About this file
This is a Request for Quotation (RFQ) from the Indian Health Service (IHS) for solid waste removal services at the Woodrow Wilson Keeble Memorial Health Care Center in Sisseton, South Dakota. The 100% small business set-aside contract is a firm fixed-price, non-personal service purchase order for one base year with four one-year option periods. The solicitation requires 120 pickups per year of a 20-25 yard roll-off dumpster, with services to be performed twice weekly on Tuesdays and Thursdays.
The contract period runs from 09/01/2025 to 08/31/2026 for the base year, with subsequent option years extending through 08/31/2030. The contractor will be responsible for providing all equipment, maintaining dumpster areas, ensuring proper waste disposal in an EPA-certified landfill, and providing a waste manifest report for each pickup. The solicitation emphasizes Indian preference in employment and subcontracting, and requires electronic invoicing through the Invoice Processing Platform (IPP). The total contract value is not specified, but the quoted unit price must be all-inclusive, covering travel, lodging, per diem, fringe benefits, and all applicable taxes.
