Questions and Answers

1. Q. Will there be a bandwidth increase?

A. It depends on Washington’s guidance.

2. Q. Why do we have one submission date, yet we have four different solicitations to work on?

A. Due to imminent expiration of current contracts, the Government has a strict timeline as it intends to effectively award a bridge contract, but will have a more flexible and long-term solicitation process.

3. Q. Will this be best value and not LPTA?

A. The Government will use comparative evaluation where the technical evaluation panel evaluates each bid based on technical evaluation factors. Selection is based on the how the prospective bidder meets the evaluation criteria.

4. Q. Confirm if all the circuits are supposed to have separate fiber routes from provider hub to the embassy?

A. That is not a requirement, the solicitation talk about independency in the case of one circuit which is the primary circuit, particularity the Openet, but in general another fiber may be reused so long as the redundancy requirements from other providers or existing circuits or format.

5. Q. Please explain the difference between NDAA and Cybersecurity A. These are two different requirements –

- The 2019 NDAA Section 889 prohibits contracting with providers who use certain “covered telecommunication equipment or services” that are produced by Huawei, ZTE, Hytera, Hikvision, and Dahua and their subsidiaries.

- The requirement for inclusion of Cybersecurity Supply Chain Risk Management (C-SCRM) evaluation factors in all Department of State Procurements went into effect in 2023. Vendors will need to respond to the C-SCRM questions and comply with the C-SCRM language in the RFP.

6. Q. Do we use different task order numbers for every invoice submitted?

A. The Government will issue one task order for the duration of the contract which is 10 months.

7. Q. If we have questions, who do we contact.

A. Reach out to the HarareGSOProcurement@state.gov and answers will be posted on SAM.GOV.

8. Q. Can we get copies of the presentation?

A. The presentation to be sent via email.

9. Q. What happens if we provide the prohibited telecoms equipment elsewhere?

A. Where possible, the US Embassy will contract with providers that are compliant with the 2019 NDAA Section 889 provisions. If a vendor is not currently complaint with the 2019 NDAA Section 889 provisions but believes they otherwise offer a high-quality product, they are welcome to respond to the RFP but must detail their use of non-complaint hardware and services. In an event where the only otherwise qualified vendor is not compliant, we may consider use of a waiver to continue essential services until either the vendor becomes compliant, or other compliant sources are available.

10. Q. Are we able to get information on the routes being offered by Dandemutande A. Due to proprietary rights, US Embassy will not disclose the routes offered by Dandemutande.

Prospective bidders should propose all their possible routes, with their preferred route, which will then be evaluated. Prospective bidders cannot use Dande Mutande as their last mile provider.

11. Q. How do we access the C-SCRM Questionnaire?

A. It is available as a second attachment on SAM.gov but will be shared again via email.
