I. Background/Overview:

A cooperative research project to deploy and test video equipment in the Gulf of Mexico with the primary objective of advancing stereo video technology. Additional objectives include the deployment and retrieval of hook and line fishing equipment to generate biological samples for use in an ecosystem based fishery management project. A subset of hook and line sampling will be required deeper than 250 m as some target species have a depth range > 200 m. Additionally, video system testing includes the testing of a lighted system which has a required testing depth of deeper than 250 m due to the loss of ambient light beyond 250 m. Alternatively, some video testing can be conducted after the sun is below the horizon in shallow water (< 250 m).

II. Scope of Work

The contractor shall provide a vessel and crew that meets the specifications outlined in this document. The vessel will be used in performing deployment and retrieval of stationary video cameras and fishing equipment. The equipment required to perform the work will be provided by NOAA Fisheries except for vessel services and fishing equipment.

from depths up to 160ft using ½” line at a minimum rate of 60’/minute

● Hoisting mechanism with boom, davit, crane, or A-frame extending far enough away from the vessel such that gear (3’ radius, 3’ height) does not strike the vessel when lifting to and from the deck to the water’s surface

● Air conditioned accommodations for up to 3 scientists isolated from bridge and work areas

● Refrigerated storage capacity for food for NOAA scientists and crew for a maximum of 4 days

● 200 gal fresh water or freshwater maker

The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. The degree to which the quotation demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable. The contractor submission shall include the following applicable documents with their package:
