About this file

This SF30 Amendment modifies a solicitation for bulk water delivery services for the U.S. Embassy in Harare, Zimbabwe. The contract involves delivering up to 5,000 water deliveries per year, with approximately 10,000 liters per delivery, servicing 50 Embassy residences in the northern part of Harare. The total estimated annual volume is up to 50 million liters. The solicitation covers a base period of 12 months with two additional 12-month option years, and vendors are requested to provide pricing per 1,000 liters with a minimum delivery quantity of 5,000 liters.

The amendment includes detailed questions and answers that provide additional context, such as confirming that pricing aligns with local commercial tanker rates (USD 10-14 per 1,000 liters), identifying Mayfort Milling T/a Orca Trading as the incumbent contractor, and specifying requirements for water quality testing (laboratory results must be within 6 months) and pre-award inspections. The solicitation permits the use of multiple subcontractors and provides a Google Maps link indicating the residential delivery areas approximately 20 kilometers from Harare's Central Business District.

Question and Answers for Bulk Water delivery services: Solicitation number 19Z11526Q0001

Question 1. Pricing realism: For pricing realism, can the Government confirm whether historical or current bulk water pricing for Embassy residences has generally aligned more closely with prevailing local commercial tanker rates (approximately USD 10–14 per 1,000 liters), as opposed to significantly lower utility-scale pricing?

Answer 1. Yes, it is aligned with prevailing commercial delivery pricing.

Question 2. Incumbent contractor: Is there a current incumbent contractor providing bulk water services under this requirement, and if so, can the Government confirm whether prior contract pricing was materially lower, similar to, or higher than current local market tanker rates?

Answer 2. Mayfort Milling T/a Orca Trading is current contractor providing bulk water services. Their price aligns with current commercial tanker rates in Harare.

Question 3. Estimated annual volume: The solicitation estimates approximately 50,000 deliveries of 1,000 liters per year. Can the Government confirm whether actual historical usage has generally tracked close to this estimate?

Answer 3. We estimate up to 5,000 water deliveries per year, at 10,000 liters per delivery (based on the standard water tanker size), servicing approximately 50 residences in the northern part of Harare, for an estimated total annual volume of up to 50 million liters. Vendors are requested to provide their best price per 1,000 liters of delivered water, based on a minimum delivery quantity of 5,000 liters. (see revised Pricing schedule on page 5-6 of the solicitation amendment)

Question 4. Use of multiple subcontractors: Does the Government permit the Offeror to utilize more than one qualified local subcontractor (e.g., primary and backup) for redundancy, provided each subcontractor independently meets all permit, water quality, and inspection requirements?

Answer 4. Yes, the use of subcontractors is permitted.

Question 5. Water quality test recency: Is there a maximum acceptable age for water quality laboratory test results at the time of proposal submission?

Answers 5. Water quality laboratory test results must have been taken within 6 months.

Question 6. Pre-award inspection timing: Will the pre-award inspection occur prior to award determination, or after identification of the apparent lowest-priced technically acceptable offeror?

Answer 6. Before awarding any contract, a pre-award survey will be conducted whereby the U.S. Embassy shall inspect the operations of the supplier to ensure proper infrastructure and equipment exists. Award shall not be made until completion of a satisfactory inspection.

Question 7. It would be helpful to have a rough idea of the geographical locations of the 50 residential properties in order to help with pricing. For example, you can say 10 residences are in Greendale, 15 in Mt Pleasant etc. without providing specific locations. Alternatively, you can say 10 in Harare West, 15 in Harare North etc.

Answer 7. The potable bulk water is to be delivered to 50 Embassy residences in the greater Harare area, approximately 20 kms from the CBD.
