About this file
This is a Solicitation/Contract for Commercial Products and Commercial Services (Standard Form 1449) issued by Pearl Harbor Naval Shipyard for the procurement of various screw components. The solicitation (SPMYM426Q3023) seeks 24-245 cap screws of different specifications, primarily nickel-copper-aluminum alloy (K-Monel) fasteners meeting federal specifications FF-S-86J. The contract is set aside for Women-Owned Small Business (WOSB) with a North American Industry Classification System (NAICS) code of 332722 and a size standard of 600 employees.
Key details include delivery to Pearl Harbor Naval Shipyard by November 28, 2025, with a performance period from October 17, 2025 to November 30, 2025. The solicitation requires strict material certifications, including Objective Quality Evidence (OQE) showing test results for chemical and mechanical properties. Vendors must comply with specific material requirements, such as avoiding certain K-Monel heat numbers identified as potentially problematic, and must provide certification documents with material delivery. The evaluation will be based on low cost and technical acceptability, with the government reserving the right to eliminate proposals deemed unacceptable.
