About this file

This document is an Invitation to Bid (ITB) issued by the Florida Department of Military Affairs for the Saint Francis Barracks (SFB) Lighting Project located at 82 Marine Street in Saint Augustine, Florida. The project seeks a contractor to install state-of-the-art LED lighting fixtures and control solutions in three specific areas: the Cedar Room (installation deadline June 1, 2025), the Command Center (installation deadline July 31, 2025), and the Conference Room (installation deadline July 31, 2025). The project involves removing existing lighting fixtures, reworking electrical infrastructure, installing new LED fixtures with a Combi Wireless Control system, and implementing a Circadian Lighting Control System for the Command Offices. A mandatory on-site inspection is scheduled for April 11, 2025, at 10:00 AM EST, and bids are due on April 24, 2025, at 2:00 PM, with an anticipated award posting on April 25, 2025.

Bidders must be registered in MyFloridaMarketPlace, provide three references, submit a drug-free workplace certification, and have at least three years of experience as a registered electrical contractor. The project requires a licensed master electrician to oversee the installation, and all work must comply with electrical codes, OSHA, and state guidelines. Contractors must have liability insurance with combined bodily injury limits of at least $100,000 per person and $300,000 per occurrence, and property damage insurance of at least $100,000 per occurrence. The project emphasizes workplace safety, proper waste disposal, and adherence to security protocols at the Saint Francis Barracks facility. Pricing will be evaluated based on the total materials and installation costs for all three locations, with award contingent on funding availability.
