About this file

This is an Invitation to Bid (ITB) from the City of Santa Fe, New Mexico, specifically the Central Purchasing Division (CPD), for refurbishing sewage sludge belt filter presses (BFPs). The ITB solicits bids for rebuilding and rehabilitating two of the city's three 2-meter Andritz belt filter presses, which are used to dewater sanitary sewage sludge prior to landfilling or composting. The bid was issued on September 18, 2025, with bids due on October 21, 2025, at 2:00 pm Mountain Time. The contract term will be one year from the final approval signature, with a comprehensive scope of work including full equipment refurbishment, replacement of various components, and on-site service technician support for disassembly and reassembly.

The price schedule includes line items for rebuilding two belt filter presses with hydraulic upgrades, procurement of new rollers with bearings and housings, refurbishing roller sets, and daily forklift rental. Bidders are required to provide original equipment manufacturer (OEM) compliant parts and must submit a valid Resident Business Certificate to qualify for local business preferences ranging from 3-6%. The city will apply local business preferences for vendors located within Santa Fe city limits, with additional considerations for subcontractor relationships. All parts and shipping costs must be pre-approved by the department, and the contractor is responsible for comprehensive on-site work including equipment disassembly, inspection, refurbishment, and reassembly, with the city handling utility disconnections and reconnections.
