Description:
This is a Sources Sought notice per FAR 15.201. The Department of the Navy, Naval Sea
Systems Command (NAVSEA) is seeking capable sources to provide support for the SEWIP
Block 1B3, Block 2, and Block 3 programs supporting the AN/SLQ-32(V)6, AN/SLQ-32C(V)6, AN/SLQ-32(V)7, and future Scaled Onboard Electronic Attack (SOEA) configurations of electronic support, electronic attack systems/subsystems in functional areas such as: Build to
Print Production, Design Agent Engineering, and System Integration for all variant configurations for the U.S. Navy and future Foreign Military Sale (FMS) partners.
Background:
The AN/SLQ-32 Electronic Warfare (EW) system performs the mission of early detection, signal analysis, threat warning and protection from anti-ship missiles. Surface Electronic Warfare
Improvement Program (SEWIP) is the evolutionary acquisition and incremental development program to upgrade the AN/SLQ-32 EW system in blocks. The SEWIP Block 1B3 provides the
High Gain High Sensitivity (HGHS) adjunct sensor. The SEWIP Block 2 provides Electronic
Support (ES) capability improvements by providing an upgraded receiver and antenna group, as well as improved Electromagnetic Interference (EMI) mitigation and combat system interface.
The SEWIP Block 3 provides Electronic Attack (EA) capabilities.
AN/SLQ-32(V)6, the latest fielded variant of the AN/SLQ-32, incorporates the High Gain High
Sensitivity (HGHS) adjunct sensor developed under the SEWIP Block 1B3 and the receiver, antenna, and combat system interface upgrades developed under the SEWIP Block 2 ACAT II program. AN/SLQ-32(V)6 also includes the following ancillary equipment: the Specific Emitter
Identification (SEI) adjunct sensor, the AN/SLA-10D blanker, and the Liquid Conditioning Unit
(LCU).
AN/SLQ-32C(V)6, also known as SEWIP Lite, is a scaled variant of the AN/SLQ-32(V)6 that provides early detection, signal analysis, threat warning and protection from anti-ship missiles for smaller ship classes.
AN/SLQ-32(V)7, the next variant of the AN/SLQ-32, and SOEA, a future variant, integrates
Electronic Attack (EA) capabilities under the SEWIP Block 3 ACAT II program with the
AN/SLQ-32(V)6 and Soft-Kill Coordination System (SKCS) on existing and select new construction ships.
Scope of Effort:
This Sources Sought covers requirements for multiple programs of record and scope that is currently being executed under multiple contracts:

iii. System Integration
The Government expects the System Integrator to receive system software and the BTP hardware and subsystems as Government Furnished Material; integrate those items to produce a AN/SLQ-32(V)6, C(V)6, or (V)7 system; and test, qualify and deliver a complete system to the shipyard or shore site.
a. Describe your company’s experience integrating systems of similar complexity as
AN/SLQ-32(V)6, C(V)6 and (V)7.
b. Describe the test facilities and assets that your organization has that could be used for executing the system level test procedures for the AN/SLQ-32(V)6, C(V)6, and (V)7. If support equipment and/or test assets are required, would existing Contractor assets be available? If not, what would be your approach be to obtain the equipment?
c. Describe your organization’s processes for material and configuration management that would be used for handling integration of AN/SLQ-32(V)6, C(V)6, and (V)7 systems.
d. Identify any concerns with integration of hardware that may be sourced from multiple
BTP manufacturers.
3. Barriers to Competition
In addition to assessing the capability of interest companies, the Government is assessing the propriety and feasibility of combining the scope of the three (3) Functional Areas described above into one or more contracts. While the scope described by this Sources Sought is currently being performed under four contracts, the Government is interested in gauging whether combining the scope will promote competition, efficiency, and cost savings.
To that end, companies should address whether any particular combination(s) of Functional
Areas or above-described scope into a single or multiple contractual vehicle(s) would either encourage or deter your company from competing. For example, if your company would be interested in a standalone Design Agent Engineering contract, but would not be interested in a contract that combines Design Agent Engineering with Systems Integration, please explain this in your response.
In addition, please identify any obstacles to competition for the proposed scope for the AN/SLQ-
32(V) efforts in areas to include, but not be limited to: classification requirements, hardware production, Government approval process, integration/coordination with other Prime contractors, infrastructure investment, facility requirements for integration and validation/verification, and testing, and/or proposed scope areas. In addition, the company may recommend solutions or mitigation paths for the Government to overcome the obstacles.
Interested companies should also address the following questions:
How far in advance of a proposal due date would the interested company need to receive the TDP in order to gain the familiarity to confidently put together a proposal or assess capabilities?
What are the preferred contract types or contract lengths?
