STATEMENT OF WORK

Service Support Plan for the QTRAP 5500 Tandem Mass Spectrometer
Introduction and Overview This requirement is for the support plan for the Northwest Fisheries Science Center’s Environmental Chemistry Program’s QTRAP 5500 tandem mass spectrometer (MS/MS) from AB Sciex, in request for a service contract to be placed on said instruments for one year.
Background The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. The Environmental Chemistry Program (ECP) uses mass spectrometer instruments to support NWFSC’s mission.
Objective The ECP’s MS/MS system has been applied for the past 8 years in many scientific research projects and environmental monitoring studies, including Deepwater Horizon oil spill, performing multiple chemical tracer analyses in several marine organisms, including protected species. Currently, the MS/MS system is used to accurately measure trace levels of several anthropogenic contaminants and their metabolites, as well as several naturally occurring biomolecules in marine species to monitor for health indicators. It is vital that a service contract be in place for required maintenance in this instrument and allow for necessary, and emergency, repairs that may occur during the duration of the contract. The MS/MS system is complex, extremely sensitive and require expert care and regular maintenance to sustain a high level of performance (e.g. exceptional system vacuum, stable high and low voltages applied to several parts providing high selectivity and sensitivity), accuracy, and precision. Maintaining a service contract will avoid significant downtime (generally 2-4 months) of the instrument when an emergency repair is needed, resulting in little to no negative effect on deadlines or ongoing research progress. Without a service contract, a faulty system requires troubleshooting by ECP’s staff and/or the setup and approval process of a purchase order for a repair call performed by the manufacturer’s field engineers, since it becomes a service above $2,500 (usually between $3,500-10,000).
Location Northwest Fisheries Science Center, 2725 Montlake Blvd. E., Seattle 98112. The AB Sciex QTRAP 5500 MS/MS is located in laboratory 228E, serial number AU26731106.
Technical Specifications The service contract should include, but not be limited to:
· on-site corrective service visits, including original equipment manufacturer (OEM) parts, labor, travel, and return shipping;
· 1 on-site performance maintenance visit per year to include: OEM parts, labor, travel, and return shipping;
· service on the AB Sciex supplied computer, OEM technical support for covered service events, software/firmware updates, and technical telephone support.
It is essential that this service contract allow us to utilize AB Sciex as the preferred service provider because they have proprietary knowledge regarding the diagnostics, repair, and maintenance of ECP’s AB Sciex QTRAP 5500 MS/MS instrument. Therefore, the maintenance service-contracted company has to work with the instrument manufacturers AB Sciex’s engineers for repair calls, both on site and by phone.
Performance Period The Preventative Maintenance Service Contract coverage should start in September 15th 2020 to September 14th 2021.
