About this file

This is a Justification and Approval (J&A) document for a sole source contract award under the Department of Veterans Affairs (VA) SDVOSB authority.

The contracting activity is VA's National Contracting Office 06 in Hampton, Virginia, in support of Asheville VA Medical Center in Asheville, North Carolina. The acquisition (ID: 36C246-26-AP-3315) is for a sole source emergent contract to provide CCTV inspection, sewer pipe cleaning, and installation of a cure-in-place piping liner at Asheville VAMC. The requirement is classified as emergent due to sewer system backups and repeated building closures that have resulted in OSHA complaints; the facility requires immediate inspection, cleaning, and installation of a pipe liner solution to maintain safe working conditions. The selected contractor is Blue Cord Design and Construction, LLC, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), chosen for its ability to deploy immediately and remediate the sewer problems. The statutory authority for this sole source award derives from 41 USC §3304(a)(5) and 38 U.S.C. §8127(c), implemented under VAAR 819.7008, permitting non-competitive procedures for certified SDVOSBs determined to be responsible, with authority up to $5,000,000.

Basic market research was conducted through SBA certifications and FPDS database searches, but no formal notice was posted and no companies were contacted due to the emergency nature of the requirement and the compressed timeline between submission and award. The contracting officer determined the anticipated cost to be fair and reasonable based on current market rates and an independent government estimate. No other sources expressed interest in writing. The document includes certifications from the Service Chief at Asheville VAMC (William Stueber), the Contracting Officer (Natasha Leahy), and the Division Chief (Keeshia Newman), with digital signatures dated April 20-21, 2026.
