The purpose of this amendment is to:

1. The solicitation SPE4A8-25-R-0008, for One (1) DMC 270 FD Portal Series CNC Universal Milling Machine in accordance with Purchase Description VIBB 24-13-1027, Dated 19 May 2025, close date will be extended until COB 09 October 2025.

The purpose of the extension is to provide answers to questions:

Vendor Questions:

1. Please provide a Geotech (Soils) Report for the building. We recently had a project where we did not have a soils report, and we had to remove and export additional 4’ depth of soil and then import new soil in order to provide proper soil structure for the slab and footings we had to pour.

Is this something that you could request from NAVFAC?

2. a) If the soils report is not available, then we will need to make assumptions and to protect you and ourselves those assumptions will be very conservative. If NAVFAC doesn’t have one, we would strongly recommend for them to engage a company to do some borings and provide a soil report to avoid any surprises when we get into construction.

b) Are we able to drive soil and concrete trucks inside the building since the entrance into the jobsite is on the other side of the building?

3. Are we able to use diesel operated machines inside the building while performing demo, soil and concrete work?

4. Please confirm the complete scope of work for the existing utility's structure:

Will the tube steel columns and I-beams stay in place?

5. Will the electrical bus duct be removed?

6. Will the compressed airline be removed?

7. If any of the items listed above will be removed, please confirm that the demo will be performed by vendor.

8. If any of the items listed above are removed, please confirm that we will be responsible for running new utilities and structure from the wall that houses the main utility feeds.

9. Would you like us to provide a sump pump and a sensor at the bottom of the pit?

10. Please confirm that NAVFAC will test the existing soil and remove any contaminated soil if discovered.

11. Please provide a map showing an available staging area for the project.

12. Please confirm that for jobsite containment we will just need to provide a screened chain-link fence.

13. What is the water table?

14. Any salt exposure, waterproofing?

15. Does MFR provide closure plates around pit? Or are these to be contractor furnished? Any special pit wall edge detailing?

16. Forklift model/weight that will be used to load parts into the machine?

17. Please provide a floor plan showing the approximate location of the machine.

18. Are there Pipes, power or gas lines under the location of where the machine foundation is to be?

Answer to Questions:

1. Per paragraph 3.9.6 the contractor shall be responsible for performing a geotechnical survey and per paragraph

3.9.2 Foundation- FRCSW shall be responsible for testing soil for hazardous materials. Currently there is no report for the inside of the building.

2. 2.a) See response for answer to question # 1.

2.b) Gov. will provide an adequate laydown area exterior to the building. Concrete trucks can’t be driven inside of the building, but it’s allowed to bring bobcat trucks (small vehicles to transfer the soil/concrete). For reference, there’s also another entrance that is closer to the construction area of the project.

3. Yes, they will need a TSE (Tactical Support Equipment) permit and provide it to FRCSW.

4. FRCSW will be responsible for removing all utilities and utility structures.

5. Yes.

6. Yes.

7. It will be done by FRCSW.

8. Yes, FRCSW will provide hook-up within 20 feet in line of sight of the machine. Vendor is responsible for connecting the machine to the utilities provided hook-ups.

9. Yes, FRCSW will need to approve the type of sump pump (make/model, etc.) within the design review.

10. Per paragraph 3.9.2 FRCSW shall be responsible for testing the soil for hazardous materials, and when determined hazardous materials are found the Gov shall be responsible for disposal of the soil.

11. The Government will provide an adequate laydown area exterior to the building. The contractor is responsible for defining the required area.

12. The contractor will be responsible for implementing a dust/debris control plan as users will be occupying the space while the work is being completed. A mitigation plan needs to be provided to FRCSW.

13. About 20ft deep.

14. Waterproofing.

15. The contractor shall provide closure plates around Pit for safety and operational purposes when driving forklift around to load parts/pallets in the machine. 29 CFR 1910 is called out for safety. Pit covers: As defined in CFR 1910 Subpart D, §1910.21 walking-working surfaces (i.e. the grating walkway) shall not have a hole, gap or void > 2 inches in its least dimension. 1910.29(e)(1) – Is capable of supporting without failure, at least twice the maximum intended load that may be imposed on the cover at any one time. 1910.29(e)(2) –Is secured to prevent accidental displacement.

Wall edge detailing: 29 CFR 1910.22 (a) (1) – Surfaces maintained to prevent slips (housekeeping, drainage). 29 CFR 1910.141(a)(3) – Workplaces must be kept sanitary and free of vermin. Smooth walls, sealed joints, and coatings reduce rodent harborage and water intrusion 29 CFR 1910.22(a)(3) – Surfaces must be kept free of hazards like leaks or accumulation of water. Sealing the pit prevents moisture seepage, mold, and humidity issues 1910.144(a)(3) – Yellow shall be the basic color for designating caution and for marking physical hazards such as: Striking against, stumbling, falling, tripping, and "caught in between."

16. Make/Year: Toyota /2017 Model: 8FGU32, Forklift Weight: 10,360 lbs., Forklift Load Capacity: 6,000lbs, Total Weight: 16,360 lbs.

17. Enclosure 1 at the bottom of the specification shows an approximate location of the machine.

18. Per paragraph 3.9.6 the contractor shall conduct a geotechnical survey to determine location of any buried utilities in current foundation. Also, the contractor shall be responsible for identifying and relocating any existing active underground utilities located within the existing foundation. When it is determined to be abandoned, the contractor will need to contact the KO to get approval from the Government to remove it.

2.All offers will be considered valid for 120 days from the closing date in this amendment.
