This is a Statement of Work for the one-to-one replacement of a fire detection/alarm system at the ATO Building, Enclave Compound, American Embassy in New Delhi.
The project involves replacing the existing System 3 fire detection system in a two-story office building with basement using existing infrastructure where possible. The scope includes one-for-one replacement of devices (75 multi-sensing heat/smoke detectors, 8 manual call points, 8 strobes with sound and flasher, and 500 meters of armored wire) and complete replacement of the main control panel with an addressable master panel and slave/secondary panel. The system must comply with NFPA 72, National Electric Code, and National Fire Alarm Code standards. The contractor is responsible for all qualified labor, materials, tools, equipment, and any additional wiring required for the addressable system. The main control panel must be analog-addressable, network-capable, have optical fiber communications capability, feature a minimum 80-character LCD screen, include programmable functions, maintenance bypass mode, USB ports, and system printer support. Secondary power supply shall consist of sealed valve-regulated lead acid (VRLA) batteries sized at 120 percent of calculated capacity to support 24 hours of quiescent load plus 5 minutes of full alarm operation. All installations must use copper wire or fiber optic only; aluminum conductors are prohibited. Smoke detectors must be addressable multi-criteria type, and manual fire alarm boxes must be addressable, red, and non-break-glass style.
The project is divided into four phases: Phase I involves study of existing system and preparation of shop drawings for COR approval; Phase II provides one floor at a time for detector replacement with daily system reactivation; Phase III addresses panel replacement with existing Notifier sub-panel commissioning; Phase IV includes programming, testing, and commissioning. The contractor must submit a bill of quantities, cut sheets for proposed equipment, and tentative timeline with quote before contract award. Work hours are standard U.S. Embassy business hours (08:30-17:00, Monday-Friday). Staff access requests require 48 hours advance notice with full names, vehicle information, and delivery details. The estimated project duration is 30 calendar days from Notice to Proceed, with all testing and commissioning reports and as-built drawings (in CAD and PDF formats) due within two weeks of project closeout. The contractor shall conduct preliminary and final acceptance inspections with the COR, and all material and work statements require approval by Subject Matter Experts in the U.S.
