About this file
This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for a project involving the fabrication and installation of a tensile fabric structure at the American Embassy in New Delhi. The amendment addresses eight specific questions from potential contractors regarding project details, including specifications for PCC flooring, fabric coverage, tree considerations, kite heights, pillar requirements, and overall structure dimensions. Key technical details include a proposed shade structure covering approximately 131'-9" × 41'-11", with tensile fabric kites at a height of 18'-0" and a requirement for the successful contractor to submit certified structural engineering documents proving the structure's safety against wind pressure. The solicitation requires potential vendors to acknowledge the amendment by completing specific blocks on the form and submitting a signed SF-30 with their proposal by 1400 hours local time on 05/27/2025.

SECTION 1.) Response to Submitted Questions
QUESTION 1.) The conceptual and proposed layout specifies a 3-inch PCC flooring laid to slope. Kindly confirm whether this 3-inch-thick PCC flooring is to be installed across the entire outside bench area, measuring approximately
131’-9” × 41’-11”.
ANSWER - Provided Statement of work clearly specifies – “REQUIRED SERVICES FOR THE PROJECT:
1. MS STRUCTURE WITH TENSILE FABRIC COVERING. (Inclusive of all raw materials, hardware, and miscellaneous items to construct the complete structure i.e. foundation level and Super structure.)
2. CONSTRUCTION OF BENCH. -COMPLETE WITH CLADDING. (As per details drawings in the SOW.)
QUESTION 2.) Kindly confirm if there is a specific manufacturer for the 30 mm thick safe floor indicated in the drawing, as per the Bench Concept design. If not, please provide the required material specifications. —
ANSWER - This is not required for the services requested. Finished levels will be provided on site for required works within this PR’s scope.
QUESTION 3.) What are the details of the fabric coverage at the tree locations? Are we required to cover the entire tree, or only partially, as shown in the design, which indicates coverage of more than half?
ANSWER - The Level of Shade structure will be below the level of foliage of the Shade tree in that zone. Fine tuning of the Shop drawing and details will be done with the finalized vendor only.
QUESTION 4.) What height should we consider for the trees at their highest point when installing the tensile fabric?
ANSWER - Please refer attached SOW in section” Addendum 1” - Height for the kites 18’-0” towards higher side and on the lower side as per slope required to drain the water. Kites will not be attached to each other but will overlap each other by at least 6”.
QUESTION 5.) What is the maximum number of pillars required? Is this specified in the contract, or should it be determined by our structural engineer based on the final design?
ANSWER - The number of pillar/pipes depends on the authenticated shop drawing provided by the finalized contractor for the project. Fine tuning of the Shop drawing and details will be done with the finalized vendor only. Just to add as mentioned in the SOW –" Successful contractor must submit signed and stamped documents from a certified structural engineering regarding foundation of the metal poles holding the tent as well the size and other details regarding metals structure to prove that the structure is safe against wind pressure.”
QUESTION 6.) Is there a minimum number of tensile fabric kites that we are required to construct? Should each kite have its own column, or can a single column support two kites? Additionally, are we to follow the conceptual design exactly, or is there flexibility to propose changes?
ANSWER - Attached drawing is a conceptual layout only. The number of kites is also conceptual and have no fixed number. It is to be determined by the authentic shop drawing provided for the project. A single column can support more than one kite, depending on the finalized concept with the finalized vendor only.
QUESTION 7.) Kindly confirm whether the total area for the tensile fabric is approximately 131’-9” × 41’-11”.
ANSWER - This is the approximate coverage of the shaded structure. The finalized vendor will verify the site measurements before actual executions and is also responsible to provide as built drawings of the Shade structure constructed.
QUESTION 8.) Do we need to get the PCC cleared up for our employees?
ANSWER - No.
