About this file
This is a Limited-Sources Justification document for a contract modification issued by the Uniformed Services University of the Health Sciences (USU) Acquisitions Directorate. The document justifies an in-scope, firm fixed price modification to a limited-source BPA call order (HU000125FE019) to Carahsoft Technology Corp. under the Department of Defense Enterprise Software Initiative (ESI) Blanket Purchase Agreement (N6600119A0120). The modification adds ServiceNow Tailored Implementation/Expansion Services and Data Optimization Services to an existing task order, with a performance period from April 21, 2026, to September 12, 2026. The estimated contract value is redacted in the document.
The justification for sole-source procurement rests on ServiceNow's unique qualifications and USU's specific operational requirements. ServiceNow holds Joint Authorization Board (JAB) type Federal Risk and Authorization Management Program (FedRAMP) authorization, meeting federal cloud security standards established by the Chief Information Officer memo dated December 8, 2011, and satisfies USU's Authorization to Operate (ATO) requirements for DoD networks. Additionally, under IAW DFARS PGI 208.7403(1), Carahsoft is identified as the only vendor capable of meeting ServiceNow requirements through the DoD ESI. ServiceNow's IT Service Management (ITSM) and IT Asset Management (ITAM) solutions provide the Office of the Chief Information Officer's required end-to-end IT service process workflows, and the platform is designated as USU's enterprise platform of record. The contracting officer has determined the anticipated cost to be fair and reasonable based on DoD ESI BPA pricing negotiated under FAR Part 8. The justification was approved and certified as accurate and complete.

The Federal Chief Information Officer (CIO) issued a memo dated 8 December 2011 establishing federal policy as it relates to the procurement of cloud services. The ServiceNow platform complies with the policy because it holds the Joint Authorization Board (JAB) type of Federal Risk and Authorization Management Program (FedRAMP) authorization. FedRAMP is a government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. Members of the JAB include the chief information officers (CIOs) from the DoD, Department of Homeland Security, and General Services Administration.
The platform also meets the USU’s Authorization to Operate (ATO), a DoD network.
ServiceNow’s ITSM and IT Asset Management (ITAM) solutions collectively provide the OCIO’s required end-to-end IT service process workflows. ServiceNow is USU’s OCIO current enterprise platform of record.
