About this file
This Invitation to Negotiate (ITN16-25) is issued by the City of Winter Park, Florida, for the Seven Oaks Activation Pad project, a village-scale mixed-use development opportunity within Seven Oaks Park. The City seeks a qualified development partner to design and construct building(s) on a designated 3.63-acre pad within the Orange Avenue Overlay district. The project must comply with the City's Land Development Code Section 58-83 for Subarea C, which permits uses including restaurants, bars, breweries, retail businesses, health and wellness studios, fine arts museums, food halls, and recreational facilities. The development is limited to a maximum of 2 stories or 35 feet in height with a base floor area ratio of 14,813 square feet. The City will provide 45 of the 89 existing surface parking spaces for the project, with respondents responsible for securing additional spaces if required. Questions regarding the procurement must be submitted by 5:00 pm on October 1, 2025, with sealed proposals due electronically through the City's e-Procurement Portal by 2:00 pm on October 14, 2025. No site visits or bidder conferences are scheduled. Award recommendations will be prepared by the Procurement Division for final approval by the Winter Park City Commission.
The City seeks proposals evaluated on a pass/fail basis for alignment with community goals, project feasibility, and financial responsibility, with the selection committee determining a proposal's overall advantageousness to the City. The project operates under a ground lease structure whereby the selected respondent will construct and operate the building(s) while the City retains land ownership in perpetuity and receives ongoing ground lease revenues. No specific budget allocation or funding source is identified in the document, as the financial component is part of the negotiated ground lease terms that respondents must propose. The procurement contains no designated set-asides for disadvantaged enterprises. Respondents must provide comprehensive submissions including statements of interest, conceptual business plans, qualifications and relevant experience, financial capability attestations, preliminary operational timelines, and all required compliance certifications including E-Verify compliance, sworn statements regarding public entity crimes, drug-free workplace certification, background check compliance, and public records act acknowledgments. The contract term is not explicitly specified but will be established through post-award negotiations between the City and the selected respondent.

3. 3. ............................................................. Scope of Services
3.1. 3.1. ......................................................................................... Project Goals
As part of the City’s vision for the Orange Avenue Overlay, Seven Oaks Park was identified by the
Commission as a key opportunity to enhance the vibrancy of this vital gateway and benefit the surrounding businesses and neighborhoods. Successfully activating the Park will serve as a critical link, uniting and energizing the Orange Avenue corridor.
The City has expressed three major project goals for the Project as listed below.
A. Nurtures Winter Park’s placemaking brand of integrating nature and village-scale development that is vibrant, innovative, and rooted in the assets of its local residents and businesses. The City expects this redevelopment will respect and grow the quality of the City’s unique attributes and special features of Winter Park while remaining relevant to today’s social gathering places like Foxtail Coffee Co. and Shady Park in Winter Park, https://procurement.opengov.com/portal/cityofwinterpark/projects/191896/document?section=undefined https://procurement.opengov.com/portal/cityofwinterpark
Plant Street Market/Brewery in Winter Garden, East End Market in Orlando, and Boxi
Park in Lake Nona.
B. Supports activation of the new Park. The City desires that the Project be a destination that includes a complementary mix of small-scale transparent building spaces that connect and extend the park experience with a series of broad and open entrances. The
Park, Building(s), Parking, trails, and greenways will offer the area a new rendezvous destination, increasing Winter Park’s inside-outside socially inclusive and purposeful public spaces. This can benefit adjacent properties and ensure the park fosters a cohesive social environment that is reflective of Winter Park’s community history and identity.
C. Generating a financial return for the City. It is the City’s desire to retain ownership of the land in perpetuity. The City expects the Project to generate ground lease revenues from the proposed Building(s) and the activation of the park.
3.2. 3.2. .......................................................................... Regulatory Framework
Zoning Context
The property has a future land use plan designation based on the City’s newly adopted Orange
Avenue Overlay District. High-quality urban design and architecture are required per the City’s
Guidelines for Seven Oaks Park.
Respondents are encouraged to propose development concepts that are compatible with the adjacent park and surrounding properties, promote active use and public engagement with the park, and meet the standards outlined in the Orange Avenue Overlay (OAO). Proposals should reference Section 58-83 of the Land Development Code, with particular attention to the requirements for Subarea C. The proposed architecture of the Building(s) should conform to the
City’s Architectural Design Standards attached as Attachment E.
Permitted Uses
Allowed uses within Subarea C include: bars, taverns, and cocktail lounges (with at least 51% of revenue derived from food sales); bicycle shops; breweries and distilleries (with food service);
corner stores (excluding convenience stores); fine arts museums; instruction in fine arts, dance, and music; food halls; health and wellness studios; recreational facilities; restaurants (including fast-casual and fine dining); retail businesses; specialty food and beverage markets; and theaters for film, music, or performing arts.

• Property Size: 3.63 acres https://library.municode.com/fl/winter_park/codes/code_of_ordinances?nodeId=PTIICOOR_CH58LADECO_ARTIIIZO_S58-83ORAVOVDIOA
• Base Floor Area Ratio (FAR): 14,813 square feet of gross building size
• Maximum Building Height: 2 stories or 35 feet, including awnings or shade structures
• Setbacks: No side or rear setbacks required. A front setback along Orange Avenue must accommodate a future 17-foot-wide sidewalk and landscape buffer (existing sidewalk width may count toward this requirement)
• Parking: There are 89 parking spaces within the existing surface parking lot, and 32 parallel spaces along the Palmetto Avenue right-of-way. The City will permit 45 of the total parking spaces within the surface lot to be allocated towards the Project. Should additional spaces be necessary to meet the minimum off-street parking requirements for the proposed use, the Respondent will be responsible for identifying and securing the required number of additional spaces.
