About this file

This document is an Amendment of Solicitation (Amendment A0001) and accompanying Questions & Answers for Solicitation No. 191N6526Q0094 issued by the American Embassy in New Delhi for Hindi and Urdu language instruction services. The amendment extends the quotation submission deadline to August 10, 2026, at 5:00 p.m. India time and provides clarifications on contract requirements through 31 Q&As.

The contract requires a contractor to provide Hindi and Urdu language classes to U.S. Embassy community members, including U.S. Direct Hires and their adult family members. The base year enrollment is expected between 20-35 students at any given time, with most students studying Hindi. Classes will be held at the Embassy in New Delhi and are designed for in-person instruction, though remote sessions may occur in rare temporary situations. The contractor must determine class schedules and pacing; most classes meet twice weekly during Monday-Friday Embassy working hours. Up to two concurrent classes are possible using available classrooms. The maximum contract hours available per year is 1500. Pricing must be structured as per student/per instructional hour, and all administrative costs including instructional materials must be included in pricing; the government will not provide materials or pay for travel/standby time. Instructors must obtain Delhi Police Clearance Certificates and can be sourced through subcontracting agreements only if all qualification requirements are strictly met with documented evidence submitted at proposal time. The Embassy provides some Hindi grammar books but otherwise does not furnish instructional materials. The current incumbent contractor is Winsome Translators (Award No. 191N6523P0482). Quotations must be submitted electronically to Newdelhibids@state.gov and the Contracting Officer is Paul M Nichols.

SBU - CONTRACTING AND ACQUISITIONS

Question-6: Classroom Resources If multiple classes are expected to be conducted simultaneously, will the Government provide separate classrooms and instructional resources for each class, or should offerors include the cost of additional instructional materials and equipment in their proposals?

Answer-1: Instructors sourced through an established language training institute under a subcontracting agreement may be considered acceptable only if all of the following conditions are fully satisfied. Failure to meet any of these requirements may result in disqualification of the proposed staffing approach.

1. Strict Qualification Compliance: Every subcontracted instructor must fully meet — without exception — all qualification, certification, education, and experience requirements specified in the Statement of Work (SOW)/Performance Work Statement (PWS). The prime contractor must submit documented evidence (e.g., certifications, transcripts etc) for each proposed instructor at the time of proposal submission. Proposals that fail to provide this documentation upfront may be deemed non-responsive.

2. Full Disclosure of Subcontracting Arrangement: The prime contractor must explicitly identify, in writing, the name and credentials of the language training institute, the exact scope of work being subcontracted, and a clear justification for why subcontracted instructors are necessary. Any lack of transparency in the proposal regarding subcontracting arrangements will be treated as a material deficiency.

3. Accountability: The prime contractor bears full and sole responsibility for subcontractor performance. The prime contractor must implement and describe, in its proposal, a clear oversight and quality control mechanism to monitor subcontracted instructor performance throughout the period of performance. The U.S. Government reserves the right to reject any subcontracted instructor who fails to meet performance standards, at any time during contract performance, without penalty to the Government.

4. Refer to DOSAR - 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) of the solicitation document.

Question-2: What is the expected proportion between in-person classes (Embassy/American Center) and virtual/online classes?

Answer-2: We expect all classes to be designed for in-person instruction. In certain circumstances, an instructor can deliver some class sessions remotely, though typically those are in rare, temporary situations when the student is out of town for a specified period.

Answer-3: The contractor shall get the Delh Police Clearance Certificate for their instructors. Any additional requirement shall be communiucated to the award winning contractor.

Answer-4: This is a solicitation for Hindi and Urdu language instruction. In the base year, the Embassy expects between 20-35 students total at any given time. The enrollment numbers vary due to the transient nature of the diplomatic student community. Most students study Hindi.

Section 1.2 of the solicitation describes the anticipated class structure, including class size. The contractor will determine the class schedules and pacing, noting that for these adult education classes, most classes meet twice a week.

Answer-5: The contractor will determine the class schedules and pacing, noting that for these adult education classes, most classes meet twice a week, and there will likely be between 20-35 students in the base year at any given time.

Up to two classes can be held concurrently as there are two classrooms available.

The enrollment numbers vary due to the transient nature of the diplomatic student community. The typical aggregate number of instructional hours of classes per day also varies based on the student population’s work schedules. The maximum number of hours available per year on this contract is 1500.

Please note that instructors are not required to be on the premises for the full working day. We expect that the contractor make classes available during the embassy’s Monday- Friday working hours.

Question-23: Is it acceptable for the contractor to provide instruction through multiple qualified instructors rather than a single instructor?
