3.0 Requirements

3.1 Training Courses

A vendor may provide any/all of the following courses to be instructed on an "as needed" basis for the duration of the period of this contract at dates to be agreed upon between the vendor and the Workforce Development Branch of Human Resources at NSWC Crane. Initial award will be for the APQP course with all other courses identified as "options" of this contract.

Additional courses may be added to this contract, as needed, to fulfill mission needs. All courses shall be conducted within normal working hours, but preferably between the hours of 0800 - 1600.

Advanced Product Quality Planning (APQP)

- Vendor will provide a 2-day foundational in-person training course on the process of Advanced Product Quality Planning (APQP).

The course should be designed to provide participants with an understanding of how the risk management elements of APQP ensures success based on robust new product development processes and the tools used to manage continuous improvement of products/processes.

The course curriculum must reference all of the Production Part Approval Process (PPAP) documentation requirements and include relationships to other quality tools, such as Failure Modes Effect Analysis (FMEA), Control Plans, Measurement System Analysis (MSA), and Statistical Process Control (SPC). The course must include case students, exercises, group projects or other modes of interactive activity to ensure direct application of knowledge gained throughout the course.

Lean Six Sigma Black Belt Certification

- Vendor will provide a comprehensive LEAN Six Sigma Green Belt course that provides introductory level fundamentals to students on Six Sigma concepts, tools, and applications to equip students to recommend/execute process improvements. No more than 3 days of in-person learning, the course should be based on the DMAIC methodology (Define, Measure, Analyze, Improve, and Control) along with practical application to real customer projects. Problem-solving using six sigma concepts/tools should be introduced to include how to manage stakeholder communication and leadership briefings, when appropriate. To assist students in completing the Green Belt Certification, supportive preparatory materials must be provided to include practice questions, exam tips, or any other materials proprietary to the vendor that could be shared to improve students' odds of passing the exam on the first attempt. Statistical Process Control (SPC)

- Vendor will provide a 2-day onsite course covering Statistical Process Control that includes an introduction to typical quality inspection processes, costs of maintaining quality, and statistical principles to analyze data, central tendency, and variation.

Additionally, students should learn how to create histograms and control charts. Special control methods include Poke Yoke, Stop Light Controls, Short Lot, and Capability (Cpk) Control Charts should also be covered. Opportunity for interactive discussions and exercise to apply what is being learned throughout the course is required to maintain adult learning principles.
