Scope of Work (SoW) Background:

Trainings and Needs Assessment to Enhance Security Cooperation and Prevent Antiquities Smuggling

1. Purpose and General Requirements The Public Diplomacy Section (PDS) of the U.S. Embassy Tashkent is soliciting proposals from qualified U.S.-based (set aside) Small business organizations to develop and deliver comprehensive trainings to strengthen U.S.-Uzbek security cooperation through the prevention of antiquities smuggling and combatting transnational criminal networks who profit from smuggling. The workshop should share U.S. best practices in security at cultural heritage sites and international counter-smuggling cooperation for heritage site managers and law enforcement personnel —including police, national guard, tourism police, and prosecutors —primarily in Tashkent and Samarkand, and train local specialists in enhancing security measures to protect Uzbekistan’s cultural heritage sites and prevent illicit trafficking. This process should begin with a comprehensive needs analysis by U.S. cultural heritage and law enforcement experts, in coordination with Uzbek stakeholders to localize the training materials and workshops.

The selected organization will be contracted from October 2025 through September 2026. Based on performance and mutual agreement, the contract may be xtended for future years. The organization will closely coordinate with the U.S. Embassy’s Public Diplomacy Section. All activities and deliverables must adhere to the technical requirements described herein and are subject to final approval by the U.S. Embassy. Deliverables shall become the Embassy’s property, subject to the provisions herein.

2. Technical Requirements

• Objectives o Strengthen law enforcement collaboration by engaging U.S. and Uzbekistani stakeholders to counter transnational criminal networks that traffick cultural property and building long-term partnerships.

o Enhance security measures at Uzbekistan’s cultural heritage sites to deter vandalism, looting, and illicit trafficking.

o Foster wider stakeholder engagement and public awareness to protect cultural property.

• Target Audiences o Law enforcement personnel, including police, National Guard, tourism police, customs officials, and prosecutors.

o Heritage site managers, museum staff, and administrators.

o Additional stakeholders, including local residents, tour guides, volunteers and museum staff.

• Monitoring and Reporting

The organization will submit monthly status updates and a final performance report. Reports must include:

• Program activity summaries.

• Target audience and program participants’ feedback.

• Monitoring and evaluation according Performance Monitoring Plan (PMP) form.

A final report on program results and metrics, including a comprehensive analysis of the impact, knowledge and techniques gained, and recommendations for future activities must be submitted by the end of September 2026.

3. Performance Milestones

• Milestone 1—Needs Assessment and Training Curriculum Development (November- December 2025):

o Conduct an in-person or virtual needs assessment and submit a report identifying security vulnerabilities and training gaps. Specifically, these assessments will be conducted with the Cultural Heritage Agency (site managers, museum personnel, policy) and the Ministry of Internal Affairs (police, tourism police, national guard, customs), in coordination with relevant U.S. law enforcement organizations.

o Design two three-day, custom training curricula tailored to meet identified needs to be delivered to law enforcement entities in Tashkent and cultural heritage managers and tourism police in Samarkand. The modular training and education program should cover theoretical knowledge and practical skills, case-scenarios based on U.S. Embassy Tashkent’s cultural heritage related programs and security cooperation and relevant to the target audiences:

- Police and law enforcement: develop skills to conduct site security assessments and planning, and guard sites and collections, as well as knowledge of how to develop a legal framework to build cases against looters and others to protect cultural property.

- Heritage site managers: develop skills in site monitoring, working with law enforcement, and how to effectively engage local communities in site protection.

o Coordinate the training program with all program partners, receive feedback from third-party specialists and, based on recommendations, improve the proposed training program.

• Milestone 2—Training Implementation (March–April 2026):

o Deliver two three-day in-person training sessions for 30-50 law enforcement personnel in Tashkent, and a separate training for 30-50 heritage site managers and community stakeholders in Samarkand.

o Provide ongoing virtual support and consultations for training participants on the implementation of new security protocols and development of new initiatives to improve the legislative framework for the protection of cultural heritage properties.

o Deliver clear instructions, templates and recommendations on how to effectively engage the public in protecting cultural heritage, and provide virtual mentoring to training participants in developing their public outreach programs.

• Milestone 3—Final Report and Recommendations (August 2026):

o Submit a comprehensive final report on program results, including metrics, audience feedback, and recommendations for future initiatives.

4. Logistics and Requirements o The contractor will manage all internal and third-party coordination, subcontracting, and logistics related to this program.

o A dedicated project manager must be assigned and remain available throughout the contract period.

o All required travel to Tashkent, Samarkand, or other cities must be anticipated and included in the proposed budget.

o All communications, public materials, and branded visuals must adhere to U.S. Department of State branding standards and visual identity guidelines.

5. Project Background U.S.-Uzbek security cooperation is critical to stem unlawful international smuggling efforts and increase capacity for community policing. Collaboration to protect Uzbekistan’s rich cultural heritage advances law enforcement cooperation to combat international criminal networks that traffick a wide range of goods. . The Bilateral Cultural Property Agreement signed between the United States and Uzbekistan in 2023 has catalyzed cooperation and exchange of expertise, creating opportunities to share technical expertise, raise public awareness, and improve cultural heritage site management.

Building on past projects, U.S. Embassy Tashkent seeks to expand and deepen collaboration between U.S. and Uzbekistani organizations and experts. Previous efforts have demonstrated the value of leveraging U.S.

expertise in cultural heritage management, innovative technologies, and public outreach. Best practices include fostering long-term partnerships. Lessons learned highlight the importance of clearly defined objectives, stakeholder engagement, and sustainable capacity-building initiatives.
