PURCHASE DESCRIPTION FOR THE ACQUISITION OF A
LASER CUTTING MACHINE
SCOPE.
Scope. The purchase description set forth below describes the minimum requirements of the Government for an Amada LC2415A5NT Laser Cutting Machine. The contractor shall provide and install the Amada LC2415A5NT Laser Cutting Machine in the Sheetmetal Shop (X-17, Bay 4B, Frame 7 to 8, BLDG# A47) at US Naval Ship Repair Facility Yokosuka and Japan Regional Maintenance Center (SRF-JRMC).
APPLICABLE DOCUMENTS. The documents listed in this section are cited in sections 3 and 4 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all requirements of documents cited in sections 3 and 4 of this specification, whether or not they are listed in section 2. Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

REQUIREMENTS.
Design. The item offered shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model which, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The machine shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.
Measuring and Indicating Device Graduations. All measuring and indicating devices on the machine shall be graduated in metric
Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located convenient to the operator's work station(s).
Safety and Health Requirements. All machine parts, components, mechanisms, and assemblies furnished on the machine, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910, OSHA 21 CFR 1040 or equivalent ISO/EN/DIN/JIS standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.

Safety Guarding. The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part, and shall be easily removed to facilitate inspection, maintenance, and repair of the parts.
Audible Noise Level. Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.
Mercury Restriction. The machine shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture with the exception of fluorescent lighting where required.
Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the machine.
Lead. Lead and materials containing lead shall not be used on or in the machine with the exception to radiation cladding and lead solder in circuits.
Use of Polychlorinated Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited. The machine shall be considered PCB free providing certification to be verified containing less than 0.5 parts per million (<0.5ppm) in accordance with JEGS.
Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation and shall conform to JEGS. The equipment shall be designed and constructed so that during the operation, service, transportation and storage conditions described herein including final disposal, the equipment will comply with Environmental Protection Agency (EPA) and Occupational Safety and Health Agency (OSHA) and local environmental agency restrictions for materials classified as hazardous to the environment in effect on the date of the contract.
Lubrication. Where applicable, when the machine is equipped with a recirculating lubrication system, it shall include a filter that is cleanable or replaceable. Each lubricant reservoir shall have at least a 24-hour capacity. Means shall be provided to indicate a low lubrication condition. When a low lubrication condition occurs, the machine shall complete the current operation and come to a complete stop. The machine shall indicate that lubrication is required. All oil holes, grease fittings, and filler caps shall be easily accessible.
Replacement Parts. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, SPE4A823Q0044 Page 4 of 31 pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.
Foreign-sourced replacement parts shall either be interchangeable with domestically supplied components or be readily available from a domestic source. The contractor shall have a local Japanese dealer network that provides maintenance services including NC Controller and repair parts.
Construction. The machine shall be constructed of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the machine to its maximum rating and capacity without distortion.
Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, filling with solder or paste shall be used for reclaiming any defective part.
Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.
Threads. All threaded parts used on the machine and its related attachments and accessories shall conform to the applicable ISO/EN/DIN/JIS standard and section referenced therein. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.
Gears. All gears shall be of proper width and size to transmit full-rated torque and horsepower throughout the speed ranges without failure for the expected service life of the machine. Gears in drive trains shall be hardened and ground steel.
Surfaces. All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.
Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.
Painting. The machine shall be painted in accordance with the manufacturer’s commercial practice. All paint shall be of the lead free type.
Workmanship. Workmanship of the machine shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.
Components. The machine shall consist of not less than the following components:
Table. The table shall be equipped with free-motion ball bearings and urethane roller bearing to ensure the smooth movement of worksheets. The table shall be arranged to
SPE4A823Q0044 Page 5 of 31 provide worksheets travel in X-axis incorporating an automatic repositioning by worksheet carriages.
Discharge Chute. A discharge chute shall be provided allowing small parts without tabs to be dropped on to the scrap box. In addition, the chute shall be used for removal of larger pieces of scrap during laser cutting.
Gauge Block. A gauge block shall be provided to establish accuracy at the the origin for setting the worksheet on the table.
Scrap Box. A scrap box shall be provided beneath the table.
Cutting rollers. The cutting rollers installed in the laser processing area shall be provided.
Carriage. The carriage driven by an AC servomotor along the X-axis on the table shall be provided. The carriage shall have work clamps that shall be opened and closed with the work clamp button, or switch.
Work Clamps. Three work clamps shall be provided to the carriage to allow for calmping of worksheet thicknesses of 9 mm or greater.
Nozzle Cleaner. An integrated nozzle cleaner to automatically remove debris, dust and spatter from the nozzle shall be provided.
Drive Systems. Drive system provided on the equipment shall be AC servo motor driven, utilizing ball screws and links.
Column. The column shall be arranged to provide the laser head travel in Y and Z axes. Heat resistant skirt and beam protector shall be provided in the column to minimize the reflected light from cutting process.
Laser Head. The laser head consists of a nozzle unit and a lens holder shall be provided. The laser head shall include the following features, as a minimum:
a) 5 inch focal length lens unit- Qty one (1)
b) 5 inch focal length lens- Qty two (2)
c) Nozzle unit- Qty one (1)
d) Nozzle set- Qty one (1) includes five (5) single lens, three (3) double lens and two
(2) clean cut lens.
Dust Collector. The dust collector shall be integrated into the Laser cutting machine such that it will remove all smoke and dust generated by the cutting operation, filter the air, and return the filtered air to the inside shop atmosphere.
Chiller Unit. The chiller unit and cartridge water purifiers shall be provided and installed inside the building for cooling laser oscillation device. A back-flow preventer
SPE4A823Q0044 Page 6 of 31 shall be installed to the outlet of city water. All materials needed to supply water to the equipment shall be included.
Nitrogen Evaporator. A nitrogen evaporator shall be provided and installed inside building to supply large amount of pure gas nitrogen by vaporizing liquid nitrogen. The Government will provide liquid nitrogen in portable cryogenic tank.
Nitrogen Booster. A nitrogen booster shall be provided and installed between the nitrogen evaporator and the equipment to generate high pressure gas nitrogen up to 3MPa to assist cutting gas. The pressure regulator, pressure gages, valves, piping and all materials needed to supply nitrogen shall be provided by the contractor.
Oxygen Supply Rack. An oxygen supply rack shall be provided and installed inside building to supply 99.5% oxygen to assist cutting gas from portable gas cylinders.
The portable gas cylinders, pressure regulator, pressure gages, valves, piping and all materials needed to supply oxygen shall be provided by the contractor.
Air Booster. An air booster shall be provided and installed inside building to supply compressed air to assist cutting gas. The shop air shall be connected to the air booster to increase pressure from 0.93Mpa to 1.5Mpa. An accumulation tank will be provided by the Government to maintain stable pressure and flow to the equipment. The pressure regulator, pressure gages, valves, piping and all materials needed to supply compressed air to the equipment shall be provided by the contractor.
Beam Stabilizing Unit. The beam stabilizing unit shall be provided and installed to supply clean air into the laser beam path to prevent the diffusion of the laser beam.
Area sensor. The area sensor shall be installed around the equipment to avoid contact to the machine and working sheet during operation. The equipment shall be stopped emergency if the sensor detects passing object.
Electrical System. The machine shall conform to NFPA 79 or current equivalent ISO/EN/DIN/JIS/IEC standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.The existing power source available at the facility is AC 200 Volts, 3 Phase, 50 Hertz (Hz). The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete, including any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated, and fused, single disconnect device shall be utilized on the machine with means of lockout in the off position only.
Electrical Enclosures. Construction of the electrical enclosures shall be in accordance with NEMA 250 type 12 or current equivalent ISO/EN/DIN/JIS/IEC standards and shall provide for ventilation of components and shall be designed for an indoor non-hazardous location. All electrical components shall conform to NFPA 79 or equivalent ISO/EN/DIN/JIS standards. The machine shall be provided with interlocks on its electronic cabinet that shall instantly remove power from the equipment when the door is opened in accordance with NFPA 79 or current equivalent ISO/EN/DIN/JIS/IEC standards. At the
SPE4A823Q0044 Page 7 of 31 time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.
Arc Flash Protection. The machine enclosures shall be marked for arc flash in accordance with NFPA 79 Paragraph 16.2.3 “Safety Signs for Electrical Enclosures” or current equivalent ISO/EN/DIN/JIS/IEC standards for arc flash safety. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.
Solid-State Components. Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall be equipped to handle the electrical load imposed by operation of the machine to its maximum potential. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.
Controller Features. The machine controller shall consist of a CNC Control incorporating all standard features. The model shall be AMNC-3i developed by AMADA which shall be able to directory communicate with current CAD/CAM database created by software named AP100 from AMADA. The CNC unit shall provide programmable automatic control of machine functions, operating modes, axis movement and other part program directed functions for the Laser cutting machine. Movement in all axes shall be independent and shall be capable of independent positioning. Control features shall include Manual Data Input (MDI), simultaneous control of all axes, programmable interface, part program and buffer edit capability, part program storage, fixed cycles, and control diagnostics to at least board level. The CNC shall direct machine functions from command data stored in memory. The data stored in memory shall be input by the media specified herein. The control shall initiate a halt and error signal should a fault condition occur in the control. The control shall automatically shut down when internal operating temperatures exceed safe operating limits.
Motors. Motors shall be rated for continuous duty. Alternating-current (AC) motors shall be designed to operate on 50-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1 or current equivalent ISO/EN/DIN/JIS/IEC standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.
Each motor shall have an identification plate in accordance with paragraph 3.7 to identify manufacturer, model number, serial number, voltage, amperage, horsepower, phase, frequency, and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).
Work light. A work light, whether built-in or added on, shall be provided. The light shall comply with NFPA 79 requirements, have a protective shield, and provide maximum light to the work area.
Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70 or JEAC8001

Hour Meter. A CNC control that tracks and displays total machine on time (a non-resetting type), controller on, program runtime, and run time of the servo motor(s) run time shall be considered to meet this requirement. The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the machine.
Size and Capacity. The size and capacity of the machine shall be not less than specified in Table I.

Alignment and Accuracy Tolerances. The alignment and accuracy tolerances of the machine shall be in accordance with manufactures standard and as specified in paragraph 3.4, Table I.
Standard Tooling and Equipment. All standard tooling and equipment required for proper operation and maintenance of the machine shall be provided. A list of these items shall be furnished at time of proposal.
Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English and Japanese language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.
Lubrication Plate. A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information.

Nameplate. A nameplate shall be permanently and securely attached to each machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

Identification Marking of Military Property. An Item Unique Identification
Marking (IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text. At a minimum this tag shall contain the information listed in paragraph 3.7.2 Nameplate.
Technical Data. Three (3) Japanese hard copies, one (1) English hard copy, and one
(1) CD/DVD digital media of technical data shall be provided with the machine. Technical data shall contain technical information, specifications, instructions for the operation, maintenance of the machine and recommended spare parts list. Lifting Plan, SDSs for all hazardous materials and Non-PCB Certification shall be included in the technical date. All copies of technical data shall be legible and written in the English and Japanese.
Plan of Action and Milestones (POA&M). The contractor shall provide a POA&M to identify contractor performance dates of all major events from contract award to completion of all contract requirements. The initial POA&M shall be delivered thirty (30) calendar days After Contract Award (ACA). The milestones shall be prepared using a recognized project management technique (preferably Microsoft Project). The Government and the contractor shall review the report on a monthly basis. The contractor shall notify the Government prior to making any changes to the POA&M. All changes to the POA&M shall be approved in advance by the Government. The POA&M shall detail such items as engineering, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, training, and final acceptance test.
Installation. The contractor shall supply all materials and equipment necessary to deliver and install the equipment. The contractor shall provide lifting equipment and labor, such as forklift, mobile crane and rigging gears required for unloading and installation of the machine. The Government will not provide any crane service or lifting equipment. The contractor shall adjust the machine level and hold the equipment on the floor using anchor bolts. The contractor shall comply with all of the requirements of OSHA 29 CFR 1926 or equivalent ISO/EN/DIN/JIS standards related to the installation work. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements. The normal working hour for installation work shall be performed 08:00-

12:00, 12:45-16:45, Monday through Friday excluding Federal Holidays. The contractor shall require prior approval from the Government to work outside of the normal working hours. The contractor shall refer to Attachment A for the available installation area.
Lifting Plan. Lifting plan for the machine itself and all attachments, required for transportation, installation and operation shall be provided with drawing and calculation.
“Weight of equipment and CG (Center of Gravity) or Balance Point” shall be identified on the equipment. The contractor shall certify that the crane and rigging gear meets applicable OSHA regulations by providing a Certificate of Compliance in accordance with NAVFAC P-307.
Foundation. The contractor shall build a concrete foundation according to the manufacturer’s recommended standards for the machine. The contractor shall be responsible for all of the qualified personnel and machinery for demolition and removal of the existing foundation and installation of the new foundation. The contractor shall be responsible for testing the soil for hazardous materials in accordance with JEGS. When it is determined that hazardous materials have been found, the Government shall be responsible for the disposal of the soil. When no hazardous materials are present the contractor shall remove and dispose of the soil.
Work Stoppage. For unforeseen issues that are found during installation of the foundation, the contractor shall notify the facility point of contact (POC) and DLA immediately to determine further course of action.
Training. Training for operators shall be performed by certified Original Equipment Manufacturer (OEM) personnel in Japanese. The training for operators to learn machine function, safety operation and daily maintenance will be performed at the Government facility after installation work is completed. The training shall be for five (5) operators and shall not be less than 3 consecutive, 8 hour workdays, between 8:00 am and 16:45 pm excluding any federal holidays.
QUALITY ASSURANCE.
Responsibility for Inspection. The contractor shall be responsible for the performance of all inspection requirements specified herein and in accordance with the attached Quality Assurance Provision (QAP). Except as otherwise specified in the contract or purchase order, the contractor may use his own facility for the performance of the inspection requirements specified herein, unless disapproved by the Government. Government reserves the right to witness any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
Responsibility for Compliance. All items must meet all requirements of sections 3 and 4.
Classification of Inspections. The inspection requirements specified herein are classified as follows:

a. Contract quality assurance inspection (Origin) (see 4.4).
b. Final Inspection/Acceptance test (Destination) (see 4.5).
Inspection Conditions. All inspections, tests, and examinations shall be performed in an indoor facility with ambient temperature conditions in the range of 55° F to 100° F and 10% to 95% relative humidity.
Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. The machine and all peripheral equipment added to the machine shall be fully assembled and perform all functions in accordance with this specification. Quality conformance inspection shall consist of the examination in 4.6 and the tests in 4.7. The machine shall pass the examination, all tests, and contract quality assurance inspection to be acceptable for shipment.
Exception to Final Inspection/Acceptance Test (Destination). Audible Noise Level Test in 4.7.4 will by-pass destination and only be performed at origin.
Final Inspection/Acceptance Test (Destination). Final Inspection and acceptance test shall be performed on the machine to ensure conformance with this purchase description.
The acceptance test shall be performed only after the machine is installed at its final location. The acceptance test shall consist of the examination in 4.6 and all tests in 4.7. The machine shall pass the examination and all tests to be accepted.
Examination. The equipment shall be examined for design, dimensions, construction, materials, components, electrical equipment and workmanship to determine compliance with the requirements of this specification.
Tests. Unless otherwise specified within this document, all programs, instruments, materials, material handling equipment, qualified personnel, and tools required to perform and evaluate the tests shall be furnished by the contractor. All measurement tools and indicating devices shall be calibrated in accordance with the attached QAP. If a malfunction occurs during the test, the test shall be restarted each time until all tests in 4.7 are completed without a malfunction. Three (3) consecutive failures without completion of the test may be considered cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with this specification.
Operational Test. The machine shall be operated at no-laser oscillation for not less than 30 minutes. Proper operation of all controls, motors, adjusting mechanisms, limit switches, safety devices, ancillary equipment, and accessories shall be verified during the trial period. During operational testing the control functions and machine response to cutting program and auxiliary functions shall be checked. The machine shall be run to test the machine’s response to cutting program. Three (3) failures in a row to complete the run test may be cause for rejection of the entire system. After successful completion of the operational test, over-travel limits (programmed stops and hard stops), emergency stop devices, and accessories shall be verified during the trial period. The safety limit stops shall
SPE4A823Q0044 Page 12 of 31 be checked by attempting to exceed the limits of travel of each moving axis. Tests will be scheduled at least fifteen (15) working days in advance through the Government Contracting Office. The Government will have the option to attend and witness each test.
Unsatisfactory test results shall be reported to the Government along with written reports providing actions taken to correct problems discovered during testing. Tests accomplished after corrections shall also be presented to the Government in the same format as original test results indicating “RETEST” on the form. The Government shall be notified and present during retest of any initially failed equipment test.
Performance Test. The machine shall be operated to test the machine’s response to command data. The tests shall be conducted in accordance with the accuracies tolerances specified in paragraph 3.4, Table I. Test piece shall be cut and inspected to the dimensional accuracy of Attachment B.
Audible Noise Level Test. The equipment shall be tested for compliance with paragraph 3.1.4. “Audible Noise Level”.

DLA AVIATION QUALITY ASSURANCE PROVISION (QAP) 175 February 2020
1. MANDATORY CONTRACTOR INSPECTION SYSTEM:
The inspection system identified in FAR clause 52.246-2, Inspection of Supplies - Fixed Price, applies. This inspection system shall, as a minimum, encompass all tests and examinations specified in paragraph 3 below. Records of all these examinations and tests shall be maintained by the contractor for a period of at least three years after final contract delivery.
2. CALIBRATION REQUIREMENTS:
Contractor's inspection and test equipment utilized in determining conformity of supplies with contract requirements shall have a current valid calibration traceable to the National Institute of Standards and Technology (NIST). This calibration is to have been performed within the established calibration intervals, not to exceed 12 months, unless the contractor maintains sufficient documented records proving continuing accuracy and control throughout the established interval.
NOTE: Contractor shall establish a calibration system in accordance with the edition of ANSI/NCSL Z540.3, dated 2006-08-03. NOTE: ISO 10012 dated 2003-04-15 shall be implemented for foreign Supplies.
3. INSPECTION AND TEST:
a. The contractor shall perform or have performed all inspections and tests required and as governed by drawings, specifications and standards cited elsewhere in this contract to insure total compliance to contract requirements.
b. Visual/Dimensional Inspections: Any departure from a specified requirement shall be classified as a defect. Any defect shall be cause for rejection of the entire shipment quantity.
c. Manufacturing Process Controls and In-Process Inspections:
The contractor shall:
(1) Ensure that all manufacturing operations are carried out under controlled conditions which will adequately assure that product characteristics and criteria specified by contract are achieved and maintained in the produced item. Controlled conditions include documented process control and in-process inspection procedures, adequate methods for identifying and handling material, adequate production equipment and working environments. Inspection procedures used by the contractor to determine quality conformance of supplies shall be subject to review/approval by the Government.

(2) As a minimum, perform inspections, examinations and/or tests during manufacturing on those product characteristics which cannot be inspected at a later stage and ensure that process controls are implemented and effective. These examinations and/or tests shall be documented.
d. End Item Tests: Failure of any unit to pass any test shall be cause for rejection of the entire shipment quantity.
e. Examination of Preparation for Delivery: An examination of preservation, packaging, packing and marking shall be performed to determine compliance with contract requirements. Any non-compliance with contractual requirements shall be cause for rejection of the entire shipment quantity.
f. Any defective item discovered by the Government after shipment may be cause for rejection of the entire contract quantity.
g. For items b, d, e, and f above: The contractor shall be afforded the opportunity to remedy the defect prior to rejection.
4. INSPECTION/ACCEPTANCE:
a. Contract Quality Assurance (CQA): CQA Inspection shall be predicated upon the contractor's successful completion of all inspection, examinations and tests required by the contract and applicable specifications. The DLA AVIATION Quality Assurance Office will provide a Quality Assurance Specialist (QAS) to participate in CQA Inspection at the contractor's plant.
b. Acceptance: Final inspection and acceptance at destination shall be predicated upon the contractor's successful completion of all tests required by the contract and applicable specifications.
DLA AVIATION shall provide a QAS to witness all tests as performed by the contractor and conduct any other tests as deemed necessary within the scope of the contract and applicable specifications.
c. Coordination: The contractor shall coordinate with The Procurement Contracting Officer (PCO) on all matters concerning the quality requirements of this contract or the monitoring thereof, including the performance of CQA. Inspection and acceptance shall be coordinated through the DLA AVIATION Procurement Contracting Office.
d. Contractor Notification Requirements: The contractor shall notify the PCO at DLA AVIATION when the item(s) are ready to present to the Government for inspection and/or acceptance as follows:
(1) Origin: fifteen (15) business days advance notification to DLA AVIATION is requested for inspection.

(2) Destination: DLA AVIATION requests to be afforded fifteen (15) business days advance notification from the date the item(s) are ready for final inspection and acceptance at destination, and three business days advance notice if the item(s) fail the contractor’s Quality checks on site and will not be ready as first requested. NOTE: All federal holidays and weekends are excluded as business days.

INSTRUCTIONS TO OFFERORS
1.0 General: The following instructions are a guide to facilitate the preparation and submittal of the Offeror’s quote for this solicitation. Non-conformance with any instructions provided below may result in the quote being determined unacceptable. The quote should contain sufficient information to enable the evaluators to determine that the Offeror understands each requirement.
1.1 Objective: The intent of this Lowest Price Technically Acceptable (LPTA) source selection process is for the Government to make an award to the Offeror who provides the best value to the Government based on the results of the evaluation as described in Section 3. The Government intends to award without discussion or negotiation based on offeror’s quote received in response to the Request for Quotation (RFQ). Discussions, if necessary, will be conducted after technical review is completed. Discussions will not be held with unacceptable Offerors.
1.2 Quote Format: Quotes not structured in accordance with the following instructions may be considered incomplete, may not be evaluated, and may be returned at the Offeror’s expense.
Each page containing proprietary information should be so marked. Furthermore, each page should include the following in the footer, “SOURCE SELECTION INFORMATION—SEE FAR 2.101 AND 3.104--FOR OFFICIAL USE ONLY.” Quotes shall be submitted in the following format:

2.0 Preparation & Content: The information is expected to be simple and economical, clear, legible, specific, and complete as described in the instructions. Furthermore, it should contain only pertinent information presented in a logical and coherent manner to provide a straightforward and concise description of the technical data and ability to perform. Offerors shall assume the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the quote. All packages (electronic or hard copy) should be clearly labeled on the front cover of each section to identify the Offeror’s name, solicitation number, and title (i.e., Technical Compliance, Copy 1). The use of three-ring binders, spiral-bound booklets or elaborate formats is discouraged.
2.1 Completed RFQ: All Offerors are required to return a complete, signed copy of the Government’s RFQ, technical quote, and completed supporting documents* by the closing date and time listed in the solicitation. The offeror may submit their proposal utilizing one of the methods listed below:
A. DLA Internet Bid Board System (DIBBS) Offers may be submitted directly to the solicitation via DIBBS with priced proposals, unpriced proposals, other supporting documentation, and technical documents as separate attachments. Offers submitted via DIBBS may be found online at https://www.dibbs.bsm.dla.mil/default.aspx.
B. Mail Service (UPS, FEDEX, ETC.)
Offers may be submitted by mail. Offers may be mailed to ATTN: Christina Petrone/ BLDG 32L DLA Aviation, Mail Room Building 210, 6090 Strathmore Rd, Richmond, VA 23237.
C. Email Offers may be submitted by email with priced proposals, unpriced proposals, and technical documents as separate attachments. Offers submitted via email may be sent to Christina.Petrone@dla.mil.
*Note: An exception may be made for the Past Performance Questionnaire because it must be submitted by a third party and is outside of the direct control of the offeror.
2.2 Summary Sheet: A summary sheet or cover letter identifying any exceptions taken to the RFQ terms and conditions is required. Offerors are cautioned that any noncompliance with the terms and conditions of the RFQ may cause their quote to be determined unacceptable.
2.3 Technical Quote: The quote shall be clear, concise, and include sufficient detail for effective evaluation and not simply rephrase or restate the Government’s requirements. The quote should provide convincing rationale and demonstrate the Offeror's detailed approach to meeting the requirements. Technical quotes must include the following:

The technical requirements of the Purchase Description, Salient Characteristics or Statement of Work shall be addressed as follows:
A. "Descriptive literature" means information (e.g., cuts, illustrations, drawings, and original manufacturers' brochures) that is submitted as part of a quote.
Descriptive literature is required to establish, for the purpose of evaluation and award, details of the product quoted that are specified elsewhere in the solicitation and pertain to significant elements such as (1) design; (2) materials;
(3) components; (4) performance characteristics; and (5) methods of manufacture, assembly, construction, or operation. The term includes information required to determine the technical acceptability of the quoted product; it does not include other information used in determining the responsibility of a prospective contractor or for operating or maintaining equipment.
B. Data displaying more than one model or size shall be clearly marked to indicate the specific item being quoted.
C. Quotes which do not present sufficient information to permit complete technical evaluation by the Government may not be considered for award.
2.3.2 Indication of Compliance or Exception to Technical Requirements
(COMPLIANCE STATEMENT)
The identical numerical sequence stated in the attached technical scope of work/product description must be used in the compliance statement. Each paragraph of the scope of work/ product description must clearly indicate a response with one of the following statements:
A. EXCEEDS - Where the offeror surpasses the requirement, a narrative description shall be provided.
B. COMPLY - Where the offeror meets the requirement the compliance statement should reflect comply. No narrative is required to be provided unless requested.
C. EXCEPTION TO - Where the offeror takes exception to the requirement, a narrative description shall be provided.
Offerors who do not provide sufficient technical data for evaluation (by the methods noted above); may be rejected without further consideration. The supplying of standard commercial literature shall not be construed as compliance unless it is complete in all details as to permit a technical evaluation in accordance with these instructions. Descriptive literature shall be written in English and all dimensions, capacities, and ratings given in the US system of measurements.

Information submitted other than as herein described will not be translated or converted by the Government to determine product conformance or acceptability.
2.4 Past Performance Data: Past performance shall be used as an evaluation factor within the Lowest Price Technically Acceptable (LPTA) process. The Government intends to collect and evaluate prior contract performance data to assess each Offeror’s ability to supply the products and services required and the quality of the manufacturer’s product quoted for this procurement.
The Government may use any and all past performance data at its disposal in evaluating an Offeror’s demonstrated record of performance. This may include review of contracts issued by any branch of the federal government, whether manual or electronic, past or present, and any commercial contracts identified by the Offeror.
The information provided is considered sensitive and shall not be released to the Offeror. All information is subject to verification by the Government during the evaluation. The Government reserves the right to contact the Government or commercial points of contacts identified, or contacts for other contracts performed, for the purpose of verifying information concerning past performance and/or to obtain additional information.
Evaluation of the past performance surveys received will occur in accordance with Past Performance as addressed in section 3.0.2.
The government will use any and all past performance data at its disposal in evaluating the quality of the product quoted to determine the best value. Data collected from government or commercial sources on previously supplied same/similar manufacturing machines can be used to determine the product quoted is not satisfactory and determined not to be the best value.
3.0 Source Selection Process: Offers shall be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. This process determines the best value to the Government to be the lowest priced quote that is determined acceptable in all non-price factors, which consists of technical and past performance. Quotes that are determined acceptable for both the technical and past performance factors will be determined technically acceptable quote.
Value is not recognized from a quote that exceeds the Government’s technical or performance requirements.
3.0.1. Technical Review Rating. The technical review determines whether the offer will satisfy the Government’s requirements. All responsive Offerors will have their non-priced technical quotes evaluated to determine if they demonstrate a thorough knowledge and understanding of the…
