Notes:
1. The quantities as listed in the “Price Schedule” are estimated requirements for this contract period. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed.
2. The government reserves the right to make a single or multiple contract award, whichever is most advantageous to the government. The intent of this contract is to make a single award for either plastic tags or metal tags. The awardee must be able to supply all line items for their respective tag and applicator for each performance period.
3. PRICE SCHEDULE
• Prices shall include all costs associated with the performance of all work under this contract, which includes, all the needed supplies, shipping, equipment, etc. needed to provide the eartags according to the specifications in the following solicitation to the USDA, APHIS, VS. Vendor shall submit a firm-fixed price quote for their respective tags. More specifically, it is expected that a vendor will offer plastic OR metal tags that meet the specifications outlined in this solicitation and is the most price effective. If offering more than one device, complete a price schedule for each device and clearly label the price schedule for the device offered. The contractor shall complete the price schedule based on a unit price per tag for each of the ordering ranges (100, 200, 300, 400, 500, 600, 700, 800, 900, 1000 to 1900, 2000 or more) which shall include all costs including set-up, data entry, handling, and delivery (see Section 1.4 above for shipping details). Vendor may add additional ranges above 2000, if an additional discount will be provided for orders above 2000 and up to 50000. There shall also be an applicator cost for use with the specific ear tag quoted including shipping cost when ordered with tags, separately or in bulk.
Please note that the estimated number of applicators assumes that we would not be able to use applicators we currently own. If the vendor is able to offer eartags that are compatible with National Band and Tag Style 505S tag pliers, then the estimated quantity would change to 150 and in any case would be 150 in the out years. Note:
vendor must be able to provide up to 5,000 compatible applicators for direct purchase by the general public and that price must be indicted and will be considered in the evaluation. Price quotes should be of sufficient detail to determine their adequacy. Vendor shall indicate pricing for each year of the contract otherwise, the quote will not be considered for award.
• Vendors may manufacture and ship the serial tags on a per order as needed basis or manufacturer may print/stamp a stock of serial tags for frequently ordered series and ship the tags from stock rather than on an order-by-order basis.
• If vendor does not have a published catalog price; FAR 52.216-2 Economic Price
Adjustment-Standard Supplies. (Nov 2021) for periods three thru five will be based on CPI index found at https://www.bls.gov/data/inflation_calculator.htm

The COR is responsible for monitoring the performance of work under contracts awarded as written in the contract. Each invoice shall provide sufficient detailed information to verify the products delivered, which includes a summation of the number of tags delivered for each location and the tracking number and shipping company for verification of delivery.
A monthly audit of 1% of the orders invoiced each month will be performed to ensure proof of delivery. If proof of delivery of any of the randomly selected orders cannot be confirmed, a penalty of 10% will be applied and deducted from the billing. This 10% deduction will be applied to the total cost for the group of orders invoiced that month. Further, payment will be delayed as contractor will have to submit a corrective action report, in writing, to identify why the tags were not delivered as invoiced, and identify the steps as to how the problem is being corrected to ensure it does not happen in the future. Only after the corrective action report has been received and approved, along with confirmation of delivery, will the outstanding invoice get approved for payment.

3.0
3.0 EVALUATION FACTORS
3.1 Evaluation Factors
FACTOR 1: Technical Capability The Vendor’s technical capability will be evaluated by how well the proposed products meet the Government’s requirements, as well as their quality control plan and ability to ship and process orders through AIMS. The following technical criteria will be evaluated:
1. The eartag offered must be an APHIS approved official scrapie program eartag or meet the requirements for approval prior to award.
2. If APHIS has not previously approved the eartag to be printed with the serial print format or has not approved the color being offered, acceptably printed samples must be submitted as specified in Attachment 1 – Specifications Plastic Alphanumeric Serial Eartags or 2 – Specifications Metal Alphanumeric Serial Eartags as applicable. Vendors may be given the opportunity to correct printing/stamping deficiencies if the eartag is otherwise acceptable and the quote is in the competitive range.
3. Superior Technical merit may be determined based on superior durability, retention, tag closure, legibility, lack of injury to the ear, and utility in the field. This will be evaluated based on the information in the approval package and from the evaluation done during the approval process and information received from the public post approval unless the vendor submits additional information related to these factors with its quote.
4. The applicator will be evaluated for performance to determine if it performs adequately;
ease of use, proper release, durability, efficiently applies tags. If the applicator offered for the contract is different from the one submitted for eartag approval, a sample must be submitted.
5. Quality Control Plan. Contractors shall include a quality control plan with their quote.
The plan shall explain the Contractor’s quality control system and clearly demonstrate the manufacturer’s ability to consistently adhere to contract specifications and contract delivery requirements.
6. The offers’ ability to produce, ship orders and process orders in AIMS.
http://hspd12.usda.gov/
Preference may be given to vendors with tags for which successful long term use in sheep and goats can be demonstrated or for which long term retention, durability and legibility data demonstrating a high level is provided.
If the vendor does not have a tag and applicator product that is currently approved by APHIS for use in goats and sheep for the scrapie program or has not had the required color or print formats previously approved, they must submit samples with their offer for APHIS to conduct an evaluation of their products as described below for plastic or metal tags. Currently approved tag manufactures are not required to submit samples with their offer if the required print formats, tag colors, and applicator have already been approved by APHIS for this purpose. If the manufacturer has tags and applicators approved but is offering a new tag and/or applicator or plans to package the tags differently, then they must provide samples of the products they are offering.
SAMPLES:
If tags are requested for evaluation the vendor will be given 15 business days to produce the tags printed as specified, fulfilled in AIMS and shipped to the evaluation site. If the delivery of the test samples exceeds 15 business days or the vendor is unable to correctly enter the data in AIMS this will be taken into consideration in the evaluation of the contractors offer.
The tag and applicator samples the contractor submits must be the products the contractor would provide under the contract – i.e. packaged as they will be packaged under the contract.
In the event the samples differ in any way from the tags and applicators to be supplied under the contract, the vendor is to state how the samples differ.
Samples of each tag type, print format, or color not currently approved must be submitted including 5 slaughter only medium blue serial tags and 5 orange regular serial tags. The submitted tags must be printed as required for the contract as described in Attachment 1 – Specifications Plastic Alphanumeric Serial Eartags or 2 – Specifications Metal Alphanumeric Serial Eartags as applicable. Tags will be sequentially numbered and will use “XX” as the state postal abbreviation. The sequence must start with XXA12345.
