GENERAL TEXT
1. INTRODUCTION
This procurement is for continued training support to the NAVSEA SSCO's (SYSCOM Security Cooperation Office)/ (SEA01C) Foreign Military Sales (FMS) Case Management Excellence (CME) training program. The support shall encompass program management, Training Session(s) development and maintenance of NAVSEA- specific FMS training courses.
2. BACKGROUND
SEA01C is the Systems Command (SYSCOM) Cooperation Office (SSCO) for Naval Sea Systems Command (NAVSEA). Under NAVSEAINST 5400.102A, as a SSCO, SEA01C is chartered to provide advocacy, oversight, and subject matter expertise throughout the FMS Case Life Cycle.
Specifically, SEA01C/SSCO serves as the centralized point of contact for internal and external Security Cooperation (SC) training coordination activities. Therefore, SEA01C/SSCO has a responsibility to maintain an FMS case manager training program to provide NAVSEA and the affiliated Program Executive Offices (PEOs) with a cadre of well qualified security cooperation personnel. As such, a Case Management Excellence (CME) Training program was developed in 2007 for NAVSEA. The CME not only addresses SEA01C/SSCO's mission needs but also aims at responding to a rapidly retiring workforce and the preservation of critical institutional knowledge. Also, the CME Program is a formal structure to disseminate approved skills/knowledge versus on-the-job (OTJ) whereby inconsistencies, bad habits, and misinformation can become confused with reality and accuracy over time. Since inception, the CME Program has evolved to include eight (8) separate courses each of which are taught twice a year. The courses range in length from one (1) to three (3) six-hour days, for a total of approximately 19 days and learners receive approximately 3,000 pages of instructional and reference materials for future use. The courses are:
(1) Case Development;
(2) DSAMS (Defense Security Assistance Management System);
(3) MISIL (Management Information System - International Logistics);
(4) SCIP/CEPT (Security Cooperation Information Portal/ Case Execution Performance Tool);
(5) Case Execution;
(6) Modifications & Amendments;
(7) FMS Transportation;
(8) Case Reconciliation and Closure.
It is important to note that the CME was developed as a NAVSEA Training Program to complement Defense Security Assistance Management System (DSAMS) Training by focusing the training on NAVSEA-specific processes and procedures. All course materials were developed and continue to be updated by the contractor with input and oversight from Government Subject Matter Experts (SMEs). Each of the courses is taught by one or more Government SMEs and include real NAVSEA case studies, customized class exercises, and best business practices. Course updates happen routinely prior each offering, focusing on new policies and procedures, areas of commonly made errors and any weakness identified in CEPT and Rework Reports, and with a goal of improving cycle time and reducing rework.
Over the course of years, approximately 379 learners have gone through the CME Program across NAVSEA Program Offices, Navy International Programs Office (NIPO) and other SYSCOMS. The continued existence of this Training Program cannot be stressed enough as it is beneficial and crucial to current and future business with foreign nations. Therefore, the existence of the CME Program is critical to the SEA01C/SSCO's execution and success.
3. SCOPE
The resulting contract shall provide NAVSEA SSCO/SEA01C with the professional training support needed to achieve the SSCO's charge of continuing to update and offer the CME courses, developing new Learning Sessions to address emerging training needs.
In particular, the contractor shall provide program management, subject matter expertise to update and maintain the core curriculum of the aforementioned eight (8) courses and development of Learning Sessions.
The contractor shall advise and assist SEA01C/SSCO but shall not make final decisions or certifications on behalf of the Government, nor perform any inherently governmental functions. All tasks executed during the performance of this contract shall be at SEA01C/SSCO's direction.
