STATEMENT OF WORK

DCMR KITCHEN CABINET AND COUNTERTOP RENOVATION

Summary

The U.S. Embassy Ankara requires a qualified Contractor to renovate the existing kitchen and associated hall areas at the Deputy Chief of Mission Residence (DCMR). The work includes design, field verification, demolition, custom cabinetry, countertop, sink and faucet, plumbing, electrical and lighting renewal, radiator relocation and replacement, floor and backsplash tile work, painting, finishes, testing, cleaning, and all related accessories and incidentals required for a complete, functional installation.

Existing-condition photographs, concept drawings, and dimensions in the solicitation are for reference and design intent. Dimensions are approximate. The Contractor shall verify dimensions, appliance and utility locations, wall and floor conditions, clearances, and other site conditions before procurement, fabrication, or installation.

The concept design establishes the preferred overall appearance. The final design shall be based on the

Contractor's site measurements, approved materials, approved shop drawings, and written direction from the

Contracting Officer's Representative (COR). Window-frame and window-trim replacement, major-appliance replacement, and natural-gas-line modification are excluded unless specifically authorized in writing by the

Contracting Officer.

Work Plan

The Contractor shall coordinate all activities with Facility Management, the House Manager, and the COR to minimize disruption to residence operations. Normal working hours are 08:00 to 17:00. Work outside these hours, including weekends or holidays, requires prior COR approval.

All Requests for Information and submittals shall be directed to the COR. No procurement, fabrication, demolition, or installation shall begin until the applicable submittals and work sequence have received written

COR approval. Approval does not relieve the Contractor of responsibility for accuracy, code compliance, coordination, or complete performance.

Scope of Work

The Contractor shall provide all design services, materials, labor, supervision, tools, equipment, transportation, temporary protection, testing, disposal, and incidentals required to complete the project. The work includes, at a minimum:

1. Prepare and submit a preliminary design proposal with the offer and, after award, complete field-verified shop drawings and coordinated technical submittals.

2. Protect the residence and carefully remove existing kitchen and hall cabinetry, countertop, sink, faucet, backsplash/wall finish, floor tiles, radiator, and other components affected by the approved design.

3. Fabricate and install custom kitchen and hall cabinetry, including the concealed integrated ladder module, hardware, accessories, fillers, finished panels, and aluminum plinth/base systems.

4. Provide and install the new sintered-stone countertop, stainless-steel sink, professional-grade faucet, waste-disposal system, and associated plumbing connections.

5. Renew affected electrical outlets, switches, lighting circuits, task lighting, cabinet-interior lighting, and spotlights in accordance with the approved design.

6. Relocate the heating connection to the other window location and provide and install the specified cast-iron radiator.

7. Replace all floor tiles within the approved project area and install the approved backsplash/wall finish, including substrate preparation, adhesive, leveling, grouting, and finishing.

8. Complete required painting, patching, repair, testing, final adjustments, debris removal, and cleaning so the kitchen and hall areas are ready for use.

Technical Requirements

1. Bid-Stage Design and Technical Submission

Each bidder shall submit a preliminary design proposal with its offer. The proposal shall show the general design approach for the kitchen and hall areas, including the proposed layout, cabinet arrangement, countertop, materials, finishes, lighting approach, radiator location, floor finish, and other principal design elements.

The offer shall identify the proposed brand, model, manufacturer, and principal technical specifications for materials, products, equipment, hardware, and accessories. The bidder shall provide, as applicable:

• Technical data sheets and product specifications.

• Catalogues and manufacturer literature.

• Certificates, test reports, and compliance documents.

• Warranty information.

• A proposed work schedule and list of employees.

The Government may request additional documents or samples during evaluation or approval.

2. Post-Award Shop Drawings and Material Approvals

After award and before procurement or fabrication, the Contractor shall field-verify all dimensions and submit a coordinated technical architectural package for COR approval. The package shall include:

• Dimensioned plans for the kitchen and hall areas.

• Elevations for all cabinet runs and affected walls.

• Sections and fabrication details for upper, lower, and tall cabinets; countertop; backsplash; toe-kicks;

concealed ladder module; floor transitions; and appliance clearances.

• Electrical and lighting layout, fixture schedule, circuit information, and protection-device details.

• Plumbing layout for the sink, dishwasher, water-purification system, waste-disposal system, clean-water piping, and wastewater piping.

• Heating-system layout showing the relocated piping and new radiator at the other window location.

• Material, finish, and color samples for cabinetry, countertop, tile, grout, paint, hardware, sink, faucet, lighting, radiator, and related accessories.

• A detailed work sequence and final schedule.

Necessary design adjustments resulting from verified site conditions shall be incorporated into the final drawings and submitted to the COR for written approval.

3. Demolition, Protection, and Disposal

The Contractor shall protect existing floors and finishes that are to remain, walls, windows, doors, appliances, furniture, and adjacent areas. Dust barriers, floor protection, and daily cleanup shall be maintained throughout the work.

Removal shall be performed carefully without damaging the structure, utilities, appliances, or adjacent finishes.

The Embassy retains salvage rights to removed items. No item shall be disposed of until Facility Management or the COR confirms that it is not required for salvage. Approved waste shall be removed legally in accordance with local requirements.

4. Kitchen and Hall Cabinetry

Cabinets shall be custom-fabricated to field-verified dimensions and approved shop drawings. Cabinet bodies and doors shall be manufactured from E1-class raw MDF. Upper cabinets shall have natural oak veneer with a polyester finish. Lower cabinets shall have a polyurethane lacquer-paint finish.

Furniture surfaces shall use premium professional coating systems with high resistance to scratching, yellowing, moisture, normal kitchen chemicals, and cleaning products. Finishes shall be applied in a dust-free environment in accordance with the applicable manufacturer's Technical Data Sheet.

All drawer runners, hinges, lift mechanisms, pull-out systems, and other moving hardware shall be imported, professional-grade, soft-close components with high load-bearing capacity. Proposed brands and models are subject to COR approval.

Cabinet handles shall use concealed integrated profiles or push-to-open mechanisms. Aluminum plinth/base systems shall be provided. Cabinet edges, corners, side panels, filler panels, toe-kicks, and visible surfaces shall be completely and neatly finished, with no exposed raw edges.

A minimalist aluminum-alloy kitchen ladder with at least three steps shall be designed and installed within an integrated concealed cabinet module. The assembly shall be stable, safe, readily operable, and coordinated with the approved cabinetry design.

5. Countertop

The countertop shall be 20 mm thick, non-porous sintered stone with high resistance to impact, scratching, thermal shock, heat, moisture, staining, and normal cleaning chemicals. Material, color, finish, and edge profile are subject to COR approval.

Countertop work shall include field measurements, supports, cutting, sink and appliance openings, joints, corners, edge finishing, wall transitions, sealing, polishing, and secure final installation.

6. Sink, Faucet, Water Supply, and Drainage

The sink shall be minimum 1.2 mm thick AISI 304 or AISI 316 stainless steel, sound-insulated, and equipped with a waste-disposal system. The faucet shall be professional grade with a brass body, pull-out spray head, and water-saving features. Brands and models are subject to COR approval.

The Contractor shall provide all disconnection and reconnection work, drain assemblies, traps, valves, supply hoses, supports, sealants, and accessories for the sink, faucet, dishwasher, water-purification system, waste-disposal system, and related plumbing.

Clean-water lines shall be composite PPRC piping. Wastewater lines shall be low-noise drainage piping. The

Contractor shall coordinate routes and connection points with the approved design and shall test all systems for leakage before concealment and final acceptance.

7. Electrical and Lighting

Electrical outlets, switches, and lighting circuits within the project scope shall be renewed. Halogen-free, flame-retardant cables shall be used throughout the renewed installation. Where required by the approved design, suitable circuit breakers and residual-current protection devices shall be provided.

Countertop and task areas shall achieve a minimum illumination level of 500 lux using 4000 K lighting. Cabinet-interior lighting shall use 2700 K lighting. The system shall provide uniform, glare-free, visually comfortable illumination.

Spotlights shall be adjustable, have aluminum housings, CRI greater than 90, flicker-free drivers, and LED light sources with a minimum rated life of 50,000 hours. All fixtures, drivers, controls, and accessories shall be coordinated with the approved reflected-ceiling and cabinetry design.

8. Heating-System Revision

The Contractor shall provide the piping and installation work required to replace the existing radiator and relocate it to the other window location shown in the approved design.

The new radiator body shall be high-quality gray cast iron, free of cracks, voids, porosity, burrs, and other defects that could affect performance. It shall comply with TS EN 442-1 and TS EN 442-2, or equivalent current standards. Declared thermal output shall be determined in accordance with EN 442.

• Minimum working pressure: 6 bar.

• Minimum factory test pressure: 9 bar.

• Maximum operating temperature: 110 degrees C.

The completed heating installation shall be pressure-tested, balanced as required, and demonstrated to operate without leakage.

9. Floor Tile and Backsplash/Wall Finish

All floor tiles within the approved project area shall be replaced. Tiles shall be first-quality, rectified, full-body porcelain stoneware with water absorption Eb less than or equal to 0.5 percent.

C2TE S2-class flexible tile adhesive and mechanical tile-leveling clips shall be used. Epoxy-based grout shall be provided for durable and hygienic joints. The Contractor shall prepare and level substrates, coordinate transitions and thresholds, and submit tile, pattern, color, grout color, and layout for COR approval.

The existing backsplash/wall finish shall be removed as required. Wall surfaces shall be patched, repaired, leveled, and prepared before installation of the approved backsplash or wall finish. Where ceramic or porcelain tile is used, the same quality, adhesive, leveling, and grout requirements stated above apply.

10. Painting Works

Required painting in and around the project area shall use high-quality, washable interior paint suitable for kitchen use, with volatile organic compound content below 1 g/L. Paint shall be certified under Greenguard Gold or

Natureplus. Product, certification, sheen, and color are subject to COR approval.

11. Coordination, Safety, and Workmanship

The Contractor shall coordinate work around windows, doors, appliances, ventilation equipment, outlets, switches, plumbing, heating, electrical systems, and other existing conditions. Existing major appliances shall be protected and reinstalled or reconnected as necessary for the approved work, but replacement is not included unless authorized in writing by the Contracting Officer.

The Contractor shall comply with standard safety practices, applicable Turkish occupational safety and health requirements, and Department of State safety requirements as directed by the Embassy. Required personal protective equipment and safe methods shall be used for demolition, cutting, drilling, electrical, plumbing, heating, tiling, painting, fabrication, and installation work.

Damage caused by the Contractor shall be restored to the original condition at no additional cost to the

Government. Doors, drawers, hardware, lighting, plumbing fixtures, radiator, and accessories shall be aligned, securely installed, fully functional, and neatly finished.

12. Schedule, Inspection, Acceptance, and Warranty

The work shall be completed and delivered within 45 business days after contract approval unless a different period is approved in writing by the Contracting Officer. Government review time does not relieve the Contractor of its obligation to plan and coordinate timely completion.

Before final acceptance, the Contractor shall test and demonstrate cabinetry, ladder operation, hardware, lighting, outlets, switches, protection devices, radiator, sink, faucet, waste-disposal system, water and drainage connections, countertop joints, tile work, and all installed accessories. The Contractor shall remove debris and clean all affected surfaces, leaving the project areas ready for use.

Materials shall be covered by the applicable manufacturer warranties. The Contractor shall provide a minimum two-year written warranty for installation and workmanship defects. Work that does not conform to approved drawings, submittals, specifications, or written COR direction shall be corrected within seven business days after notice, at no additional cost to the Government.

Concept Design

The concept design below indicates the Government's preferred visual direction. It does not replace the

Contractor's obligation to field-verify conditions and prepare coordinated, technically complete drawings. The final appearance and layout shall incorporate the specified natural-oak upper cabinetry, polyurethane-lacquer lower cabinetry, concealed hardware, aluminum plinth systems, sintered-stone countertop, integrated lighting, approved flooring and backsplash, and the concealed ladder module.

Window-frame changes and major-appliance replacement shown in any concept image are excluded unless specifically authorized in writing by the Contracting Officer.
