About this file
This is an informational document from the State of Michigan Department of Technology, Management and Budget (DTMB) outlining the Service Disabled Veteran Owned Business (SDVOB) preference program applicable to state contracts, including the Alpena CRTC Generator Replacement project (511/23366.JLM). The document explains that Michigan provides a 10% pricing preference to businesses owned by service-disabled veterans when bidding on State of Michigan contracts. To claim this preference, bidders must indicate SDVOB status in their bid response and provide required documentation, which includes proof of service and discharge conditions (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents. Alternatively, businesses may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions.
The SDVOB preference defines a service-connected disability as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16), and requires that a "qualified" business be 51 percent or more owned by one or more veterans with a service-connected disability. The State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal certifications from the Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration (VetCert). Bidders pursuing the SDVOB preference should consult the detailed SDVOB Preference Fact Sheet and related resources available through the Michigan DTMB Procurement website for comprehensive guidance on eligibility requirements and documentation procedures.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
