SECTION 2. SCOPE OF WORK
2.1 SCOPE OF WORK:
RFP SCOPE OF WORK
Orange County Probation- Equitable Diversion Access Initiative and Efficient Justice
Pathways for Youth
INTRODUCTION/BACKGROUND
The Orange County Probation Department (Probation) oversees the operations of county juvenile facilities and, through diversion or community supervision if ordered by the juvenile court, youth who are pending or have been adjudicated of a 602 WIC offense. Youth in Orange County who commit minor offenses and do not require detention are often referred to intervention also known as diversion. Diversion is an approach to re-direct through education and support with the goal of improving behavior and reducing the number of youths who enter into the juvenile justice system.
It is an effective, evidence-based practice which reduces delinquent behavior. Probation receives cases from local Law Enforcement Agencies (LEAs) and is responsible to assess each case and if appropriate, refer youth to diversion programs. Probation has received 2,922 out of custody petitions for youth that could potentially be eligible for diversion services from May 2023 to April
2024. This is a 3.5% increase from the prior year.
The Contractor agrees to support Probation’s efforts in reducing juvenile justice system involvement among youth. The Parties’ combined goal is to refer eligible youth to immediate supportive services that address the delinquent behavior and promote accountability and support positive youth development. This approach aligns with evidence-based practices that suggest early intervention can prevent deeper system involvement and the escalation of criminal behavior.
OBJECTIVE
The Orange County Probation Department applied and was awarded funding from the Board of
State & Community Corrections (BSCC) Proposition 47 Grant (Cohort 4) also known as Safe
Neighborhoods and Schools Act Grant Program (Prop 47 Grant). The grant funding will be used
Probation - Services for the Provision of Equitable Diversion Access Initiative and Efficient Justice Pathways for Youth, 057-2868801-
AD Page 13 of 35 to support local community-based organizations (CBO’s) in the implementation of effective diversion services for Orange County youth who have committed minor offenses and do not require detention or formal community supervision. Diversion services will be expanded within the county to allow LEAs to directly refer youth to contracted organizations. The Contractor shall conduct a case assessment to identify the most effective approach in line with best practices including the services detailed below.
POPULATION
Contracted providers will provide services to referred youth, which will include, but is not limited to, youth ages 12 to 17 years and 11 months old in Orange County, who are referred by LEAs
(including Probation) or school police agencies after being arrested for a 602 offense and have an identified mental health or a substance abuse disorder history.
SCOPE OF SERVICES
All referring agencies shall obtain formal written consent from the youth and parent that they will participate in a pre-enrollment screening and an evidence-based assessment process to determine the diversion programming that would effectively address the risk and needs of the youth. Contractor shall employ validated risk assessment tools to identify the youth’s needs and include mental health, substance abuse, and trauma metrics. Contractor shall use a standardized screening and assessment tools to inform every case plan and ensure responsivity to the youth’s needs, as well as address the underlying causes of the delinquent behavior. Participation in available diversion services will be measured according to the Contractor’s efforts and the youths’ and their families’ willingness to participate in programming.
Contractor shall develop an individualized case plan based on the results of the screening and assessment process, and work with the youth and family to identify and achieve the goals in the case plan for a target range of 30 to 90 days but must not exceed a period of six (6) months. Contractor shall use the shortest time frame that addresses the concerning behavior and centers on accountability and support, reducing the likelihood of future system involvement. The case plan will seek to identify specific achievable goals and actions. The case plan shall also include the identification of and referral to address any needs for ongoing support after program completion. The case plan must also address individual responsibility and accountability to victims and the community through a trauma informed lens. The case plan goals and actions will address the needs of the youth and the victims to ensure any harm is resolved and assist in preventing further harm to the community.
Probation - Services for the Provision of Equitable Diversion Access Initiative and Efficient Justice Pathways for Youth, 057-2868801-

It is also anticipated the Proposers(s) will sub-contract with other embedded organizations in different regions that youth and families are already connected with and/or have trusted relationships. All subcontracts are subject to the provisions above regarding County approval and background checks. Proposer(s) and subcontractor shall ensure that staff working with this population are from diverse backgrounds with experience working with diverse communities in cultural, language, sexual orientation, and race that is reflective and represents the youth and their families.
