1. Introduction

The Propulsion System Evaluation Facility (PSEF) located at Naval Air Station Patuxent River (NAS PAX) performs gas turbine engine testing on a variety of the Navy’s turboshaft / turboprop engines. Several test cells within the PSEF are equipped with hydraulic dynamometers (waterbrakes), along with other drivetrain components, all of which are used to effectively simulate the propeller loads these turbine engines would see on-wing. Behind the scenes, the waterbrake controller is used to accept various operator and facility inputs, in order to properly send the appropriate commands that control the load on the drive-line in concert with the attached turboshaft engine operating.

The current controller used at the PSEF is obsolete, and the company producing it is no longer supporting future variants or providing parts / spares. In an attempt to produce a future capable controller, the PSEF engineering team has developed performance requirements detailing the intended use for the system. In response, the team is looking for a capable contracting firm to design, develop and integrate the hardware/software for a fully functioning waterbrake controller. This document provides an overarching description of the system, and lays out the requirements for the system’s development.

2. Description The waterbrake (dynamometer) is a component of the drive-line that includes the flywheel, torquemeter and all interconnecting shafting. The gas turbine, turboshaft engine acts as the test asset and attaches to the drive-line to drive the facility components. The purpose of the drive-line is to enable testing of the engine over its operating profile. The waterbrake provides the load to the drive-line which simulates the propeller of an aircraft for the engine. The waterbrake controller governs the load the waterbrake imparts on the driveline and the engine.

When the engine makes power changes, the waterbrake controller adjusts water flow to regulate the load the waterbrake puts on the shafting for the engine to complete the power transient as if installed in the aircraft.

Different engines utilize different control methods, therefore the waterbrake controller has to allow for different control methods for the system to function properly.

Turboshaft engines are either power turbine speed governing or not. The architecture of the control logic for each engine is dependent on the engine’s end use and the engine’s designer. The power turbine speed governing engines self-regulate the speed of their output shaft, and for those types of engines a form of torque control is performed by the waterbrake controller through the variation of load generated at the waterbrake. This is generally done through a method of control known as “torque control”, which simply varies load on the engine, while the engine governs its own speed. There are more complex versions of torque control that vary load as a function of speed through the use of a polynomial curve. However, at its core, this is also simply a form of torque control.

The non-power turbine speed governing engines don’t control their output shaft speed at all. Therefore, the waterbrake controller must control the engine’s speed by varying the load on the waterbrake. This method of control is known as “speed control”. If not for this control method, the engine could potentially “run-away”, which would result in the overspeed of the engine power turbine.

The final, and most simplistic form of control, is known as “valve position control”. In this control mode, the engine operator commands a particular valve position, which in turn, sets a finite water flow through the waterbrake. Both engine control types can also function via this mode of control, then the onus of maintaining speed or load is on the operator specifying each valve position.

There are composite methods of controlling the waterbrake where the water valves function independently of each other. This could be one valve uses a lookup table per some input and the other uses a load, speed, power, or function control method. The waterbrake controller may also utilize a step method, where the control method changes depending on the command input between different functions. The waterbrake controller will be capable of bumplessly changing between control modes regardless of command input source.

The waterbrake controller controls the load of the waterbrake by varying the volume of water within it. Less water volume results in less load on the engine. More water volume equates to more load. Speed is another component of the brake since increasing water volume, while not increasing power input, reduces speed. This is because water volume relates directly to horsepower.

Water inside the brake performs another function of cooling the water cavity. As more load is imparted on the water within the brake, the water heats up and must be released and replaced with cooler water to maintain temperatures below damaging levels within the brake. Thus, the flow of water in and out of the brakes constitutes the volume of water within the brake. The valve types and signals are dependent on the brake design and the valve design. Different valves and configurations have different water flow profiles. The controller will be configured for valve position to water flow profile for the valves. The controller can utilize closed loop valve control or open loop valve control depending on the installation configuration. Closed loop valve control uses valve feedback to ensure the valve is at the correct position and open loop valve control doesn’t use valve feedback and simply commands a position with no verification it’s correct. Some drive-lines utilize multiple waterbrakes to apply the correct amount of load to the drive-line and pairs of valves are controlled for multiple waterbrakes.

The waterbrake controller controls the valves as required to maintain the load as commanded whether it be constant or transient in response to the engine maintaining or changing load. The waterbrake and engine work in concert with each other. That may mean the controller translates the engine throttle command to its own command or uses a separate, direct command input. The source of the command signal may be analog, digital or something over protocol communications. To control the speed and/or torque of the waterbrake, the controller will input valve position changes that adjusts water volume in the brake in order to govern the speed and torque on the brake. The controller feedback signals will need to be able to be filtered differently to ensure smooth control of the system. The inputs and outputs used for control will need to be updated at a high rate to enable smooth control.

The waterbrake controller will output and input digital data and commands via a communication protocol that interfaces with LabVIEW or another external control/data source. The commands that are sent to the controller will not affect the data output from the controller ensuring a constant and uninterrupted data stream either way. Once initially configured, the waterbrake controller will be capable of performing all operations via remote operation and not require any input on the physical controller.

3. Technical Requirements

Top-Level Requirements

2. System shall be powered by 120 VAC, 50/60 Hz plug or 24/28VDC power supply

3. System shall be capable of being operated and stored in an environment with temperatures that range from 32°F -120°F

4. System shall be capable of being operated and stored in an environment with humidity that ranges from

10% - 90% (non-condensing)

5. System shall be capable of independent and dependent dynamometer valve control

6. System shall be capable of reading and interfacing with all critical dyne string parameters including, but not limited to, speed, torque, inlet valve position and outlet valve position

7. System shall include integrated control logic that allows for turbine engine speed control

8. System shall include integrated control logic that allows for turbine engine torque control

9. The system shall measure speed up to 30,000 RPM

10. The system shall measure torque up to 4,000 lb-ft

11. System shall be capable of varying control set-points through the use of on-board and external hardware knob potentiometer inputs

12. System shall provide the capability to control set-points through at least 2 hardware knob potentiometer inputs

13. System shall be capable of varying control set-points through the use of external analog, digital and

Ethernet commands via Modbus TCP/IP

14. System shall include the capability for external monitor display through the use of both DVID and

HDMI

15. System shall include the capability for external keyboard and mouse inputs through the use of USB 3.0 or greater

16. System shall include the capability for data transfer to external systems through the use of USB 3.0 or greater

17. System shall include the capability of transferring all on-board data through Ethernet connections at a speed of 20-hz or greater

18. System shall include the analog inputs and outputs described in Table 1

19. System shall be an Embedded System capable of communicating with Allen Bradley PLC’s

27. The system shall be capable of valve mode control, speed mode control, torque mode control and function mode control.

28. The system shall be capable of controlling both valves via the same control mode or each valve by different control modes simultaneously. (i.e., operating the inlet valve in position mode control and the outlet valve in torque mode control)

29. Independent valve mode control shall be defined as dual, configurable inputs into the controller that controls the inlet and outlet valves separately (open loop control)

30. Speed mode control shall be defined as a single, configurable, operator speed input (in RPM) into the controller that uses feedback from the waterbrake tach or other speed source to adjust inlet and outlet valve positions to control engine speed (closed loop control)

31. Torque mode control shall be defined as a single, configurable, operator torque input (in ftlbs) into the controller that uses feedback from the waterbrake load cell or other load source to adjust inlet and outlet valve positions to control engine torque (closed loop control)

32. Function mode control shall be defined as a single, configurable, operator input into the controller that uses a pre-defined power law function or polynomial law function to adjust inlet and outlet valve positions to control engine torque with respect to shaft speed (closed loop control)

33. The system shall be capable of “bumpless transfer” between each mode of control. This means that the system will take the current conditions (i.e., torque, speed, valve position, etc.) and apply those when transferring between control modes. (I.e., if the engine is in speed mode control and the operator requests a transfer to torque mode, and measured torque is currently at 500 ft-lbs, the controller will switch to torque mode control at a 500 ftlb setpoint automatically, without disturbing the engine)

34. The system shall utilize a “wait” or “hold” feature when conducting a “bumpless transfer” between modes if the operator input is out of range. (I.e., when switching from torque mode to function mode control, if the operator external 0-10 VDC input is not set at the correct torque condition, the system will wait until the operator brings it within the setpoint range before finalizing the bumpless transfer between modes)

35. The system shall be capable of utilizing different control modes in a piece-wise fashion at different sections of a pre-defined, configurable, operating profile

43. The system shall include user configurable safety / interlock options, able to be configured based on analog or digital inputs into the system

44. The system shall allow the user to add or remove safety interlocks, including the capability to add up to a minimum of 20 interlock conditions

System Configuration Requirements

45. The system shall allow for configurations to be saved, stored and loaded for all critical control parameters in the case of engine or waterbrake changes

(a) Definitions. As used in this clause--

Contract financing payment means an authorized Government disbursement of monies to a contractor prior to acceptance of supplies or services by the Government.

(1) Contract financing payments include--

(i) Advance payments;

(ii) Performance-based payments;

(iii) Commercial advance and interim payments;

(iv) Progress payments based on cost under the clause at Federal Acquisition Regulation (FAR) 52.232-16, Progress Payments;

(v) Progress payments based on a percentage or stage of completion (see FAR 32.102(e)), except those made under the clause at FAR 52.232-5, Payments Under Fixed-Price Construction Contracts, or the clause at FAR 52.232-10, Payments Under Fixed-Price Architect-Engineer Contracts; and

(b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area WorkFlow (WAWF). The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when-

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.

(f) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

52.204-13 SYSTEM FOR AWARD MANAGEMENT MAINTENANCE (OCT 2018)

(a) Definitions. As used in this clause--

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management (SAM) records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Contractor has entered all mandatory information, including the unique entity identifier and the EFT indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14), into SAM;

(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The Contractor will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

System for Award Management (SAM) means the primary Government repository for prospective Federal awardee and Federal awardee information and the centralized Government system for certain contracting, grants, and other assistance-related processes. It includes—

(1) Data collected from prospective Federal awardees required for the conduct of business with the Government;

(2) Prospective contractor-submitted annual representations and certifications in accordance with FAR subpart 4.12;

and

(3) Identification of those parties excluded from receiving Federal contracts, certain subcontracts, and certain types of Federal financial and non-financial assistance and benefits.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b) If the solicitation for this contract contained the provision 52.204-7 with its Alternate I, and the Contractor was unable to register prior to award, the Contractor shall be registered in SAM within 30 days after award or before three days prior to submission of the first invoice, whichever occurs first.

(c) The Contractor shall maintain registration in SAM during contract performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement. The Contractor is responsible for the currency, accuracy and completeness of the data within SAM, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. To remain registered in SAM after the initial registration, the Contractor is required to review and update on an annual basis, from the date of initial registration or subsequent updates, its information in SAM to ensure it is current, accurate and complete. Updating information in SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.

(d)(1)(i) If a Contractor has legally changed its business name or ``doing business as'' name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day's written notification of its intention to--

(A) Change the name in SAM;

(B) Comply with the requirements of subpart 42.12 of the FAR; and

(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor shall provide with the notification sufficient documentation to support the legally changed name.

(ii) If the Contractor fails to comply with the requirements of paragraph (d)(1)(i) of this clause, or fails to perform the agreement at paragraph (d)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the SAM information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the ``Suspension of Payment'' paragraph of the electronic funds transfer (EFT) clause of this contract.

(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the SAM record to reflect an assignee for the purpose of assignment of claims (see FAR subpart 32.8, Assignment of Claims). Assignees shall be separately registered in SAM. Information provided to the Contractor's SAM record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the ``Suspension of Payment'' paragraph of the EFT clause of this contract.

(3) The Contractor shall ensure that the unique entity identifier is maintained with the entity designated at www.sam.gov for establishment of the unique entity identifier throughout the life of the contract. The Contractor shall communicate any change to the unique entity identifier to the Contracting Officer within 30 days after the change, so an appropriate modification can be issued to update the data on the contract. A change in the unique entity identifier does not necessarily require a novation be accomplished.
