, but WILL NOT BE HELD RESPONSIBLE FOR THE ESCORT OF DELIVERY PERSONNEL OR GOODS. This will be up to personnel from the section overseeing any such delivery.
e. The guard will deny access to unauthorized persons attempting to penetrate the compound perimeter. The minimum amount of force required will be used to prevent entry.
f. The guard may summon a member of the local police authority for assistance if necessary. The guard will immediately notify the RSO, ARSO or designee, and the MSG on duty at Post # 1 in the event force is used to deny entry to the facility.
g. The guard will be on constant alert for criminal or terrorist surveillance directed toward the facility of facility personnel. The guard will immediately report any possible surveillance to the SD, the RSO, ARSO or designee, and the MSG on duty at Post # 1.
h. The guard will remain at his/her post until properly relieved.
4. Emergencies: Should any of the events listed below occur, the gate guard must make an appropriate entry in the Post Log, following instructions in the General Orders, and is required to prepare an Incident Report.
a. In case of a fire, the guard must have a fire extinguisher in the guard post. The guard must know where it is located and how to operate it for the type of fire being fought. The guard will suppress the fire, using the fire extinguisher, and notify the RSO, ARSO or designee, and MSG on duty at Post # 1.
b. If a bomb or incendiary device is discovered, or if an attack appears imminent the guard must activate immediately initiating a "duck and cover" -response from all personnel. The guard will then notify the RSO, ARSO or designee, and MSG on duty at Post # 1. If a suspected device is found, the guard will not touch the suspected device. The guard will clear the area, seek cover and make the proper notifications. If a bomb or incendiary device is discovered, the guard will notify the RSO, ARSO or designee, and MSG on duty at Post # 1.
c. If the Embassy is attacked, maintain the order and security of the Embassy compound. The guard will notify the RSO, ARSO or designee, and MSG on duty at Post # 1.
d. If a chemical and/or biological device is discovered, or if a threat or attack occurs, the guard will notify the RSO, ARSO or designee, and MSG on duty at Post # 1. The guard will clear the area. The guard will not touch the suspected device.
5. Supervision: The Guards are supervised by their Contractor's Security Supervisors. They are not supervised by any FSNs or other American Officers of the Embassy. Any guard who receives an order contrary to the General Post Orders will politely refuse and request the person to contact the RSO.
6. Equipment: All Vehicle Screening Guards will use inspection mirrors. The U.S. Government provides these mirrors.

Special Post Orders – Malmi Warehouse
W-1, W-2 The following Special Orders contain instructions for the guards assigned to the Malmi Warehouse (an annex of the U.S. Embassy) as exterior security. All guards assigned are responsible for knowing and implementing these Special Orders and the Guard General Orders.
EXTERIOR COVERAGE
1. Guards will maintain visual surveillance of the area around the compound to detect any suspicious activity such as people loitering in the area, people taking photographs, people that appear to be taking special interest in the activities of the warehouse, vehicles that pass by frequently or vehicles that appear to be abandoned. If any of this is detected then the guards should contact the Surveillance Detection supervisor, MSGs, and the FSNI.
2. Guards will attempt to obtain the identity of suspicious personnel and report the people performing activities thought to be suspicious. Police assistance should only be sought after coordination with MSGs who will contact the Regional Security Officer if they think necessary.
3. Guards will obtain the license number of any suspicious vehicle and have it checked with police.
4. Any suspicious activities will be reported to the MSGs who have instructions to report those activities to the Regional Security Officer.
5. All suspicious incidents of possible surveillance will be reported in an incident report to the
SUPERVISOR, FSNI, SD Coordinator, and RSO.
PATROLS
During non-business hours from 1700 to 0800 hours, guards will make a complete patrol around the perimeter at least once during any one hour period. Times that guards make their tours will be varied so as not to set a predictable pattern.
Guards will inform their Shift Supervisor that they are commencing their patrol prior to leaving the guard booth. During the patrol they will inspect for the following:
1. Intruders on the compound
2. Signs of attempted forced entry (fence and warehouse)
3. Fire
VEHICLE ACCESS
1. Only the vehicles assigned to the Embassy, warehouse employees, or vehicles previously approved by the Regional Security Officer are to be granted unlimited access.
2. Trucks and vans making pickups or deliveries will be granted access only after being cleared with and have prior approval from the RSO office. Guards should ensure that the vehicles have the proper paperwork and goods on board.
3. Guards will enter into their log the arrival time and departure of all commercial, contractor, shipping or visitor vehicles that enter the compound. The license number and company name for commercial vehicles and license number for private vehicles will be used for identification.
PEDESTRIAN ACCESS
Only Embassy/warehouse personnel are to be granted unescorted access. All other personnel must be cleared and approved by the Regional Security Officer.

24 hours/7 days a week
3. Specific Duties: The following instructions apply to the use of explosive detection equipment and x-ray inspection machinery.
4. The guard shall inspect every employee or visitor vehicle. Each visitor’s or delivery person’s package, personal bag, and designated mail delivery will be inspected before allowing it to be introduced into the embassy or Malmi Warehouse grounds or building.
