L.2.4 Past Performance Data: The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. SECTION MEVALUATION

Addendum to FAR 52.212-2

M 1.0 Source Selection Process: Offers shall be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. This process determines the best value to the Government to be the lowest priced quote that is determined to be acceptable in all non-

SPE4A8-27-Q-0002 Page 22 of 59 price factors, which consists of technical and past performance. Quotes that are determined acceptable for both the technical and past performance factors will be determined technically acceptable quote. Value is not recognized from a quote that exceeds the Government’s technical or performance requirements.

M 1.1. Technical Review Rating. The technical review determines whether the offer will satisfy the Government’s requirements. All responsive Offerors will have their non-priced technical quotes evaluated to determine if they demonstrate a thorough knowledge and understanding of the technical requirements, as well as provide a sound, compliant approach to executing all areas of performance. The following ratings will be used:

M 1. 2 Past Performance, Experience, and Quality Rating. The offeror’s present/past performance experience shall be evaluated to assess the offeror’s probability of meeting the proposed contract requirements. If the offeror’s experience is not sufficient, the present/past performance experience of any significant partner, joint venture, critical subcontractor, etc., who will be performing the proposed contract and the subsequent performance under the similar contract shall be evaluated as equal to the experience of the prime offeror. The Past Performance evaluation considers the offeror’s demonstrated recent (i.e. currently ongoing or completed within the last five calendar years from the solicitation open date) and relevant record of performance in supplying services and products that are the same or similar in scope, complexity and magnitude (i.e.

same/similar product, dollar value, volume) to the requirements of the solicitation.

M 1. 2.1 Relevancy and Confidence Assessment. The following acceptable/unacceptable ratings shall be used in the Past Performance evaluation:

Past Performance Acceptable/Unacceptable Rating Method

Technical Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Past Performance Rating Description

SPE4A8-27-Q-0002 Page 23 of 59

M 1. 2.2 In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

M 1. 3 Price Reasonableness/Support. All responsive, technically acceptable quotes will be evaluated for Price Reasonableness. Unreasonably low or high proposed prices, initially or subsequently, may be grounds for eliminating a quote from competition. Price Reasonableness will be evaluated as follows. Adequate price competition is expected to support the determination of reasonableness.
