Exceeding the SAT FAR 16.505(b)(2)(ii)(B)

J&A-20-0247

Page - 1 - of 4 Version 1.1

1. Agency and Contracting Activity.

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), prepared this justification for an exception to fair opportunity on behalf of the Office of the Chief Information Officer (OCIO).

2. Nature and/or description of the item/service being procured and anticipated cost:

(a) Type of action: Firm-Fixed-Price Modification to Task Order HSHQDC-13-D-E2066/

HSCETC-16-J-00055

(b) Amount the current J&A is justifying: $

(c) Brief Description: OAQ intends to extend the current support services for the Student and Exchange Visitor Program (SEVP) External Training Application (SETA) for an additional 6 months. This extension is in accordance with FAR 52.217-8 Option to Extend Services. This SEVP task order will expire in September 2020. This task order was competed and issued under the EAGLE II IDIQ. The vendor listed below is a Small Business and is the only company that can provide the required SETA support.

360 IT Integrated Solutions 12018 Sunrise Valley Dr.

Suite 300 Reston, VA 20191

3. Description of Supplies/Services.

The modification to the current task order is necessary to prevent a lapse of service and continue to provide operations and maintenance support for the SEVP External Training Application (SETA) while a new task order is being recompeted. That support includes, modifying SETA courses; improving performance; adapting to a changed environment or maintenance activities focused on anticipated problems; and performing preventative maintenance to support a continuously operating and reliable, stable, and secure application.

The extension is required because SETA has a complex technology platform that needs an experienced team to perform patch and break-fixes quickly as well as saving SEVP time to maintenance cost.

The proposed modification will increase the value of the task order from $ , by $ to $ for the additional six (6) months of performance. The period of performance will be from 09/30/2020 to 03/29/2021.
